The aim of quality control is to promote a substantial turnover in product quality, to strengthen labour discipline and strict compliance with technological procedures, to increase efficiency of entry, interoperational and output control, as well as to effectively manage and control the production process at all stages of the process. Quality control shall be carried out in organisations producing and supplying products of export importance and for the internal market of reduced quality.
I. Basic provisions
1. In the framework of their activities, the quality control committees shall carry out quality control of the CSSR, CSSR and SSR (hereinafter referred to as the "popular control committees'). They shall decide on its implementation in the relevant organisations. They shall inform the Bureau of Governments and the relevant central authority heads of such decisions.
2. The quality control carried out by the personnel inspection committees shall be carried out after the technical inspection, independently of the management and control elements of the organisation and its superior bodies, in accordance with the relevant technical standards, design and technological documentation, technical delivery conditions and other rules determining the quality (e.g. safety, hygiene and others). It may also be carried out after an initial and interoperational technical inspection.
3. Products which are eligible to perform their functions but whose quality differs from the standard quality may be dispatched only with the consent of the popular inspection committees, with a discount corresponding to a pro rata depreciation of the product, but at least 10% of the price and indicating that they are products of reduced quality. They shall not be dispatched as deliveries for export abroad. The value of discounts shall be fully included in losses from non-bone production.
4. Products which are not fit to perform their functions shall not be dispatched. The costs associated with the removal of defects in quality are fully accounted for in losses from non-bone production. If quality defects are not removable, their wholesale price shall be taken into account for losses from non-bone production.
5. Expedition of products suspended under point I / 4 may be carried out only with the agreement of the popular control committees.
6. Quality control carried out by the HR committees shall be carried out in the organisation or, where appropriate, its superior bodies until the reasons for its establishment have been lost.
7. Quality control carried out by the popular control committees is a special control regime whereby managers and other managers who organise, manage and are responsible for the quality of products lose their entitlement to the payment of annual remuneration and share of the economic results of the organisation. This entitlement will only be restored with the consent of the popular control committees.
II. Obligations and authorisations of the Liaison Inspection Committees for quality control
1. Suspension of dispatch or, where appropriate, production of products not of a specified quality or of products not of the manufacturer's quality (non-quality products).
2. After consulting the relevant managers, impose a reprimand or reprimand with a fine of up to three times the average monthly earnings of the staff of the authorities and organisations checked who, in the performance of their duties, are guilty of infringing the obligation to ensure the quality of the products or fail to comply with the measures imposed or agreed on in accordance with the quality control results, or carry out the measures inadequate to enable poor quality products to be prepared for dispatch; cases of repeated redundancies of poor quality products are considered a gross breach of state discipline and propose the necessary cadre measures.
3. Require the head of a controlled organisation or its superior body (or other managers) to take and implement measures without delay to prevent the production of poor quality products and to oblige them to apply personal penalties against workers who have caused the creation and duration of the production of poor quality products by infringing their duties.
4. Enable the dispatch and manufacture of products only if the manufacturer has demonstrated that he has removed the causes of their suspension and ensured that the products prepared for the consignment conform to the quality specified for them or are able to fulfil the functions to which they are intended.
5. Require the necessary synergies from other bodies and organisations, in particular the release of the relevant experts for quality control and control and measuring equipment.
6. To impose on workers of controlled organisations and bodies who, in the performance of their duties, do not create quality control requirements, a fine of order up to 1000 Kčs, even repeatedly if they do not fulfil the obligations imposed even within the new deadline.
7. Report immediately to the prosecutors the infringement of the ban on the dispatch of suspended products, as well as any attempts to exert pressure on the personnel of the quality control committees.
III. Obligations of the institutions and organisations
1. Controlled organisations and their superior bodies are obliged to create conditions for quality control, in particular:
(a) allow access to all objects and equipment;
(b) to submit the required supporting documents, materials and documents within the time limits and to provide true and complete written or oral reports and information on the quality of the products;
(c) to submit the original supporting documents concerned within the time limits laid down;
(d) to allow, to the extent and place required, the collection of products, their nodes and components;
(e) prove that the products correspond to the quality specified;
(f) to provide for the necessary time the necessary control, measuring and other facilities, including by means of temporary use from another organisation, including the staff of the organisation, to carry out tests and work related to the control of products, knots or components;
(g) within the time limits laid down to eliminate the identified shortcomings in the quality of the products and to apply the consequences of personal responsibility for their creation and duration, including recovery;
h) provide additional required synergies necessary for quality control, in particular equipped workplaces, necessary means of connection and transport, office supplies, services for work, accommodation and other types of social housing and medical services, etc.
2. The other institutions and organisations shall in particular:
(a) release the required staff to carry out the quality check and, in the case of their applications, retain their professional status in the organisation in appropriate functions;
(b) carry out expert examinations, process product quality assessments and provide additional supporting documents, as required by the popular inspection committees;
(c) report continuously to the Committees of Human Control the shortcomings in the quality of construction, production, product as goods and functional quality of all products exported abroad, the final products applicable to domestic production uses and the satisfaction of the main needs of the population (where applicable, their critical subcontracting) and those specified by the popular control committees; based on deficiencies identified in the taking-over, sale, use and repair of these products or in their evaluation, approval, certification and control.
IV. Final provisions
1. The performance of quality control by the HR committees shall be without prejudice to the responsibility of manufacturers for the quality of products, services provided and the effective implementation of the technical control.
2. If they do not release popular control committees or produce poor products, the heads of the competent central authorities shall be entitled to do so.
3. These principles took effect on 1 January 1987.
