Ministry of Foreign Affairs
on the negotiation of the Economic Cooperation Agreement between the Government of the Czech Republic and the Government of the Islamic Republic of Pakistan
The Ministry of Foreign Affairs announces that the Agreement on Economic Cooperation between the Government of the Czech Republic and the Government of the Islamic Republic of Pakistan was signed in Prague on 26 July 2023.
In exchange for the notes of 9 August 2023 and 19 September 2023, Article 6 (1) of the Czech version of the Agreement was corrected as follows:
"This Agreement shall enter into force on the first day of the second month following the date of receipt of the last written notification by which the Parties notify each other of the completion of the internal processes necessary for the entry into force of this Agreement. ';
The Agreement entered into force on 1 June 2024 on the basis of Article 6 (1) thereof.
The Czech version of the Agreement is hereby published at the same time.

Economic cooperation agreement
between
Government of the Czech Republic
and
Government of the Islamic Republic of Pakistan
Government of the Czech Republic and Government of the Islamic Republic of Pakistan (hereinafter referred to individually as "the Party 'and together as" the Parties'):
Desiring to further strengthen and develop cooperation between the Parties in order to create favourable conditions for encouraging activities of Czech and Pakistani companies in the markets of their countries,
Consciousness of the need for an adequate legal framework for Czech-Pakistani relations in accordance with the applicable laws and regulations in each country,
Convinced that this Agreement will contribute to the further development of cooperation between the two countries,
Taking into account the commitments arising from the membership of the Czech Republic in the European Union and the membership of the Islamic Republic of Pakistan in regional and international organisations,
agree on the following:
Objectives
The Parties will encourage economic relations between the two countries and initiatives contributing to the development of agricultural, industrial, investment, commercial and scientific cooperation between the two countries.
Methods and areas of cooperation
1. The Parties will, in the framework of their activities:
(a) exchange information on economic development, mutual cooperation strategies in economic, commercial, industrial, business, agricultural and scientific and technological areas;
(b) promote cooperation and partnership between companies in both countries;
(c) encourage projects in the fields of agricultural, industrial, investment and trade cooperation;
(d) exchange statistics and cross-trade analyses;
(e) inform each other of the opportunities for trade fairs, exhibitions, business missions and other supporting activities;
(f) identify investment opportunities and facilitate investment flows through the exchange of information on laws and regulations governing foreign investment and any changes thereto in both countries;
(g) promote cooperation in the following areas:
(i) natural resources and mining;
(ii) energy;
(iii) metallurgy, including the metal processing sector;
(iv) industrial equipment and components;
(v) electrical and electrical industries,
(vi) chemical and petrochemical industries;
(vii) SMEs;
(viii) connections,
(ix) agricultural / agricultural technologies,
(x) environmental protection facilities and technologies;
(xi) computer and information technology;
(xii) transport equipment and technology;
(xiii) certification and metrology; and
(xiv) other mutually agreed areas of cooperation.
2. The Parties shall carry out the activities referred to in the previous paragraph through normal contacts at working level, exchange of relevant materials and at meetings of the Czech-Pakistani Joint Commission established under Article 3 of this Agreement.
Joint Commission
1. In order to implement this Agreement, a Joint Commission (hereinafter referred to as "the Commission '), composed of representatives of the Parties, is hereby established. The co-chairs of the Commission are the Deputy Minister for Foreign Trade and the European Union of the Ministry of Industry and Trade of the Czech Republic and the Head of Economic Affairs Division or as approved by the Government of the Islamic Republic of Pakistan.
2. Where necessary, the Commission may invite representatives of other ministries, institutions, as well as business representatives such as associations, chambers or other institutions of both countries to participate in the implementation of this Agreement.
3. The Commission may establish specialised working groups to discuss specific issues of mutual interest.
4. The Commission will meet alternately in the Czech Republic and the Islamic Republic of Pakistan on terms agreed between the co-chairs. The provisional agenda shall be exchanged between the Parties at least one month before the date of the meeting.
5. The Host Party shall prepare a draft minutes of the Commission meeting which shall be agreed and signed by the Co-Chairs at the end of the meeting.
6. Within the framework of the laws and regulations in force in both countries, the Commission's activities will include:
(a) exchange of information and views on macroeconomic issues in both countries;
(b) identifying appropriate measures and the possibilities for strengthening bilateral economic cooperation;
(c) promoting economic and industrial cooperation between natural and legal persons of both countries, including contacts between SMEs;
(d) discussing issues arising from commercial and investment activities;
(e) assessment of the pace and progress of the implementation process of the Agreement.
Amendments
This Agreement may be amended or amended at any time by mutual written consent of the Parties. The amendment or modification shall enter into force in accordance with the procedure referred to in Article 6 (1).
Relationship with other international rights and obligations
Cooperation of the Parties shall be carried out in accordance with the international obligations of both States, including those arising from international agreements concluded by the European Union or the European Union and Member States of the European Union, of the one part, and the Islamic Republic of Pakistan, of the other part. This Agreement shall be implemented without prejudice to the rights and obligations of the States of the two Parties arising from their membership of international organisations, including, for the Czech Republic, the rights and obligations arising from its membership of the European Union and, for the Islamic Republic of Pakistan, the rights and obligations resulting from its membership of the various regional conventions.
Final provisions
1. This Agreement shall enter into force on the first day of the month following the date of receipt of the last written notification by which the Parties notify each other of the completion of the internal processes necessary for the entry into force of this Agreement.
This Agreement shall be concluded for an indefinite period. Each Party may terminate this Agreement at any time by means of a written notification sent to the other Party by diplomatic means, with the termination entering into force three months after the date of notification of termination.
3. In the event of any amendment or termination of this Agreement, the existing agreements and arrangements shall not be affected and shall continue to be implemented until otherwise agreed by the Parties.
4. Any dispute between the Parties arising from the interpretation or implementation of this Agreement shall be dealt with by negotiations between the Parties.
On 26 July 2023, in two original copies, each in the Czech and English languages, both texts being equally authentic.
