amending Decree No. 31 / 1995 Coll., implementing Act No. 200 / 1994 Coll., on Geometry and amending and supplementing certain laws relating to its implementation, as amended
The Czech Geometry and Catastral Office provides for the Act No. 200 / 1994 Coll., on Geometry and on the amendment and amendment of certain laws related to its implementation, as amended by Act No. 186 / 2001 Coll., Act No. 319 / 2004 Coll., Act No. 189 / 2008 Coll., Act No. 380 / 2009 Coll., Act No. 350 / 2012 Coll., Act No. 47 / 2020 Coll., Act No. 88 / 2023 Coll. and Act No. 87 / 2025 Coll.:
Decree No. 31 / 1995 Coll., implementing Act No. 200 / 1994 Coll., on Geometry, and amending and supplementing certain laws related to its implementation, as amended by Decree No. 212 / 1995 Coll., Decree No. 365 / 2001 Coll., Decree No. 92 / 2005 Coll., Decree No. 311 / 2009 Coll., Decree No. 383 / 2015 Coll., Decree No. 214 / 2017 Coll. and Decree No. 156 / 2023 Coll., are amended as follows:
1. in Paragraph 1 (1) (e), the word "content" shall be replaced by "particulars" and "a" shall be replaced by a comma at the end of point (e);
2. in Article 1 (1) (f):
"(f) the subject matter and formalities of the results of the agricultural activities under construction which are subject to verification;"
3. in Article 1 (1), the following points (g) and (h) are added:
"(g) the elements of the project for the results of the agricultural activities; and
(h) the formalities for verifying the results of the agricultural activities. "
4. the heading of Section Three shall read:
"Subject matter and formalities of the results of the surveying activities, of the project of the results of the surveying activities and of the verification of the results of the surveying activities'.
5. Paragraph 13, including the title and footnote 41, reads:
Subject matter of the results of the agricultural activities under construction
(1) Verification of the results of the surveying activities under construction is subject to:
(a) a geodetic base for construction;
(b) the design and documentation of the establishment, maintenance and renewal of the point field for construction purposes;
(c) a drawing of each object;
(d) a coordination drawing of the construction,
(e) panel elaborate of the construction,
(f) documentation of the layout of the construction site perimeter;
(g) documentation of the layout of the spatial position, dimension and shape of the construction or parts thereof;
(h) documentation of the positioning of existing civil engineering networks and the scope of their protection and safety zones;
(i) the design and documentation of control measurements, transfer measurements and reformation of objects; and
(j) documentation of the spatial location, dimension and shape of the completed construction or part of it or its technological equipment.
(2) The verification shall also be subject to the design and documentation of geodetic measurements of slope movements and deformations, provided that they are influenced by the existing or implemented structure and that these measurements are not carried out in the framework of metering according to other legislation41).
(3) If no excavation technology is used, the position and height orientation of all underground structures and equipment shall be carried out in the land-based activities referred to in paragraph 1 before or after their cover.

6. After Paragraph 13, the following Section 13a is inserted:
Requirements for the results of surveying activities under construction
(1) The geodetic base for construction contains:
(a) a numerical expression of the results of the spatial location, dimension and shape of existing ground, underground and above-ground objects and equipment, including technical equipment;
(b) graphical representation usually on the scale 1: 200, 1: 500 or 1: 1,000, showing all existing objects and equipment and points of the point field for construction purposes;
(c) a technical report including data on the person who carried out the surveying activities.
(2) The project and documentation for the establishment, maintenance and renewal of the point field for construction purposes includes:
(a) a point field project for construction purposes which contains:
1. numerical expression of the spatial position of future point field points for construction purposes;
2. graphical representation usually in scale 1: 200, 1: 500 or 1: 1,000 with display of all future points of the point field for construction purposes and with display of the design situation of the construction and existing buildings,
3. the technical report, including data on the project processor;
(b) documentation of setting up and targeting points of the point field for the purposes of construction, their protection against damage or destruction and their maintenance and restoration for the period of construction which includes:
1. numerical expression of the spatial position of point field points for construction purposes,
2. graphical representation usually on 1: 200, 1: 500 or 1: 1,000 scale, showing all points of the point field for construction purposes and showing the design situation of the construction and existing buildings,
3. sketches with information on security and numerical expression of the spatial position of the point field points for construction purposes,
4. a technical report including data on the person who carried out the surveying activities.
