on education in the area of animal protection against abuse
The Ministry of Agriculture provides, pursuant to Article 29 (1) of Act No. 246 / 1992 Coll., for the protection of animals against abuse, as amended by Act No. 162 / 1993 Coll., Act No. 77 / 2004 Coll., Act No. 312 / 2008 Coll., Act No. 291 / 2009 Coll. and Act No. 359 / 2012 Coll., ("Act ') for the implementation of § 5a (7), § 5c (7), § 8b (4) and (7), § 12d (8), § 12f (5), § 14b (4), § 15d (7), § 15e (3), § 26 (2) and § 26a (d) of the Act:

EDUCATION AT THE PROTECTION OF ANIMAL AGENTS
§ 1
Subject matter
(1) This decree implements the relevant provisions of the European Union1) and regulates, following the directly applicable provisions of the European Union2)
(a) the content and scope of the training course for obtaining a certificate of competence for persons involved in animal slaughter operations, the requirements for the highest education achieved and the practice of the lecturer since the completion of the highest education achieved, the requirements for the examiner, the scope and course of the examination, the model certificate of competence for persons involved in animal slaughter operations;
(b) the content and scope of the training course for obtaining certification and competence for the killing of fur animals, the requirements for the highest education achieved and the practice of the lecturer since the completion of the highest education achieved, the model certificate of competence;
(c) the content and scope of the professional course for obtaining a certificate of competence for drivers and road vehicle guides, both for the general course relating to the transport of all animal species and for the specialised course relating only to the transport of certain animal species, the requirements for the highest education achieved and the experience of the lecturer since the completion of the highest education achieved, the requirements for the examiner, the examination procedure, the conditions and method of certification in the form of a certificate and its model;
(d) the content and scope of the training course for meat chickens to obtain a certificate of fitness for meat chickens, the requirements for the highest education and practice achieved by the lecturer since completion of the highest education achieved and the model certificate;
(e) the content and scope of the pig care course for obtaining a certificate of eligibility for pigs, the requirements for the highest education achieved and the practice of the lecturer since the completion of the highest education achieved, the model of the certificate of eligibility for pigs;
(f) the extent of the expertise necessary to obtain the certificate of competence of the person responsible for the care of the handicapped animals, the content of the vocational course for obtaining such competence, the requirements for the examiner, the requirements for the highest education achieved and the practice of the lecturer since the completion of the highest education achieved, the course of the examination, the model certificate,
(g) the content of the courses for the care of selected species of sash or apes, the extent of the expertise necessary to obtain the certificate of competence for the care of selected species of sash or apes, the requirements for the test commissioner, the requirements for the highest education achieved and the experience of the lecturer since the completion of the highest education achieved, the course of the examination and the model of the certificate;
(h) the content and scope of the training course for obtaining a certificate of competence for the design of experiments and experimental projects, the content and scope of the training course for obtaining a certificate of competence for conducting experiments on experimental animals, the care of experimental animals and the killing of experimental animals, the requirements for the highest educational and practice of the lecturer since the completion of the highest educational attainment, the requirements for the examination commissioner, the conduct of the examination, the model of the certificate of competence for the design of experiments and experimental projects, and the model of the certificate of competence for conducting experiments on experimental animals, the care of experimental animals and the killing of experimental animals;
(i) the content and scope of the training course to extend the period of validity of the certificate of competence for the design of experiments and experimental projects, the content and scope of the training course to extend the period of validity of the certificate of competence for the conduct of experiments on experimental animals, the care of experimental animals and experimental projects, the model certificate of extension of the period of validity of the certificate of competence for experimental animals, the certificate of extension of the period of competence for the conduct of experiments on experimental animals and the killing of experimental animals;
(j) the content and scope of the professional course for obtaining competence to exercise supervision on the section for the protection of animals against abuse, the requirements for the highest education achieved and the practice of the lecturer since the completion of the highest education achieved, the requirements for the examiner, the conduct of the examination and the model certificate.
