The Federal Ministry of Foreign Affairs states that on 3 April 1990 the Agreement between the Government of the Czechoslovak Federal Republic and the Government of the United Kingdom of Great Britain and Northern Ireland on cooperation in the fields of education, science and culture was signed in London. The Agreement entered into force on the date of signature of the Agreement on the basis of Article 13 (1) thereof.
The Czech version of the Agreement is hereby published at the same time.
AGREEMENT
between the Government of the Czechoslovak Federal Republic and the Government of the United Kingdom of Great Britain and Northern Ireland on cooperation in education, science and culture
the Government of the Czechoslovak Federal Republic and the Government of the United Kingdom of Great Britain and Northern Ireland (hereinafter referred to as "the Contracting Parties'),
determined to consolidate and further develop relations between the people of the two States;
stating with satisfaction the favourable development of exchanges and cooperation in education, science and culture between the two States in recent years;
Convincing that exchanges and cooperation in the abovementioned areas as well as in other areas contribute to better mutual understanding and understanding between the Czechoslovak and British people;
reaffirming its commitment to fully implement all relevant provisions of the Final Act of the Conference on Security and Cooperation in Europe signed in Helsinki on 1 August 1975 and the Final Document of the Vienna follow-up meeting of the KBSE of 15 January 1989;
agree as follows:
The Parties shall promote the development of relations in the field of education:
(a) promoting and facilitating strict cooperation, contacts and exchanges between universities and other higher education institutions in both States;
(b) by promoting and facilitating the study and teaching of languages and literature of the other Party in the State of each Party;
(c) promoting and facilitating visits and exchanges of university professors, lecturers, specialists and teachers to exchange ideas and experiences, organising lectures, teaching and carrying out research;
(d) providing scholarships to graduate students and students from the other Contracting Party;
(e) by promoting and facilitating cooperation and exchanges of teaching methods and materials;
(f) promoting direct cooperation between publishers, cultural and educational experts and institutions and the exchange of textbooks, manuals and other professional work with a view to achieving more complete knowledge and ensuring that a precise picture of the other State is presented.
The Parties shall facilitate the development of scientific exchanges and research on problems of interest to both Parties and promote direct cooperation between the scientific and research institutions of both States:
(a) supporting joint research projects;
(b) promoting and facilitating visits and exchanges for post-graduate studies and research;
(c) promoting the exchange of information on scientific research in both States, organising meetings, seminars and conferences, in the preparation of joint studies in fields of interest to both parties.
The Parties shall further develop their cooperation, as well as direct contacts in the fields of literature, music, art, cinematography, television and video programmes, radio and publicity, theatres, architecture, museums, libraries, archiving and other cultural activities:
(a) supporting and facilitating visits to writers, composers, artists, film makers, librarians and other persons engaged in cultural and creative activities;
(b) by promoting and facilitating visits to exchange information and the acquisition of expert materials in the field of the protection and restoration of artistic and historical objects and the care of historical sites and monuments;
(c) by supporting and facilitating visits to artists and theatrical, musical and dance groups, orchestras and other art groups;
(d) facilitating the organisation of artistic, cultural, educational and scientific exhibitions;
(e) supporting translations and publications of literary, artistic, cultural, educational and scientific works from the State of the other Contracting Party;
(f) by encouraging the inclusion in the repertoire of performers and ensembles from one state of dramatic and musical works by authors from another State;
(g) promoting the exchange of books, publications, articles and information audiovisual material between museums, publishers, libraries and other cultural institutions.
The Parties may facilitate by all appropriate means the public dissemination of educational, scientific and cultural material intended to improve the knowledge of the people and culture of both States.
The Parties shall promote the activities of cultural and information centres, the establishment and operation of which shall be the subject of a specific agreement and shall allow free and undisturbed public access to them.
The Parties shall promote direct cooperation between press agencies and press companies, radio and television organisations, as well as between newspaper publishers and periodicals of both States, as well as the exchange of press and news visits.
The Parties shall promote contacts between young people and direct cooperation between youth organisations of both States.
The Parties shall promote cooperation between sports organisations, participation in sporting events and the development of tourism between the two States.
The Parties shall facilitate participation in seminars, festivals, competitions, conferences, symposia and meetings in the areas enshrined in this Agreement, organised in one or other States.
The Parties shall do everything in their power to ensure the implementation of this Agreement and to this end may conclude programmes of action and exchanges and negotiate financial and other provisions for their implementation. Any negotiations will take place alternately in both states.
All activities enshrined in this Agreement shall be carried out in accordance with the laws and regulations in force in the State of the Contracting Party where they are carried out.
With a view to the widest possible participation in the activities and programmes set out in this Agreement, both Parties will support the participation of not only state bodies but also non-governmental organisations and institutions, including the establishment of direct links between these components. Such volumes may include the conclusion of agreements on mutually beneficial activities.
1. This Agreement shall enter into force on the date of signature.
2. This Agreement shall be negotiated for a period of five years and shall then remain in force until six months after the date of the submission of the written notice by diplomatic means by one Contracting Party to the other Contracting Party.
In order to prove this signature, duly authorised by their governments, they have signed this Agreement.
Done in duplicate, each in Czech and English, in London on 3 April 1990, the two texts being equally authentic.
