DECLARATION

of 14 June 2001
on the procedure in the event of an imminent or existing emergency in electricity
According to Section 98 (7) of Act No. 458 / 2000 Coll., on the Terms and Conditions of Business and on the Enforcement of State Administration in the Energy Sector and on the Amendment of Certain Laws ("Act '), the Ministry of Industry and Trade provides for the implementation of Section 54 (8) of the Act:
Means of limiting consumption or supply of electricity
(1) Consumption or supply of electricity in an emergency or activities directly preventing the occurrence of an emergency shall be restricted by the following means:
(a) by reducing the performance taken by the customer in accordance with the declared stages of the consumption reduction plan (the regulatory plan);
(b) the interruption of the supply of electricity by disconnecting the customer's demand facilities by the transmission system operator or distribution system operator from its facilities or by shutting down parts of the transmission or distribution facility or limiting the supply of electricity to zero in accordance with the cut-off and frequency plans.
(2) The transmission system operator's control plan, in cooperation with the distribution system operators' dispatches, sets out the procedure and scope for limiting the consumption of customers connected to the transmission system and distribution systems with a voltage greater than 1 kV in preventing or addressing an emergency situation and the different regulatory steps to determine the power constraints of the customers. The regulatory plan is set out in Annex 1.
(3) The switch-off plan prepared by the transmission system operator's dispatching system in cooperation with the distribution system operator's dispatches shall set out the process and shut-down performance in the event of a rapid and short-term interruption of the supply of electricity to customers in the liquidation of major system or local failures in the electricity system. The interruption of the supply of electricity to customers shall be done by shutting down the selected outputs in transmission system installations or distribution system facilities, as a rule, for a period of two hours. The switch-off plan is set out in Annex 2.
(4) The frequency plan prepared by the transmission system operator's dispatching system in cooperation with the distribution system operators' and electricity producers' dispatches is a procedure for preventing and addressing emergency situations associated with emergency frequency change by disrupting the supply of electricity to customers and disconnecting power generation from the network primarily by the frequency relays installed
(a) in accordance with the frequency plan for power generating facilities for automatic frequency change activity;
(b) on transmission system and distribution system facilities for automatic interruption of electricity supply to customers whose demand facilities are connected to such facilities; or
(c) on the facilities of customers from the transmission system or distribution systems for automatic supply interruptions to those customers.
(5) The frequency plan is set out in Annex 3. The power outage and frequency steps are set out in the Transmission System Operating Rules pursuant to Section 24 (10) (f) of the Act and in the Distribution System Operating Rules under Section 25 (11) (g) of the Act. The selection of location and installation of frequency relays referred to in paragraph 4 shall be determined by the TSO and distribution system operators.
Scope of the restriction on electricity consumption
(1) The extent to which electricity consumption is limited in the territory where there is a imminent emergency or for which an emergency has been declared is determined by the application of the relevant stage of the regulatory and switching plan, the use of which is determined on the basis of an assessment of the situation by the transmission system operator's dispatching system or distribution system dispatching system and by the automatic operation of the frequency relays in accordance with the frequency plan. This restriction on consumption does not apply to customers whose equipment is only connected to a foreign electricity system.
(2) The restriction of consumption under the regulatory plan also concerns the consumption of electricity for own use, the electricity consumed for electricity and heat production is not considered as own use.
Prevention, occurrence and removal of emergency consequences
(1) In cases where there is a risk of an emergency or at the time of the occurrence of an emergency, the restriction on consumption is immediately performed by the appropriate dispatcher in accordance with the regulatory or switching-off plan.
(2) Restrictions on the consumption of electricity in emergency situations are declared by appropriate dispatches in mass media, via telephone, fax or other connections.
(3) The emergency response shall be remedied according to the emergency plans of the transmission system operator and distribution system operators.
Repeal
Decree No. 250 / 1996 Coll., on emergency state in electricity is hereby repealed.
Efficacy
This decree shall take effect on the day of its publication.