(2) This decree further incorporates the relevant European Union3 regulations) and regulates the provisions directly applicable to the European Union4)
(a) the content of the training and the method of confirmation of the training of the staff of the carrier or operator of the assembly centre; and
(b) a model of instructions and instructions for the care of pigs.
§ 2
Training course for obtaining a certificate of competence for persons involved in the slaughter of animals in slaughterhouses
(1) The training course for obtaining a certificate of competence for persons involved in the slaughter of animals in slaughterhouses intended for persons handling and caring for animals before they are immobilized and immobilized for the purpose of stunning or killing takes place within the scope of four teaching hours of theoretical instruction.
(2) The training course for obtaining a certificate of competence for persons involved in operations related to the slaughter of poultry, rabbits and hares in slaughterhouses, which is intended for persons handling and caring for animals before their immobilization and immobilization for the purpose of stunning or killing, takes place within the scope of 3 teaching hours of theoretical instruction.
(3) The training course for obtaining a certificate of competence for persons involved in animal slaughter operations, which is intended for animal welfare workers under Article 17 of the directly applicable regulation of the European Union governing the protection of animals at the time of killing (5), takes place within 8 hours of theoretical instruction.
(4) The course content referred to in paragraphs 1 to 3 is:
(a) the provisions of the law, the implementing legislation adopted by it and the selected parts of the legislation relating to the slaughter of animals, to the extent necessary for acts relating to the slaughter of animals, in particular the veterinary law, the penal code;
(b) the provision of a directly applicable European Union regulation on the protection of animals at the time of killing and related activities (5) relating to the activity carried out;
(c) knowledge of animal behaviour, suffering, consciousness, sensitivity and stress;
(d) practical aspects of handling and immobilization of animals;
(e) knowledge of the manufacturer's instructions for types of immobilising devices used for mechanical immobilization.
(5) In addition to the facts referred to in paragraph 4, the content of the course referred to in paragraph 3 shall:
(a) practical aspects of stunning methods and knowledge of manufacturers' instructions for the types of stunning equipment used;
(b) alternative methods of stunning or killing;
(c) basic maintenance and cleaning of stunning or killing equipment;
(d) checking the effectiveness of stunning and absence of signs of life;
(e) appropriate use and maintenance of fattening knives.
(6) The model of the certificate of competence for persons involved in the slaughter of animals in slaughterhouses handling and caring for animals before they are immobilized and immobilized for stunning or killing purposes is set out in Annex 1 to this Decree. The model of the certificate of competence for persons involved in the slaughter of animals carrying out the activities of an animal welfare worker pursuant to Article 17 of the directly applicable European Union Code on the protection of animals at the time of killing 5) is set out in Annex 1a to this Regulation.
(7) At the end of the course referred to in paragraphs 1 and 2, the examination shall be carried out in writing to verify the expertise acquired. The test is preparing a training facility. The test contains 15 test questions, two possible answers are assigned to each question, one of which is correct, and a 45-minute period is set for the preparation of the test. The test shall be evaluated by the Examination Commissioner by assessing each correct response with one point. A minimum of 10 points shall be achieved for the successful passing of the test. The test result is assessed successful or failed.
(8) In the course referred to in paragraphs 1 and 2, the test commissioner shall be the instructor of the course at which the test is conducted. The course participant referred to in paragraphs 1 and 2 shall issue a certificate of successful completion of the training centre test.
§ 3
Training course for obtaining a certificate of competence for the killing of fur animals
(1) The training course for obtaining a certificate of competence for the killing of fur animals takes place within the scope of 4 teaching hours of theoretical instruction.
