DECLARATION
State Office for Nuclear Security
of 15 August 1997
on criteria for the placing of nuclear installations and very significant sources of ionising radiation
According to Section 47 (7) of the State Nuclear Safety Authority, for the implementation of point A.I.1. of the Annex to Act No. 18 / 1997 Coll., on the Peaceful Use of Nuclear Energy and Ionising Radiation, and amending and supplementing certain laws, hereinafter referred to as "the Act":
Subject matter
The decree sets out the criteria relevant for assessing the suitability of the selected site for the placement of nuclear installations and workplaces with very significant sources of ionising radiation1) (hereinafter referred to as "placement ') in terms of nuclear safety and radiation protection.
For the purposes of this decree:
(a) a narrower location of the territory within a distance of 3 km from the border of the land proposed for placing;
(b) within 20 km of the border of the land proposed for placing.
Types of criteria
(1) The exclusion criteria clearly make it impossible to use the location area.
(2) The conditional criteria allow the use of the location area or plot provided that a technical solution to unfavourable territorial conditions is possible or available.
Elimination criteria
The exclusion criterion is:
(a) the expected excess of the established average annual effective doses of individual exposure (1) from a critical population group located on a site corresponding to the intended location during the operation of a nuclear installation or workplace with a very significant source of ionising radiation (hereinafter referred to as "equipment or workstation");
(b) the imfeasibility of the timely introduction and full implementation of all urgent measures for the protection of the population (1) under the conditions of a radiation accident in an establishment or workplace, in particular in view of the distribution of the population and the presence of local units located on the site corresponding to the intended location;
(c) the occurrence of karst phenomena in the extent to which the stability of the rock massif in the subsoil and subsoil of the land or territory selected for placing;
(d) manifestations of post-volcanic activity, such as gas spills, thermal, mineral and mineral waters, detected on the land or territory of the intended location and in their narrower locations;
(e) achieving or exceeding the intensity of the maximum calculation earthquake of 8 ° MSK-64 (Medvede- Sponheuer-Cursor scale to assess the macroseismic effects of the earthquake) on the land of the intended location;
(f) the occurrence of movement and seismically active fault zones with simultaneous deformation of the surface of the territory and the possibility of the formation of accompanying breakthroughs, as identified by the geological explosionm2) on the land envisaged for the location;
(g) the occurrence of geodynamic events such as slides, landslides, plastic extruding of subsoil and soil contamination which threaten the stability of the rock mass on the selected site for placing;
(h) the presence of current or anticipated deformations in the surface area selected for placing and narrower sites due to the extraction of gas, oil, water or underground mining of minerals, the application of dissolution (leaching) and extraction technologies which may compromise the stability of the rock mass in the subsoil and, where appropriate, the superstructure;
(i) the presence of tectonic activity in a narrower location which, at the time of operation of the installation or work site, can be shown to lead to a change in the inclination of the current surface of the parcels selected for placing in a range exceeding the specified technological requirements;
(j) the existence of significant stocks of groundwater (3) or mineral waters (4) in narrower locations where the construction or operation of the work would result in permanent devaluating changes in water from a radiation point of view;
(k) the loading capacity of the base soils on the parcels selected for placing less than 0,2 MPa and with the base soils sewn, strongly swelled or with an organic component of more than 3%, the strength of the layer which does not permit their removal or substitution, 5)
(l) the presence of geological conditions of the selected location area, such as waterproof soil incoherent or soft cohesive soil, predetermining the third degree of gravity of the tunnel structure, 6)
m) in the space of underground works, the possibility of overlapping the main part of the underground building with a rock massif with a power greater than three times the largest width of the underground work, at least 30 m;
n) the occurrence of old mining activity in narrower locations, where there are risks of undermining, mining water flows and the devastating effects of large mining events. mountain tremors,
(o) the presence of extraction of raw materials in narrower locations which would have adverse effects on the construction and operation of equipment or workplaces;
(p) the interference of the parcels selected for placing in the water catchment areas flooded at Q1007) and those which may be flooded as a result of water tank accidents;
(q) interference of land selected for placing in the motorway protection zones (8) and iron.9)
Submission criteria
The relevant criteria are:
(a) other karst phenomena not listed in Section 4 (c) of this Decree and active geodynamic phenomena in sites selected for placing;
(b) the adverse characteristics of the base soils, surrounding earths and rocks on the parcels selected for planting;
(c) achievement of the maximum calculation earthquake intensity within 7 ° to 8 ° MSK- 64;
(d) the presence of hydrogeological conditions on construction sites which make it difficult to monitor and predict groundwater behaviour;
(e) the presence of aggressive groundwater with possible contact with construction structures on the parcels selected for placing;
(f) the presence of well-permeable earths and groundwater levels at a depth of less than 2 m below the considered level of gross land treatment of the parcels selected for planting;
(g) high flue-gas or crack rock permeability detected by geotech research of underground works, 7)
(h) the presence of geological conditions predetermining the second degree of intensity of tunnel construction9) underground works;
(i) the presence of particularly unfavourable conditions for dispersal of discharges into the atmosphere given in particular by morphology of narrower sites;
(j) the occurrence of continuously wooded areas in sites selected for placing where any forest fires would constitute a threat to the establishment or workplace, or to their operation or to their workers;
(k) the presence of industrial production, energy sources, road, rail and water transport and the storage of hazardous substances in narrower locations likely to endanger equipment or workplaces, their operation or their personnel under adverse circumstances;
(l) interference of routes and protection zones of pipelines, pipelines, pipelines and locations of underground storage tanks of transported raw materials into the parcels selected for placing;
(m) the presence of objects of radio and television transmitters and their protection zones on land for planting;
(n) interference with airport protection zones, (10) in particular their take-off and landing areas and ground-based aviation facilities, in narrower locations;
(q) the possibility of falling an aircraft with effects exceeding the resistance of the construction with equipment or workplace, with a probability of more than 10- 7 rok-1.
Documentation requirements
The proof of the suitability of the choice of the territory for the location of equipment or work in respect of the criteria set out in paragraphs 4 and 5 of this Order shall be demonstrated by the results and analyses of targeted surveys and surveys carried out in that territory, possibly obtained from archived documents, data and information on investigations and surveys carried out in the past, provided that such evidence has not been proven to have lost its value over time.
Efficacy
This decree shall take effect on the day of its publication.