REGULATORY PLAN
1. The scope of the power charge for stages 2 to 5 of the transmission connected customers and distribution systems with a voltage greater than 1 kV is set at 37% of the performance agreed in the electricity supply contract, while respecting the customer's safety minimum. The minimum value of the reduced power of 5% of the power agreed in the electricity supply contract shall be set at the various regulatory stages 2 to 5, with the respect being given to the total value of the power reduction of 37% of the power agreed in the electricity supply contract.
2. The transmission system operator and distribution system operators shall ensure that the transmission system operator and distribution system operators have access to the transmission system. The values of the reduction of the output for each stage are part of the electricity supply contract.
3. Control steps:
Basic degree
It expresses the normal operating state of the electricity system with a balanced balance sheet and the necessary power reserve.
Regulation No 1
It draws the attention of the customer to the need for strict compliance with the agreed hourly power values in the sampling diagram due to the situation in the electrical system near the emergency.
Regulation No 2
It represents a reduction in the output of customers from transmission system installations or distribution system facilities with a voltage greater than 52 kV with effect within 30 minutes after publication. The activation and withdrawal of the regulatory stage shall be carried out by the transmission system operator's dispatching system by means of distribution system operators' dispatches in accordance with the principles of dispatching control by telephone, fax, or other comparable or mutually agreed means.
Regulation No 3
It represents a reduction in the output of customers from distribution system facilities with a voltage of more than 1 kV with an agreed value of more than 1 MW, with effect within 30 minutes of publication.
The activation and withdrawal of the regulatory stage shall be carried out by the transmission system operator's dispatching via the dispatches of distribution system operators in accordance with the principles of dispatching control by telephone, fax, or other comparable and customer by a mutually agreed means.
Regulation No 4
It represents a reduction in the output of customers from 1 kV distribution system facilities with an agreed value of more than 150 kW, valid up to 4 hours after publication, unless a longer period is specified.
Regulation No 5
It represents a reduction in the capacity withdrawn by other customers with an agreed value of more than 150 kW, with effect from 4 hours after publication, unless a longer period is fixed.
Regulation No 6
It represents a reduction in the output of customers to the value of the safety minima, with the possibility of a reduction within one hour of publication.
Regulation No 7
It represents a reduction in the output of customers to the value of the safety minima, with the possibility of a reduction within eight hours of publication.
4. Control steps 2 to 5 may be declared and effective simultaneously. The allocation of customers to regulatory steps 2 to 7 and the determination of the size of the power limits for a particular customer in each regulatory stage shall be determined on the basis of the agreed value of the power withdrawn that can be withdrawn from the transmission system or distribution system at a voltage of more than 1 kV under a power supply contract concluded.
5. Regulation Nos 2 to 7 do not apply to customers whose predominant activity is in the areas of executive health, telecommunications and postal services, the management of water works, the defence of the State, the production of food and beverages, deep-sea mines, civil aviation, the operation of public rail and public rail transport, urban public transport, the buildings and facilities of the Ministry of Interior, the police of the Czech Republic and the fire department, the heat supply customers, the electricity producers in cases where electricity generation technology is provided and where nuclear safety of nuclear installations could be compromised, as well as operators of economic mobilisation and suppliers of essential supplies listed in the crisis plan of the economic mobilisation system.
6. Level 1 to 7 shall be declared and withdrawn by the transmission system operator's dispatching system and by the relevant distribution system operator's dispatching system through mass media at regular time intervals.

COMPLETION PLAN
1. The switching off of the customer's equipment according to the switching off plan and its re-on shall be carried out by the appropriate dispatching system in accordance with the principles of the dispatching procedure.
2. The percentage of off-mode power in relation to the annual maximum load of the relevant licence holder for the distribution of electricity in the last year shall be indicated in the individual switching stages.
3. Switching steps:
Switching steps No 21 to 25
If stage 21 is declared, the selected outlets in the transmission system or distribution system facilities shall be switched off to such an extent that the consumption limitation does not exceed 2,5% of the annual maximum load of the relevant licence holder for the distribution of electricity. Each higher degree shall include the value of the power of off-set devices of customers at the previous stage plus 2,5% of the annual maximum load on the relevant licence holder for distribution of electricity (12,5% in total).