(2) The course content referred to in paragraph 1 shall be:
(a) the provisions of the law, implementing legislation issued and the selected parts of the legislation relating to the killing of animals, to the extent necessary for the killing of animals and related acts, in particular the veterinary law, the penal code;
(b) the provision of a directly applicable European Union regulation on the protection of animals at the time of killing and related activities (5) relating to the activity carried out;
(c) knowledge of animal behaviour, suffering, consciousness, sensitivity and stress;
(d) practical aspects of handling and immobilization of animals;
(e) practical aspects of stunning methods and knowledge of manufacturers' instructions for the types of stunning equipment used;
(f) alternative methods of stunning or killing;
(g) basic maintenance and cleaning of stunning and killing equipment;
(h) checking the effectiveness of stunning and absence of signs of life.
(3) The model certificate of eligibility for the killing of fur animals is set out in Annex 2 to this Regulation.
§ 4
Requirements for the qualification of lecturers on the animal protection section at the time of killing
(1) The lecturer in the training course for obtaining a certificate of competence for persons involved in the slaughter operations referred to in Article 2 (1) and (3) must provide evidence of:
(a) professional practice in the field of animal protection and welfare in the animal protection authorities referred to in Article 19 (1) (a) or (b) of the Act for at least 3 years;
(b) higher education in the veterinary direction and at least 3 years of experience in slaughterhouses; or
(c) higher education in the veterinary field and at least 3 years of experience as a teacher of articles relating to the slaughter of animals.
(2) The lecturer in the training course for obtaining a certificate of competence for persons involved in the slaughter-related operations of poultry, rabbits and hares referred to in Article 2 (2) must demonstrate:
(a) the qualifications referred to in paragraph 1; or
(b) at least a secondary education with a veterinary examination or in the field of meat or husbandry processing technology and at least 3 years of experience in slaughterhouses in the slaughter of poultry, rabbits or hares.
(3) The lecturer in the training course for obtaining a certificate of competence for the killing of fur animals referred to in Section 3 must provide evidence of:
(a) the qualifications referred to in paragraph 1 (a);
(b) higher education in the veterinary or breeding sector; or
(c) at least full secondary education in the veterinary direction and at least 3 years of experience in the killing of fur animals.
§ 5
Common provisions for courses on animal protection at killing
(1) The courses referred to in Sections 2 and 3 do not include animal handling.
(2) The courses referred to in Sections 2 and 3 cannot be combined into one course.
(3) The courses referred to in § 2 (1) and (2) cannot be linked to the course referred to in § 2 (3).
§ 6
Professional course for obtaining a certificate of competence for drivers and road vehicle guides in connection with economic activity
(1) The professional course for obtaining a certificate of competence for drivers and road vehicle guides in the context of economic activity takes place within the scope of 8 teaching hours of theoretical instruction and 4 teaching hours of practical exercise with animals.
(2) The course content referred to in paragraph 1 is, in addition to the requirements defined by the directly applicable European Union Regulation on the protection of animals during transport and related activities (6).
(a) basic legislation on the protection and welfare of animals during transport, animal health conditions under other legislation7);
(b) causes and symptoms of animal stress, recognition of a healthy animal, means of killing animals,
(c) principles of animal welfare, techniques and use of animal handling aids;
(d) the principles of cleaning and disinfection of means of transport.
(3) The lecturer in the course referred to in paragraph 1 must demonstrate:
(a) the qualifications referred to in Article 26 (1) of the Act;
(b) at least secondary education in the veterinary field or in the field of agriculture, with a focus on animal husbandry and certificate of qualification of the carrier obtained by that course; or
(c) practice in the activities of the animal protection authorities referred to in Article 19 (1) (a) or (b) of the Act for at least 3 years.
(4) The model of the certificate of competence for drivers and guides to road vehicles transporting animals in the context of an economic activity in the form of a licence is set out in Annex 3 to this Decree.
§ 7
Training course for the care of chickens reared for meat to obtain a certificate of fitness for the care of chickens reared for meat
(1) A training course for the care of chickens reared for meat to obtain a certificate of fitness for the care of chickens reared for meat is conducted within 6 hours of theoretical teaching.
