Law on Collection of Laws

about law collections.
The National Assembly of the Czechoslovak Republic decided on the following Act:

Část I.

Collection of Laws of the Czechoslovak Republic.
§ 1.
In the "Collection of Laws of the Czechoslovak Republic" (in the next "Collection of Laws"), the abbreviation of which is "Sb." are proclaimed:
(a) the laws (§ 61, paragraph 1 of the Constitution of the Czechoslovak Republic);
(b) the measures of the Bureau of the National Assembly pursuant to § 66 (6) of the Constitution, the resolutions of the National Assembly approving or refusing approval of those measures, and the declaration that those measures have ceased to apply (§ 66 (8) of the Constitution);
(c) government regulations and ministerial regulations;
(d) general legislation issued by ministries and other central authorities and bodies, where the law prescribes their publication in the Collection of Laws or in the collections replaced by the Collection of Laws;
(e) the Decree of the Government and of Ministers on the negotiation, ratification or denunciation of international agreements and agreements, or on other matters relating to them, if they are necessary or effective in making them known;
(f) other general measures of the President of the Republic, the National Assembly, its Bureau, Government or Ministers, if the law or nature of the case so requires.
§ 2.
(1) International treaties and agreements, if only their Czech or Slovak language or their Czech or Slovak translation, are declared necessary or effective in the Annex to the Collection of Laws which form part of it.
(2) The annexes to the Collection of Laws may also be published in the Annexes to the Regulations published in that Collection.
(3) The Annex to the Collection of Laws finally publishes the official Czech version of the regulations and measures published in this collection in Slovak.
§ 3.
The Collection of Laws is also published in the Slovak edition under the name "Sbierka zákon ov republiky Czechoslovak." In this edition of the Collection of Laws, the official Slovak version of the regulations and the measure published in the Collection of Laws in Czech is published, and the original version of the regulations and the measure published in the Collection of Laws is reprinted in Slovak.
§ 4.
(1) The collection of laws shall be issued in sequentially numbered amounts, each of which shall bear the title of the date on which it was issued; this day pays for the day of publication.
(2) The various provisions and measures laid down in the Collection of Laws are given by normal numbers, the series of which is closed at the end of each calendar year.
§ 5.
Unless otherwise provided for in the regulations or measures themselves or elsewhere, their effectiveness shall take place at the beginning of the 15th day following their publication in the Collection of Laws (§ 4, paragraph 1). It shall apply, unless otherwise specified therein, to the territory of the whole State.
§ 6.
The interdependence of regulations and measures included in the Collection of Laws is governed by the date of publication (§ 4, paragraph 1).
§ 7.
Editorial and administration of the Collection of Laws is for the Ministry of the Interior.
§ 8.
(1) Press errors and errors in the internal regulation of the Collection of Laws are corrected in this collection by the Decree of the Ministry of Interior.
(2) When correcting printing errors and errors in the internal regulation of the Collection of Laws, it is considered that the corrected text was correctly published from the outset.

Část II.

Collection of Slovak National Council Laws.
§ 9.
In the Collection of Laws of the Slovak National Council, which is based under the name "Sbierka kónov Slovenskej nádnej rady" and whose abbreviation is "Sb.SNR," are announced:
(a) the laws of the Slovak National Council (§ 111, paragraph 1 of the Constitution);
(b) the regulation of the College of Authors and the regulation of the delegates;
(c) other general legislation issued by the Board of Authors, by delegates or by other bodies whose jurisdiction applies only to the territory of Slovakia, where the Law or the Law of the Slovak National Council prescribes their publication in the Collection of Laws of the Slovak National Council or in the collections which the Collection of Laws of the Slovak National Council replaces;
(d) other general measures of the Slovak National Council, the College of Authors or delegates, if the law or nature of the case so requires.
§ 10.
Editorial and administration of the Collection of Laws of the Slovak National Council is responsible for the internal affairs.
§ 11.
Printer errors and errors in the internal regulation of the Slovak National Council's Collection of Laws are corrected in this collection by the decree of the authority of the interior.
§ 12.
Paragraphs 4, 5, first sentence, 6 and 8, paragraph 2 apply mutatis mutandis to the Collection of Laws of the Slovak National Council.

Část III.

Provisions common and final.
§ 13.
The Collection of Laws is followed by its numbering and pages of the current Collection of Laws and Regulations of the Czechoslovak Republic. The Collection of Laws of the Slovak National Council follows by analogy the Collection of Regulations of the Slovak National Council.
§ 14.
The municipalities are obliged to obtain at least after the copy of the Collection of Laws, the municipality in Slovakia at least after the copy of the Slovak edition of the Collection of Laws (§ 3) and the Collection of Laws of the Slovak National Council, and to take measures to make it available to anyone who requests it in the office of the local national committee in official hours.
§ 15.
The Constitution of the Czechoslovak Republic, as well as other regulations and measures published in the "Collection of Laws and Regulations of the Czechoslovak Republic" from 9 June 1948, will be published or reprinted in accordance with the equivalent of § 3 of this Act as an additional Slovak edition of "Collection of Laws and Regulations of the Czechoslovak Republic."
§ 16.

(a) Decree of 23 June 1945 of the President of the Republic, No. 19 Coll., on the Collection of Laws and Regulations of the Czechoslovak Republic;
(b) Paragraph 1 to 5 of the Decree of the Slovak National Council of 29 November 1946, No. 116 Coll. of SNR, on the publication of legislation.
§ 17.
This Law shall take effect on the 15th day following its publication; to be carried out by the Minister for the Interior.