Switching steps 26 to 30
If stage 26 is declared, the selected outlets in the transmission system (s) or distribution system (s) shall be switched off to such an extent that the consumption limitation does not exceed 17,5% of the annual maximum load on the relevant licence holder for the distribution of electricity. Each higher degree shall include the value of the power of off-set devices of customers at the previous stage plus 5% of the annual maximum load on the relevant licence holder for distribution of electricity (total 37,5%).
4. The area covered by the switch-off shall be indicated when announcing the switch-off rates and the duration of the required power limitation shall be specified. In cases where it is not possible at the same time to determine the necessary limitation period when issuing the order, that period shall be determined retrospectively and no later than two hours after the issuing of the order to shut down the devices of the customers. Switching steps No 21 to No 30 cannot be declared simultaneously.
5. The power charges of each switching stage shall be mutually agreed between the transmission system operator and distribution system operators.

FREQUENCY PLAN
1. The purpose of the frequency plan is to reduce the generation of major system failures by timely, mainly automatic, interventions in the operation of the electricity system, to return and maintain the frequency after the occurrence of the failure at values at which the technical equipment of power plants and electricity customers is not compromised and to create conditions for the rapid return of the frequency of the electricity system to the range of 49,8-50,2 Hz.
2. In marginal cases where, following the exhaustion of the resource-side measures as well as the reduction of consumption to maintain the frequency within acceptable limits, its value deviates further, the frequency plan aims to maintain critical power blocks in operation at its own consumption, thereby creating conditions to accelerate the recovery of voltage and normal operation of the electricity system.
3. Measures of the frequency plan at reduced network frequency
3.1 In the frequency drop band below 49,8 Hz up to 49,0 Hz, measures are taken on the side of the resources connected to the affected network. In particular, stable regulation of turbine speed is ensured, according to the dispatcher's instruction or automatic increase in the performance of the sources operated, and the phasing and loading of prepared sources, and automatic or according to the instructions of the relevant dispatcher to shut down pump pump power units.
3.2 In the frequency drop band below 49,0 Hz, measures are taken in the area of electrical system load.
The pre-specified load volumes are automatically disconnected in the frequency steps using the frequency relay. The number of degrees, their setting and the size of the volumes of disconnected loads are determined by the transmission system operator on the basis of system calculations of fault modes and in accordance with agreements with neighbouring electricity systems with which the electricity system of the Czech Republic is synchronous.
A system automatic frequency load relief with tiered action in the 49,0 Hz to 48,1 Hz frequency band shall be used to address system failures. In order to address local scale failures, the distribution system operator may, in addition to the automatic load relieving system, implement local automatic load relieving at levels and below 48,1 Hz.
3.3 In the frequency drop band to 48,0 Hz and below, the selected critical sources are automatically disconnected from the network and converted to self-consumption. The disconnection of resources takes place at frequency levels such that technical constraints on resources are not exceeded and the transition to self-consumption is reliable.
4. Frequency plan measures at increased network frequency In the frequency increase band above 50,2 Hz, resource measures are taken. In particular, stable regulation of turbine speeds, automatic power reduction of operated sources, automatic and according to the instructions of the relevant dispatcher, is ensured and their transfer to self-consumption or connection of pump power units to pump mode.
5. Processing, issuing and updating the frequency plan
5.1 The frequency plan shall be prepared and issued in cooperation with the transmission system operator's dispatching and distribution system operators' dispatches and manufacturers' compliance with international interconnection rules.
5.2. When selecting the disconnected load, account shall be taken of the safety of the operation of the equipment and of the risk of damage to the customers concerned.
5.3 If the electricity system is affected by changes in connection with foreign systems that affect the frequency plan, the transmission system operator shall update the plan in cooperation with distribution system operators and producers. In the absence of such changes, a check on the frequency plan and any updates thereof shall be carried out by the TSO at least every four years.
5.4. To address local scale failures by means of local automatic frequency reliance, distribution system operators shall adopt specific solutions that they coordinate with the transmission system operator and issue in the form of a dispatching instruction.