(2) The course content referred to in paragraph 1 shall be:
(a) legislation on the protection and rearing of chickens kept for meat 8),
(b) physiological characteristics, in particular feeding and drinking requirements, animal behaviour and the concept of stress;
(c) the practical aspects of the gentle treatment and catching, loading and transport of chickens;
(d) recognition of a healthy chicken kept for meat and its disease, provision of first aid to chickens kept for meat,
(e) care for chickens reared for meat in emergency situations, culling and slaughter in emergency situations,
(f) precautions for biological safety.
(3) The lecturer in the course referred to in paragraph 1 must demonstrate:
(a) professional practice in the field of animal protection and welfare in the animal protection authorities referred to in Article 19 (1) (a) or (b) of the Act for at least 3 years;
(b) at least 3 years of experience in the production of chickens reared for meat and demonstrate that they have been shown to be familiar with the methods of production of chickens reared for meat and the conditions for their protection;
(c) higher education in agriculture or veterinary medicine; or
(d) at least 3 years of experience as a teacher of breeders' or veterinary articles at a secondary school or university with an accredited study programme in the field of education Agriculture with a focus on breeding, or in the field of veterinary medicine education, veterinary hygiene, or a similar accredited study programme with an identical focus not in the field of education.
(4) The model certificate of eligibility for the care of chickens reared for meat is set out in Annex 4 to this Regulation.
§ 8
Swine care course for obtaining a certificate of fitness for pig care
(1) A course for the care of pigs for obtaining a certificate of competence for the care of pigs is conducted within a range of 6 teaching hours of theoretical instruction.
(2) The course content referred to in paragraph 1 shall be:
(a) the legislation governing the protection and rearing of pigs, in particular the law and legislation adopted for its implementation (9);
(b) physiological characteristics, in particular feeding and drinking requirements, animal behaviour and the concept of stress;
(c) the practical aspects of the gentle handling and catching of pigs, loading and transport;
(d) recognition of healthy animals and animal diseases, provision of first aid to pigs;
(e) care for pigs in emergency situations, culling and slaughter in emergency situations.
(3) The lecturer in the course referred to in paragraph 1 must demonstrate:
(a) professional practice in the field of animal protection and welfare in the animal protection authorities referred to in Article 19 (1) (a) or (b) of the Act for at least 3 years;
(b) at least three years of experience in pig farming and demonstrate that it has been shown to be familiar with pig farming methods and conditions of protection;
(c) higher education in the agricultural or veterinary direction; or
(d) at least 3 years of experience as a teacher of breeders' or veterinary articles at a secondary school or university with an accredited study programme in the field of education Agriculture with a focus on breeding, or in the field of veterinary medicine education, veterinary hygiene, or a similar accredited study programme with an identical focus not in the field of education.
(4) The model of the certificate of competence for the care of pigs is set out in Annex 5 to this Regulation.
§ 9
Professional course for obtaining a certificate of professional competence of the person responsible for the care of handicapped animals
(1) The professional course for obtaining a certificate of professional competence of the person responsible for the care of handicapped animals is conducted within the range of 30 hours of theoretical teaching and 5 hours of practical teaching. The practical training shall be carried out by familiarising themselves with the conditions of breeding and care of handicapped animals, in a rescue station approved under the nature and landscape regulations (10) or in a zoo which is kept by representatives of the European fauna, which are also users of experimental animals authorised by the Ministry of Agriculture to use experimental animals for the purpose of higher education or training in order to obtain, maintain or improve expertise. Practical instruction in which handicapped animals are not used may also be carried out in another establishment authorised by the Ministry of Agriculture to use experimental animals for the purpose of higher education or training in order to obtain, maintain or improve expertise. Temporary handicapped animals shall not be used for practical instruction.
