DECLARATION
of 23 June 2025
determining the amount of the recruitment and qualification allowance, the amount of the subsistence allowance, the procedure and method for granting travel, professional and transfer refunds and the reimbursement of fares to soldiers
The Ministry of Defence provides, pursuant to § 70, § 70a (2), § 73 (1), § 77 (4), § 88c, 89 and 93 of the Act No. 221 / 1999 Coll., on professional soldiers, as amended by Act No. 254 / 2002 Coll., Act No. 332 / 2014 Coll., Act No. 263 / 2017 Coll. and Act No. 99 / 2025 Coll., and under § 36 (5) of the Act No. 585 / 2004 Coll., on defence obligations and its provision (the Law No. 99 / 2025 Coll.:
Recruitment allowance amount
The amount of the recruitment allowance according to the educational attainment and the duration of the service shall be:
(a) CZK 60,000 if a secondary education with a certificate is required and the duration of service is fixed for a soldier for at least 2 years; If the duration of the service is longer, this amount shall be increased by CZK 15 000 for each additional year, but not more than CZK 150 000 for a maximum of 6 years,
(b) 80 000 CZK if a secondary education is required with a graduate examination and the duration of service is fixed for a soldier for at least 2 years; If the duration of the service is longer, this amount shall be increased by CZK 15 000 for each additional year, but not more than CZK 170 000 for a maximum of 6 years,
(c) 90 000 CZK, provided that higher vocational education is required and the duration of service is fixed for a soldier for at least 2 years; If the duration of the service is longer, this amount shall be increased by 15 000 CZK for each additional year, but not more than 6 years up to a total of 180 000 CZK,
(d) 100 000 CZK if required
1. university education in the Bachelor's study programme,
2. education at higher education institutions in the field of general education, or
3. secondary education with graduate examination in the fields of Information, Electronics, Telecommunications and Computer Technology
and where a soldier has a term of service of at least 2 years; if the duration of the service is longer, this amount shall be increased by CZK 20 000 for each additional year, but not more than CZK 220 000 for a maximum of 6 years; or
e) 150 000 CZK if required
1. higher education in a Master's study programme; or
2. education in a medical bachelor's study programme for the preparation of general nurses
and where a soldier has a term of service of at least 2 years; If the duration of the service is longer, this amount shall be increased by CZK 50 000 for each additional year, up to a maximum of CZK 450 000 in 6 years.
Amount of the qualifying contribution
The amount of the qualification allowance according to the training achieved shall be:
a) 80,000 CZK, if the soldier reached secondary education with a graduate exam,
b) 90 000 CZK, if a soldier has achieved higher vocational education,
c) 150 000 CZK, if the soldier achieved a university education in the Bachelor's study programme,
d) 100 000 CZK if a soldier achieved a university education in a master's study programme, and achieved him by studying in a follow-up Master's degree programme; and
1. he was sent to a bachelor's degree by a service body under Section 60 of the Law on Occupational Soldiers; or
2. receive a recruitment or qualification allowance in connection with higher education in the Bachelor's study programme; or
e) CZK 250,000 if the soldier achieved a university education in the Master's study program.
Amount of diet
For each calendar day of the business trip, the soldier shall be fed at the level of the average of the maximum value of the financial margin for the individual duration of the business trip under Section 176 of the Labour Code.
Procedure for granting travel allowances on mission
The service body which sends a soldier on a business trip shall grant travel allowances in respect of a mission according to the time and place of arrival and termination of the mission, the means of transport and accommodation, the place of performance of the mission and, where appropriate, other conditions of the mission.
Amount of fare and method of determining the shortest road km distance
(1) The amount of the fare, depending on the shortest kilometer distance, is set out in the Annex to this decree.
(2) A public administration information system containing data on the motorway and road network shall be used to determine the shortest road kilometres.
Transport in preventive rehabilitation, emergency rehabilitation and transfer
(1) The transport or reimbursement of travel expenses on the journey to preventive rehabilitation or emergency rehabilitation shall be secured or paid for the journey from the place of residence or place of service to the place of preventive rehabilitation or emergency rehabilitation and return.
(2) The transport or reimbursement of travel expenses in the event of a transfer in the important interest of the service shall be secured or reimbursed to the soldier and his family members for travel from the place of residence to the place of new residence.
(3) The soldier shall be entitled to reimbursement of the travel expenses referred to in paragraphs 1 and 2 as part of a mission.
Financial contribution to transport
(1) A soldier who has not been provided free of charge in a calendar year on his way to a proper holiday is entitled to a financial contribution of CZK 800 per beneficiary.
(2) The financial contribution shall be paid to the soldier together with the service salary within 90 days of the end of the calendar year in which he was not granted free of charge.
(3) If the service of a soldier ends in the course of a calendar year, the financial contribution shall be paid together with the last service salary.
(4) Paragraph 68m and 68n of the Law on Professional Soldiers shall apply mutatis mutandis to the payment of the financial contribution.
Transitional provisions
(1) The right to reimbursement of travel expenses incurred in connection with the service carried out before the date of entry into force of this Order is assessed in accordance with Decree No. 146 / 2015 Coll., as effective before the date of entry into force of this Order.
(2) The right to reimbursement of travel expenses on transfer and occupation incurred before the date of entry into force of this Order is assessed in accordance with Decree No. 146 / 2015 Coll., as effective before the date of entry into force of this Order.
Repeal
They shall be deleted:
1. Decree No. 146 / 2015 Coll., determining the amount of the recruitment allowance, the amount of the qualification allowance, the amount and procedure for the award of travel and professional allowances and the transfer to the military.
2. Decree No. 281 / 2017 Coll., amending Decree No. 146 / 2015 Coll., determining the amount of the recruitment allowance, the amount of the qualification allowance, the amount and procedure for granting travel and professional allowances and for transferring them to soldiers.
3. Decree No. 167 / 2022 Coll., amending Decree No. 146 / 2015 Coll., determining the amount of the recruitment allowance, the amount of the qualifying allowance, the amount and procedure for the award of travel and professional compensation and the transfer to the service of soldiers, as amended by Decree No. 281 / 2017 Coll.
Efficacy
This Decree shall take effect on 1 July 2025.
