amending and supplementing the Government Decree of 5 March 1927, No. 16 Coll., on the treatment of the service and pay ratios of craft workers in the technical service of construction and maintenance and in the automotive operation of Czechoslovak Post, as amended, is changing and complementary.
The Government of the Czechoslovak Republic hereby orders pursuant to Section 210 of the Act of 24 June 1926, No. 103 Coll., on the modification of the pay and certain service conditions of civil servants (Law of 24 June 1926):
Čl. I.
Government Decree No. 16 / 1927 Coll. as amended is changing and complementary is amended as follows:
1. Article 2 is amended as follows:
§ 2.
Craft category.
In the telecommunications service of construction and maintenance, in the workshop and automotive service of the Czechoslovak Post or Postal Savings Office is used for craftsmanship of the following categories of employees:
category of mechanics (top mechanical, mechanical),
category of fitters (top fitters, fitters),
category of workshop (top workshop, workshop),
category of car drivers (top drivers, car drivers).
2.
(1) The working places of craftsmen shall be systemised within the set normal needs of the forces in two scales, namely:
in the scale

3. Article 4 is amended and reads as follows:
Only a Czechoslovak national can be appointed as a craftsman who
1. has completed at least 18 years of age,
2. is competent, fit and trustworthy,
3. is fully familiar with the Czech or Slovak language so that it is able to do the service itself and on the matter properly and with the parties,
4. has a higher initial education than the general school,
5. has completed the relevant apprenticeship school and has been properly trained, in respect of the post in the category
(a) mechanics, mechanical (mainly in the field of electromechanical) or electrical;
(b) installers, in the trade of locksmiths (in particular in the field of mechanical locksmiths) or in the trade of mechanical (in the field of electromechanical) or in the trade of electrical,
(c) workshop, in the trade needed for the field of work in which the vacant post is occupied (in the trade of carpentry, saddlery, varnish, or in some trade in the field of metal, construction, etc.),
(d) drivers of cars, in the trade of locksmiths, in the field of mechanical locksmiths or as an auto-installer, and in addition received an official licence for the performance of the aptitude test for the driving of passenger and freight cars (Leadership).
4. Article 6 (4) and (6) shall be amended as follows:
(4) A waiting period of four years shall be fixed for waiters for posts in the 2nd scale.
(6) The service spaces systemised in the I. salary scale are granted by promotion (§ 27) of the 2nd salary scale.
(5) Paragraph 17 (1) shall delete the provisions of points (b) and (c) concerning the area of leave to be recovered for artisans at service posts of the III and II scale and the following provision on the area of leave shall be replaced by (d) (b) and shall delete the words "on service posts of the I scale."
6. Article 21 shall be amended as follows:
§ 21.
Fair.
The annual amounts of ordinary craftsmen shall be as follows:

(7) Paragraph 85 (1) and (2) shall be amended as follows:
(1) The daily salary of auxiliary craftsmen shall be determined by the groups of places A, B, C, D (Section 12 of the Law on Payment) in monthly amounts as follows:

(2) The increase in the daily salary shall be made ex officio every three years, including the deductible working hours spent on the daily salary. It is a condition of increase that the auxiliary craftsman should serve.
8.
(1) The periods for which the daily salary is not payable shall not be counted for the increase in the daily salary.
9. In Paragraph 96, the following paragraph 1 is added:
(1) The entitlement and scope of the service salaries of auxiliary artisans who have been called upon to exercise in arms is governed by the same rules as those applicable to state pragmatic bailiffs.
The only paragraph of Paragraph 96 is renumbered paragraph 2.
10. the first sentence of Paragraph 108 (1) shall be as follows:
(1) When stipulated by the craftsman, the craftsman receives the initial service scale II.
Čl. II.
Amendments to Government Decree No. 16 / 1927 Coll. pursuant to Articles I, 6 and 7 apply only in Czech and Moravian-Silesian countries. In Slovakia, the original versions of Sections 21 and 85, paragraphs 1 and 2 of the Vl. naříč. 16 / 1927 Coll. remain in force, with the amendment that the provision on the III salary scale is repealed in Section 21.
Čl. III.
(1) The workplaces of artisans, which have been systemised so far in the III scale, become those of the II scale.
(2) Artisans who have been on the III scale so far pass the date on which this Regulation takes effect to the II scale. In doing so, the level of service shall be determined on this scale and the period of the current level shall be counted as if they had been promoted to the II scale on the day before the entry into force of this Regulation.
(3) Artisans who have been already on the 2nd scale are still entitled to use the title which they own and are entitled to be appointed by that title.
Čl. IV.
This Regulation shall enter into force on 1 July 1946; they shall be carried out by the postal minister in agreement with the ministers involved.