(2) The course content referred to in paragraph 1 shall be:
(a) the provisions of the law, implementing legislation issued and selected parts of the legislation relating to the capture, rearing and discharge of handicapped animals into their natural environment, to the extent necessary for the exercise of the activities of the person responsible for the care of the handicapped animals, in particular the Act on Nature and Landscape Conservation, the Law on Hunting, the Veterinary Act, the Law on Zoos, the Act on Trade in Endangered Species, the Criminal Code, the selected parts of the legislation governing the organisation of work and the working procedures which the employer is obliged to ensure in the work related to the breeding of animals;
(b) the issue of the breeding of handicapped animals, including basic knowledge of nutrition, anatomy, physiology and ethology of such animals;
(c) recognition of healthy animals and animal diseases, provision of first aid to handicapped animals and permitted methods of killing disabled animals,
(d) knowledge of catch techniques;
(e) principles of the establishment, operation and control of rescue stations;
(f) recognition of species of wild animals that are normally present in the Czech Republic.
(3) The lecturer in the course referred to in paragraph 1 must demonstrate:
(a) professional practice in the field of animal protection and welfare in the animal protection authorities referred to in Article 19 (1) (a) or (b) of the Act or at the Ministry of the Environment for at least 3 years;
(b) at least 3 years of practice in the care of handicapped animals, demonstrate that they have become familiar with the methods of care of the handicapped animals and the conditions for their protection, and with at least a medium education with a certificate or a graduate examination in the fields of education of agriculture and forestry or veterinary and veterinary prevention;
(c) higher education in biology, focusing on animals; or
(d) at least 3 years of experience as a teacher of breeding, zoological or veterinary objects in a secondary school or university with an accredited study programme in the field of education Agriculture with a focus on breeding or veterinary medicine education, veterinary hygiene or similar accredited study programme with a similar focus not in the field of education.
(4) At the end of the course referred to in paragraph 1, the examination shall be carried out in the form of a written test and a written examination of the knowledge obtained. The written test is prepared by the Ministry of Agriculture and contains 30 test questions. Three possible answers are assigned to each question, one of which is correct. The duration of the written test shall be 45 minutes. The written test shall be evaluated by the Examination Commissioner by assessing each correct answer with one point. The written examination includes the identification of 30 species of wild animals that are normally found in the wild in the Czech Republic. Photographs, drawings or preparations of specified species of wild animals may be used for the written recognition test. A period of 45 minutes shall be set for the preparation of the written examination. The written examination shall be evaluated by the Examination Commissioner in such a way that each correct response is evaluated by one point. In order to pass the test successfully, at least 80 per cent of the total number of points in the written test and at the same time the correct identification of at least 80 per cent of the total number of wild animal species determined in the written examination shall be achieved. The test result is assessed successful or failed.
(5) The model of certificate of professional competence of the person responsible for the care of the handicapped animals is set out in Annex 6 to this decree.
§ 9a
A course for the care of selected species of snails or apes
(1) The course for the care of selected species of shale or apes consists of three teaching modules
(a) module A - basic which contains basic expertise concerning selected species of clams and apes and which takes place in the range of 36 teaching hours of theoretical teaching;
(b) module B - the breeding of selected species with detailed expertise concerning the breeding of selected species with 16 theoretical teaching hours;
(c) Module C - Lidoop breeding, which contains detailed expertise on lidoop breeding and which takes place within 16 teaching hours of theoretical teaching.