(3) The drawing of the individual objects contains:
(a) numerical expression of the spatial position determining the points of each object;
b) graphical representation of individual objects on a scale of 1: 100, 1: 200 or 1: 500 with display of all defining points of each object;
(c) a technical report including data on the person who carried out the surveying activities.
(4) The coordination drawing of the construction contains:
(a) a graphical representation of all objects in the spatial layout, usually on a scale of 1: 1 000, 1: 2 000 or 1: 5 000;
(b) a technical report including data on the person who carried out the surveying activities.
(5) The book elaborate of the construction contains
(a) a situation drawing of the records of the building generally on a scale of 1: 500, 1: 1 000 or 1: 2 000, showing all objects in the spatial layout including the valid state of the cadastral map;
(b) a technical report including data on the person who carried out the surveying activities;
(c) the table output of the list of parcels affected by the lock of the construction.
(6) Documentation of the construction site perimeter layout includes:
(a) numerical expression of the spatial position determining the points of the construction site perimeter and all its parts;
(b) a graphical representation of the perimeter of the construction site and of all the objects in the spatial layout, usually on a scale of 1: 200, 1: 500 or 1: 1,000, showing all the defining points of the construction site circuit;
(c) a technical report including data on the person who carried out the surveying activities.
(7) Documentation of the layout of the spatial position, dimension and shape of the construction or its parts
(a) numerical expression of the spatial position of determining the object points;
b) graphical representation of objects on a scale of 1: 200, 1: 500 or 1: 1,000, showing all defining points of the objects;
(c) numerical expression of deviations of defined and projected spatial positions determining object points;
(d) a technical report including data on the person who carried out the surveying activities.
(8) Documentation of the positioning of existing civil engineering networks and the scope of their protection and safety zones shall include:
(a) numerical expression of the spatial position determining the ground line points on the surface;
(b) graphical representation usually on a scale of 1: 500 or 1: 1,000, showing all the determining points of the ground lines on the surface;
(c) a technical report including data on the person who carried out the surveying activities.
(9) Project and documentation of control measurements, moving measurements and reforming objects contain
(a) a project for moving and reforming measurements, which contains:
1. numerical expression of the spatial position of all points to be used for the measurement of shifts and reformation,
2. a graphical representation of the spatial position of the points to be used for the measurement of shifts and reformations, usually on a scale of 1: 100, 1: 200, 1: 500 or 1: 1,000,
3. the technical report, including data on the project processor;
(b) documentation of geodetic control measurements, transfer measurements and reformation of objects containing:
1. numerical expression of the spatial position of determining object points,
2. numerical expression of deviations of actual position from the designed or previously determined position of determining object points;
3. graphical representation usually on 1: 100, 1: 200, 1: 500 or 1: 1,000 scale, showing all target object points including graphical representation of actual position deviations from the previously designed or previously determined position;
4. a technical report including data on the person who carried out the surveying activities.
(10) Documentation of the spatial location, dimension and shape of the finished construction or part of it or its technological equipment
(a) a numerical expression of the results of the spatial location, dimension and shape of completed ground, underground and above-ground objects and equipment, including technical equipment;
(b) graphical representation usually in the scale 1: 200, 1: 500 or 1: 1,000, showing all completed objects and equipment and points of the point field for construction purposes;
(c) a technical report, including details of the person who carried out the surveying activities. "
7. Paragraph 14, including the title, reads:
Formats of the project of results of surveying activities under construction
(1) The project provides for the results of the surveying activities under construction of the specific types of results of the surveying activities under construction referred to in Section 13 or the results of the surveying activities under another legislation are necessary for the specific construction.
(2) The project shall contain:
(a) construction data according to the construction documentation decree;
(b) a list of the results of the surveying activities to be carried out at each stage of construction;
(c) the information at which stage of construction the surveying activities will be carried out and the individual results of the surveying activities drawn up;
(d) details of the project processor, including the scope of the authorisation and the number of the item under which the project processor is kept in the register of authorised surveyors;
(e) a qualified electronic signature of an authorized surveyor based on a qualified certificate pursuant to Article 16 (3) of the Act and a qualified time stamp; if the project is paper-based, the date, signature of the authorised surveyor and stamp of the authorization. ';
Efficacy
This decree shall take effect on 1 August 2025.
