DECLARATION
Ministry of Foreign Affairs
of 28 February 1961
on the issue of Czechoslovak passports
The Ministry of Foreign Affairs shall, in agreement with the participating central authorities pursuant to § § 2, 4 and 7 of Act No. 53 / 1949 Coll., on passports, as amended by Government Decree No. 125 / 1951 Coll., which transmits competence in the matters of passports to the Ministry of Foreign Affairs:
(1) The Ministry of Foreign Affairs issues new Czechoslovak passports, namely diplomatic, service, special and travel passports.
(2) The arrangements for passports are uniform. On the front page is the inscription Czechoslovak Socialist Republic, state emblem and description of the type of passport. The character is also printed on all other pages. Passports shall contain the personal data of the passport holder, his photograph, a description of the person and the period of validity. The passport has 44 pages and is property of the Ministry of Foreign Affairs.
(3) New passports are to be issued on 1 March 1961.
Passports are valid for five years. After this period, the validity of the passport may be extended twice, by five years each.
All types of passports issued pursuant to the provisions of Decree No. 100 / 1959 of the Ministry of Foreign Affairs of the Czech Republic on the issue of passports shall cease to be valid on 28 February 1962. From 1 March 1962, citizens of the Czechoslovak Socialist Republic may only cross national borders or stay abroad with a passport issued under § 1 of this Order if a passport for such travel or residence is required under the applicable rules.
(1) Czechoslovak citizens residing in the country to whom a passport has already been issued will be replaced as soon as they have requested permission to travel abroad.
(2) The Office or the institution which sent them shall request the exchange of passports for Czechoslovak citizens temporarily staying abroad.
(3) Czechoslovak citizens living permanently abroad are obliged to apply for a passport exchange with the Czechoslovak representative office in whose district they reside. The application must be lodged by 31 December 1961 at the latest.
The application for a passport exchange must be submitted:
(a) Czechoslovak passport issued after 1 June 1959,
(b) a completed questionnaire bearing a photograph, size 6X6 cm, not older than one year and another photograph for passport.
The exchange of passports for Czechoslovak representative offices will be carried out in accordance with the instructions of the Ministry of Foreign Affairs.
(1) Czechoslovak citizens whose stay abroad in the territory of the same Czechoslovak representative office lasts more than 20 days are required to register with him and submit their passport at the same time. If citizens reside in places far from the seat of the representative office, they shall register in writing.
(2) At the end of the stay in the district of the representative office, citizens are required to check out.
(1) Decree No 100 / 1959 of the Ministry of Foreign Affairs of the Czech Republic on the issue of passports is hereby repealed.
(2) This Decree shall take effect from 1 March 1961.