(2) The course content referred to in paragraph 1 (a) shall be:
(a) the provisions of the law, implementing legislation issued and selected parts of the legislation relating to the breeding, transport and registration of selected species of shale or apes, in particular the directly applicable regulation of the European Union governing the protection of animals during transport and related activities (4), the Act on Nature and Landscape Protection, the Law on Hunting, the Veterinary Act, the Law on Zoos, the Act on Trade in Endangered Species, the Penal Code, in the range of 4 teaching hours;
(b) biological foundations for animal husbandry, which include the foundations for anatomy and physiology of animals, organ systems, metabolism, zootechnical terminology and domestication issues, description of the body of the animal, including skeleton, physical growth and development, fertility and reproduction, methods and obligations for the labelling of animals, within the scope of 8 teaching hours;
(c) ethology, which includes selected ethological concepts, the development of animal behaviour, patterns and mechanisms of games, social, defence, hunting, food, comfort, sexual and parental behaviour, intra-species and inter-species communication, in the range of 6 teaching hours;
(d) the ethics of animal husbandry, which includes human relation to animals kept in human care, animal protection and welfare issues, environmental enrichment requirements for animal husbandry and requirements for the creation of exposures in which animals are placed, information on international breeding programmes, within the scope of 4 teaching hours;
(e) the principles of animal safety, which include the selected parts of the legislation governing the organisation of work and working practices which the employer is obliged to provide for in-work related to animal husbandry, information on equipment for animal capture, animal handling principles, animal infestation issues, in particular prevention, causes and consequences of the attack, within the scope of 2 hours of instruction,
(f) feeding and feeding requirements for animals which include the general nutritional bases resulting from the different types of digestive system of carnivores, omnivores and herbivores, feed problems, its nutritional values and the importance of nutrients, the treatment and storage of feed, feed of plant and animal origin, feed additives, feeding, in the range of 6 teaching hours;
(g) principles of animal health care, including disease prevention, animal emergency and veterinary care, quarantine, vaccination and immunity issues, non-invasive sampling for testing, most famous zoonoses, viral, bacterial, fungal and parasitic diseases, the concept and causes of animal stress, the principles of biological safety, in particular the handling of carcases and feed residues, information on routine protective disinfection, disinsectisation and deratization and active protection against external effects, in the range of 6 teaching hours.
(3) The course content referred to in paragraph 1 (b) shall be:
(a) systematic classification, species-specific biology in relation to anatomy, physiology, breeding and genetics of selected species of clay, in the range of 5 teaching hours;
(b) the species-specific farming conditions of the selected species, the design, safety, size and equipment requirements of the premises of the selected species, the housing conditions and the requirements of the aid, in the range of 5 teaching hours;
(c) species-specific methods of handling selected species and knowledge of catch and transport techniques for each selected species within the scope of 2 hours of instruction;
(d) the issue of prevention and prevention of leaks of individual selected species by the shelters, within the scope of 1 teaching hour;
(e) species-specific requirements for feeding and feeding of selected species by sash within the 2-hour range;
(f) the recognition of a healthy animal and the most common diseases of each selected species of sash, the provision of first aid and permitted methods of killing selected species of sash, within the scope of 1 teaching hour.
(4) The course content referred to in paragraph 1 (c) is:
(a) systematic classification, species specific biology in relation to anatomy, physiology, breeding and genetics of apes, within the scope of 5 teaching hours;
(b) species-specific lidoop farming conditions, design, safety, size and equipment requirements for lidoop farming areas, housing conditions and aid requirements, within the scope of 5 teaching hours;
(c) species-specific methods for the handling of lidoops and knowledge of the technique of catching and transporting lidoops, within the scope of 2 hours of instruction;
(d) the issue of preventing and preventing leakage of apes, within the scope of 1 teaching hour;
(e) species-specific requirements for the feeding and feeding of lidoops, in the range of 2 hours of instruction;
(f) the recognition of a healthy animal and the most common disease of apes, the provision of first aid and permitted methods of killing apes, within the range of 1 teaching hour.
