Federal Ministry of Finance, Ministry of Finance of the Czech Socialist Republic and Ministry of Finance of the Slovak Socialist Republic
of 24 March 1986
amending and supplementing the Decree of the Federal Ministry of Finance, the Ministry of Finance of the Czech Socialist Republic and the Ministry of Finance of the Slovak Socialist Republic No. 151 / 1978 Coll., on the pooling of funds of socialist organisations, as amended by Decree No. 15 / 1984 Coll.
The Federal Ministry of Finance pursuant to Article 391 (1) (a) (2) and (b) of the Economic Code No 109 / 1964 Coll., in the full version published under No 45 / 1983 Coll., and Paragraph 28 (e) of the Act No. 134 / 1970 Coll., on the State Budget Rules of the Czechoslovak Federation and on the Principles of the Management of State Budget Funds of the Federation and Republics (Budget Rules), and the Ministry of Finance of the Czech Socialist Republic pursuant to § 39 (2) of the Slovak National Council Act No. 60 / 1971 Coll., on the State Budget Rules of the Czech Socialist Republic and on the Management of Budgetary Funds (Budget Rules), provides:
The Decree of the Federal Ministry of Finance, the Ministry of Finance of the Czech Socialist Republic and the Ministry of Finance of the Slovak Socialist Republic No. 151 / 1978 Coll., on the pooling of funds of socialist organisations, as amended by Decree No. 15 / 1984 Coll., is amended as follows:
1. in Article 4 (1) (a):
"(a) the organisations (5a) pool the resources for the activities for which they are entitled; (6) may pool the resources with the national committees as well as the" Z "actions undertaken in the interests of the comprehensive economic and social development of the territorial districts in which they operate; 36) if these actions are in the common interest of the national committees and organisations;"
2. the following point (d) shall be added to Article 4 (1):
"(d) when pooling funds with national committees for actions" Z "where specific legislation37) does not provide the organisations with a financing method for this activity, the State organisation and the Foreign Trade Organisation shall use the funds of the Investment Fund (investment funds) to cover the agreed amount for investment construction, with the exception of investment subsidies from the State budget or profit 38) and in other cases profit. 38) In the case where the planned profit is insufficient to meet the planned needs or when the planned loss occurs, these organisations shall use the other resources for distribution instead, except for non-investment subsidies from the State budget. ';
3. Paragraph 20 is deleted.
4. The following Section 40a is inserted after Section 40:
Exemptions from the provisions of Sections 4 (1) (a) and (d), 6, 12 and 13 may be authorised by the Federal Ministry of Finance and by organisations managed by the authorities of the Republics of the Ministry of Finance of the Republics by organisations managed by the Federation authorities; in granting exemptions to state economic organisations, except those managed by national committees, the Ministry of Finance of the Republic shall proceed in agreement with the Federal Ministry of Finance. ';
This decree shall take effect on the day of its publication.
