DECLARATION
of 7 July 2016
amending Decree No. 505 / 2006 Coll., implementing certain provisions of the Social Services Act, as amended
The Ministry of Labour and Social Affairs provides pursuant to § 119 paragraph 2 of Act No. 108 / 2006 Coll., on Social Services, as amended by Act No. 261 / 2007 Coll., Act No. 206 / 2009 Coll., Act No. 366 / 2011 Coll. and Act No. 313 / 2013 Coll., for implementation of § 9 paragraph 6 of this Act:
Čl. I
Decree No. 505 / 2006 Coll., implementing certain provisions of the Social Services Act, as amended by Decree No. 166 / 2007 Coll., Decree No. 340 / 2007 Coll., Decree No. 239 / 2009 Coll., Decree No. 162 / 2010 Coll., Decree No. 391 / 2011 Coll. and Decree No. 389 / 2013 Coll., are amended as follows:
1. In Paragraph 1, the sentence "Acceptable standard means the management of the basic needs of life in quality and in a manner that is normal and normal and allows this need to be managed without the daily assistance of another person 'is added at the end of paragraph 4.
2. Annex 1 shall read as follows:

"Annex No 1 to Decree No 505 / 2006 Coll.
Definition of the ability to manage basic life needs
(a) Mobility
The ability to manage this basic life need is considered to be a condition where a person is able to manage
1. getting up and sitting down,

3. take up and change positions;
4. to move step-by-step, even with interruption of stops, in an apartment and normal terrain within a distance of at least 200 m, even on an uneven surface;
5. open and close doors,
6. walking up and down the stairs in the same floor,
7. to board and leave the means of transport, including the barrier, and use them.
(b) Orientation
The ability to manage this basic life-cycle is considered to be a condition where a person is able to:
1. recognize and recognize by sight and hearing,
2. have adequate mental competence;
3. orient with person, time and place,
4. orienting yourself in a natural social environment,
5. Orient and respond appropriately in normal situations.
(c) Communication
The ability to manage this basic life-cycle is considered to be a condition where a person is able to:
1. express themselves in plain language and communicate with other persons through it in the range of ordinary vocabulary corresponding to age and social status;
2. understand the content of the messages received and communicated;
3. create a hand-written short message,
4. understand generally used basic image symbols and sound signals;
5. use common means of communication.
(d) Meals
The ability to manage this basic life-cycle is considered to be a condition where a person is able to:
1. choose a finished drink and food for consumption,
2. pour a drink,
3. divide the diet into smaller pieces and serve it,
4. Eat and drink,
5. comply with the defined diet regime,
6. consume diet in normal daily mode,
7. move the drink and diet to the place of consumption.
(e) Clothing and rearing
The ability to manage this basic life-cycle is considered to be a condition where a person is able to:
1. choose clothes and shoes appropriate to the circumstances;
2. recognize the back and cheek of the clothing and properly layer them,
3. Dress up and marry,
4. undress and take off your clothes;
5. manipulate clothes in connection with the daily regime.
f) Body hygiene
The ability to manage this basic life-cycle is considered to be a condition where a person is able to:
1. use sanitary equipment,
2. to observe body hygiene, wash and dry individual body parts,
3. implement overall hygiene,
4. comb, perform oral hygiene, shave.
(g) Performance of physiological needs
The ability to manage this basic life-cycle is considered to be a condition where a person is able to:
1. use the toilet in time,
2. take an appropriate position,
3. empty yourself,
4. perform purification,
5. use sanitary aids.
(h) Health care
The ability to manage this basic life-cycle is considered to be a condition where a person is able to:
1. comply with the established treatment regimen,
2. carry out the prescribed preventive, therapeutic and therapeutic rehabilitation and nursing procedures and measures and use the necessary medicines or aids;
3. identify the health problem and, if necessary, seek or call for help.
i) Personal activities
The ability to manage this basic life-cycle is considered to be a condition where a person is able to:
1. establish contacts and relations with other persons;
2. plan and organize personal activities,
3. contact with the social environment,
4. establish and maintain a daily programme;
5. carry out activities of the usual age and environment, such as education, employment, leisure activities, handling your affairs.
(j) Household care
The ability to manage this basic life-cycle is considered to be a condition where a person is able to:
1. treat money under personal income and household;
2. manipulate objects of daily need,
3. to obtain regular purchases,
4. control common domestic appliances,
5. cook yourself a simple hot meal and drink,
6. to perform normal housework, to dispose of laundry, to wash dishes,
7. use heating,
8. maintain order. '.
Čl. II
Transitional provision
In the proceedings for a care allowance which was initiated and not terminated definitively before the date of entry into force of this decree, the ability to manage the basic living needs shall be assessed in accordance with Decree No. 505 / 2006 Coll., as effective before the date of entry into force of this decree.
Čl. III
Efficacy
This Decision shall enter into force on 1 September 2016.
