of 4 February 1947
on the highest level of teaching obligation of directors, professors and teachers in secondary and vocational schools and the amount of remuneration for hours exceeding that.
The Government of the Czechoslovak Republic hereby orders, pursuant to § 86 of the Act of 24 June 1926, No. 103 Coll., on the modification of the pay and certain service conditions of civil servants (the Law of 24 June 1926):
This Regulation shall apply:
(a) for directors, State professors and teachers at secondary schools and teaching institutes;
(b) for directors, trade union leaders, state professors and teachers in industrial schools, professional schools for individual industry sectors, commercial schools, public school for shorthand teachers, writing and business scriptures at business schools and vocational schools for women's professions and for state directors and teachers at apprenticeship schools;
(c) for state directors, state professors and teachers in agricultural schools.
(1) The highest teaching requirement of the persons referred to in Section 1 is 21 teaching hours per week.
(2) In the schools referred to in § 1 (b), each hour of workshop instruction as 0,875 hours and each hour of assistance as 0,7 hours of teaching is counted for the purpose of the assessment of teaching duties.
(3) In winter peasant schools, every teaching hour is counted as 0,75 teaching hours per year.
(4) Each teaching hour on Saturday after 14: 00 or Sunday shall be counted as 1,5 teaching hours for the assessment of teaching duties, but only if there is no alternating teaching.
(5) If the teacher (professor) is employed by administrative work at the office with the permission of the personal office, two hours of office employment are calculated as one hour of teaching for the course.
(1) The following shall be included in the scope of the teaching obligation:
1. to the directors of the schools referred to in § 1 for the performance of the management function of 12 teaching hours per week, except for the directors of separate winter peasant schools, which count 9, for each class of daily school exceeding 4 daily classes, but without regard to classes managed by the special administrator, 1 / 2, for administrative work for workshops in industrial schools, for professional schools for each industry sector and for apprenticeship schools 1 / 2 to 2, for taking part in practical training of breeders and professional institutes associated with 2 and for the management of school goods and other practical school buildings for agricultural schools 1 to 6 teaching hours per week;
2. Priorities of trade unions of industrial and apprenticeship schools for the performance of the post of priority 6 hours of teaching per week;
3. all persons referred to in § 1
(a) for the performance of the task of class teacher for each class 1, for the management of collections and libraries 1 to 3, for the repair of written and graphic work in subjects where repairs are compulsory outside the classroom, for each class 1 / 2 to 1, for teaching supervision in pupil boarding schools 1 to 3, and for actions and other special duties which are or will be imposed on teachers (professors) by the Ministry of Education and Education, 1 / 2 to 2 lessons per week;
(b) for the management of workshops at industrial schools, machine masters' schools and those professional schools for each industry, which shall be designated by the Ministry of Education and Education by means of a special decree, 1 to 6 teaching hours per week and up to 2 teaching hours per week for each class in which the curriculum prescribes workshop teaching. 1 to 6 hours of teaching per week shall be counted for the management of workshops at apprenticeships;
(c) for the management of school goods and other practical school buildings of agricultural schools and for the work related to the operation of such premises, the teaching obligation of professors and teachers of these schools shall be taken into account in the course of the course 1 to 10 teaching hours per week.
(2) The Minister for Education and Education shall, in agreement with the Minister for Finance, issue directives for the calculation of performance, which shall not be included in the teaching obligation at a fixed time in accordance with paragraph 1.
(1) For each teaching hour per week, in excess of the maximum teaching capacity (number of hours), the persons referred to in § 1 shall be paid a monthly fee, paid half-yearly, if the performance is continuous for at least 1 month.
(2) When calculating the remuneration for countless hours, the hours of teaching workshops, assisting or teaching in winter peasant schools referred to in § 2 (2) and (3) shall be converted. If the total number of hours exceeding a quarter of an hour is reached when determining the number of hours, the fraction shall be deemed to be a full half hour.
(3) For the directors of all kinds of schools, only up to 21 teaching hours per week shall be counted in accordance with § 3; the remuneration referred to in paragraph 1 shall be payable only for hours of actual teaching over the highest level of teaching.
(1) The provisions of this Regulation on directors also apply to professors and teachers in charge of school management.
(2) Similarly, the provisions of this Regulation shall apply to contract teachers, external teachers, if their remuneration is not adjusted by special measures, and to auxiliary teachers.
They shall be deleted:
(a) the Government Decree of 17 July 1928, No 131 Coll., on the maximum teaching obligation of state directors and professors in secondary schools and teaching institutes and the amount of remuneration for hours exceeding that;
(b) the Government Decree of 17 July 1928, No 132 Coll., on the maximum teaching obligation of state directors, professors and teachers in industrial, commercial and vocational schools for women's professions, as well as the amount of remuneration for hours exceeding that;
(c) the Government Decree of 16 January 1930, No 11 Coll., on the maximum teaching obligation of state directors, professors and teachers in agricultural schools, as well as the amount of remuneration per hour exceeding that;
(d) the provisions of Article II of the Government Decree of 7 September 1945, No 75 Coll., on the treatment of certain professional and pay ratios of state teachers in apprenticeship schools;
(e) the Government Order of 22 February 1944, No 22 of the SLA, on increasing the remuneration of state professors and teachers for superfluous hours, and the Ordinance of 25 January 1946, No 38 of SNR, on increasing the remuneration of state professors and teachers for superfluous hours;
(f) Paragraph 49 of the Decree of 20 June 1939, No 168 of the Act on the organisation and administration of secondary schools.
This Regulation shall enter into force on 1 February 1946; they are carried out by the Minister for Education and Education.