(5) The lecturer in the course referred to in paragraph 1 must demonstrate:
(a) professional practice in the field of animal protection and welfare in the animal protection authorities referred to in Article 19 (1) (a) or (b) of the Act or at the Ministry of the Environment for at least 3 years;
(b) at least 3 years of experience in the care of selected species of shale or lidoopia, in particular in a zoo or rescue station, and at least a secondary education with a graduate education examination of the breeder of foreign animals;
(c) higher education obtained in the education programme of Biology, Ecology and the environment with a focus on animals, or in the education programme of agriculture with a focus on breeding, provided that the subject of foreign animals or exotic animals were part of them, or similar higher education obtained by studying at a university not in the field of education; or
(d) at least 3 years of experience as a teacher of breeding, zoological or veterinary objects in a secondary school or university with an accredited study programme in the field of education Agriculture with a focus on breeding or veterinary medicine education, veterinary hygiene or similar accredited study programme with a similar focus not in the field of education.
(6) A participant in a course for the care of selected species of shale or lidoops may take part in the course in Module B or Module C only after having attended at least 80 per cent of the teaching hours in the course in Module A.
(7) The training centre shall issue the participant a course for the care of selected species of snails or apes
(a) a certificate of successful completion of the test in Module A, Module B or Module C if it fulfils the conditions set out in Section 19 (1), (4) and (5); or
(b) a certificate of participation in the course in Module A, Module B or Module C, provided that the participant participates in at least 80 per cent of the teaching hours in the module.
(8) The model of the certificate of fitness for the care of selected species of sash obtained by the examination is set out in Annex 14 to this Decree. The model of the certificate of competence for the care of selected species of sash obtained by participating in the course is set out in Annex 15 to this decree.
(9) The model of the certificate of aptitude for the management of lidoops obtained by the examination is set out in Annex 16 to this Decree. A model certificate of aptitude for the management of apes obtained by participating in the course is given in Annex 17 to this Decree.
§ 10
Training course for obtaining a certificate of competence to design experiments and experimental projects
(1) The training course for obtaining a certificate of competence for the design of experiments and experimental projects takes place within the scope of 35 theoretical teaching hours.
(2) The course content referred to in paragraph 1 shall be:
(a) the provisions of the law and the implementing legislation to which it relates;
(b) other legislation of the Czech Republic concerning the acquisition, breeding, care and use of animals for scientific purposes, in particular veterinary law, penal code, legislation governing the organisation of work and working practices, which the employer is obliged to ensure in the course of work related to animal husbandry, the law on the conservation of nature and landscape, the law on hunting and the law on fishing;
(c) the provisions of European Union and international treaty, as provided for in Article 10 of the Constitution, on the section for the protection of animals against abuse which provide for the protection of experimental animals (11);
(d) ethical questions concerning human and experimental animal relationships, the natural value of life and the arguments for and against the use of experimental animals for scientific purposes;
(e) basic biology and relevant species specific biology in relation to anatomy, physiological characteristics, breeding, genetics and genetic changes in experimental animals;
(f) ethology of experimental animals, breeding and modification of the environment,
(g) species-specific methods of handling experimental animals,
(h) care for animal health and hygiene;
(i) recognition of the species-specific fear, pain and suffering of most common species of experimental animals;
(j) numbness, methods to reduce pain and kill experimental animals,
(k) the use of aspects of the humane treatment of experimental animals;
(l) the requirement to replace and reduce the use and treatment of experimental animals;
(m) design of experiments and projects;
(n) keeping, recording, statistics, archiving and protection of data related to the breeding and use of experimental animals;
(o) feeding of experimental animals;
(p) the specificities of experiments on farmed animals and wild animals outside the facilities of the user of experimental animals, including the capture of wild animals.
(3) The course participant referred to in paragraph 1 shall provide the training centre with the corresponding training provided for in Article 15d (3) of the Act. To this end, the application shall be accompanied by a copy of the evidence of the education obtained.
(4) For the holders of a valid certificate of competence for the management, implementation and control of animal experiments issued by 31 December 2012, the training course for obtaining a certificate of competence for the design of experiments and experimental projects shall take place within 10 teaching hours of theoretical instruction and the content of the course shall be in particular fundamental issues and changes in the areas referred to in paragraph 2.
(5) The model of the certificate of competence for the design of experiments and experimental projects is set out in Annex 7 to this decree.
