of 28 June 1996
on the method and technological progress of arms degradation and arms cutting
The Ministry of Economy, in agreement with the Ministry of Interior, provides, in accordance with § 86 (4), for the implementation of § 26 (7) of Act No. 288 / 1995 Coll., on firearms and ammunition (Firearms Act):
Method and technological procedure for weapons degradation
(1) In the event of weapons degradation
(a) it must be ensured that parts of the weapon and mechanisms enabling the shooting cannot be separated from each other and that their reciprocal movement is not allowed; the possibility of separating the main volume is allowed only for weapons with tilting heads,
(b) blindness is performed mainly in the chamber of charge by inserting a steel pin with the length and diameter of the chamber. The steel pin is firmly connected to the main weld. The guide part of the corkscrew shall be provided with at least three holes with the diameter of the corkscrew mainly drilled perpendicular to the axis of the barrel and passing through only one of its walls. With a bore diameter of more than 11 mm, holes of 11 mm diameter shall be drilled,
(c) the firing pin must be removed.
(2) In the event of weapons degradation,
(a) in the case of weapons fitted with a closure, the head of the end shall be serrated at an angle of 45 ° or the fuse hole shall be blinded by a weld;
(b) in the case of wall revolvers between the hub chambers of the revolver cylinder, to be grated up to half its length;
(c) in the case of weapons fitted with a container, the container is permanently secured against removal from the damaged weapon.
Method and technological procedure for the production of weapons cuts
(1) Production of arms cuts is carried out in such a way that for all weapons:
(a) the reciprocal mobility of the essential parts and mechanisms of the weapon and their disassembly are permitted;
(b) the barrel shall be so grated that the milling discovers 2 / 3 of the casing, the bullet and the guide part of the bore length of 15 mm, the width of which is equal to the diameter of the drill increased by at least 3 mm;
(c) shortening of the point of impact shall be 4 mm, if not practicable, the strike shall be removed and the firing hole shall be welded;
(d) the frame of the weapon or the berth of the weapon shall be machined in at least three places to show tension, trigger and return mechanisms;
(e) when attempting to fire a missile, it shall not leave the barrel.
(2) In the case of weapons with an end,
(a) the end is cut in length and width of equal cutting of the barrel;
(b) the housing of the end shall be machined in a length of equal milling, mainly increased by at least 15 mm and in a width of equal milling, mainly increased by 10 mm.
(3) In the case of weapons with a container, the milking of the container shall be done on the rear and side sides of the container.
(4) In the case of revolvers,
(a) half of the cartridge chambers of the revolver cylinder blinded by the insertion of a steel pin with the length and diameter of the cartridge chamber firmly connected to the cylinder weld and the other half of the cartridge chambers are so machined that the milling discovers 2 / 3 of each so adjusted cartridge chamber to the cylinder mouth, the width of which is equal to the diameter of the cartridge chamber increased by 2 mm. In the case of an odd number of cartridge chambers, 3 cartridge chambers of the revolver cylinder shall be blinded, the remaining cartridge chambers cut off in the same way,
(b) the barrel of the revolver is cut on the right-hand side so that the grooved groove has a width equal to the diameter of the corkscrew increased by 2 mm, a length of at least 50 mm and its beginning is placed 10 mm from the rear of the barrel.
Control degradation mark
The marking of the disabled weapon of the control degradation mark (1) shall be carried out by embossing the control degradation mark on at least one of the main parts in a visible and permanent manner. The following graphic expression of the control degradation mark is added:
Efficacy
This Decree shall take effect on 1 September 1996.
