DECLARATION

of 16 April 1992
on technical and material requirements for medical equipment
The Ministry of Health of the Czech Republic provides pursuant to § 70 (1) (c) of Act No. 20 / 1966 Coll., on the care of the health of the people, as amended by the Act of the Czech National Council No. 548 / 1991 Coll. (full text with effect for the Czech Republic No. 86 / 1992 Coll.), and under § 4 (2) (b) of the Czech National Council Act No. 160 / 1992 Coll., on health care in non-state health establishments:
(1) Technical and physical equipment of a healthcare facility must correspond to the type and extent of healthcare provided, sanitary and other generally binding legislation.1)
(2) Medical devices must:
(a) constitute an operational whole;
(b) be so located as to allow motor vehicles to arrive;
(c) allow for a clear, short and easy connection between the various parts of the medical facility in terms of construction technical solutions;
(d) to have microclimatic conditions on the premises; rooms having the character of permanent work places or stays shall be ventilable windows; other rooms with permanent residence and no natural ventilation shall be equipped with air conditioning; other rooms which cannot be ventilated by windows shall be equipped with a device for forced or natural ventilation;
(e) be equipped only with an instrument medical technique the use of which has been approved under specific regulation.2)
Basic technical and material equipment is specified
(a) for basic medical establishments outpatient care, for pharmacies of the basic type in the Annex which is part of this Decree;
(b) for other health establishments in the characterisation directies.3)
This decree shall take effect on the day of its publication.

BASIC HEALTH EQUIPMENT
COMMON PROVISIONS FOR BASIC HEALTH EQUIPMENT
(1) The primary health care facilities of outpatient care are outpatient medical facilities:
A) an adult practitioner,
B) a practitioner for children and adolescents,
(C) A female physician,
(D) Dentist.
(2) The basic outpatient care facilities consist of a set of premises whose technical and material equipment allows qualified outpatient treatment and preventive care.
(3) Ambulant equipment consists of essential rooms, which constitute a necessary, operationally sealed whole, and secondary rooms which complement it.
(4) The main rooms are the offices, waiting room and patient toilet.
a) The office is addressed either as one room, i.e. a common place of work for doctors and nurses, or as a separate doctor's and prep room in which the nurse's main workplace is located.
There is a stripping area for the patient in the office or there can be a walking strip box between the waiting room and the office.
There shall be a direct door connection between the office and the office.
(b) The waiting room must be connected to the preparation or office on an operational basis.
The size of the waiting room is given by the organization of the work of the doctor. On average, there are five waiting places for patients. The area of the waiting room shall not fall below 10 m2. Where greater accumulation of patients can be expected over a short period of time, the area should be increased accordingly.
c) The patient toilet must have a hall with a sink. If it is accessible from a corridor or door, it may exceptionally be established without a hall. The cab must then be equipped with a sink.
The toilet should be designed to be accessible to patients with reduced mobility.
In the case of a female doctor, it shall be equipped with a toilet bowl and bidet (sanitary box).
The toilet door shall be opened outwards.
(5) The adjacent rooms (e.g. hand-held material storage, cleaning chamber, toilet, washroom and staff locker room) are located in such a way as to be as essential as possible. They can be common to multiple medical facilities.
(6) In addition to the basic and secondary rooms, the basic outpatient facilities may be supplemented by additional operating rooms, the size and equipment of which must be determined individually, according to the expected range of services provided.
(7) The entrance to the basic facility of outpatient care can be shared with other non-safe operation (residential house, etc.). In the case of newly built buildings, it shall be handled by barrier-free horizontal roads, ramp or lift. When establishing basic outpatient facilities in existing premises where wheelchair access cannot be adequately technically addressed, patients with reduced mobility must be provided with alternative care (visiting service, etc.).

BASIC TYPE DOCUMENT
(1) A primary-type pharmacy is a medical facility which is reserved for the preparation, control, storage and supply of medicines, medical equipment and other authorised product range. 13)
(2) The premises of a pharmacy of the basic type consist of one operating unit in which all premises have a multipurpose functional filling.
(3) A primary-type pharmacy must have two outdoor entrances
(a) entry for patients,
(b) entry for staff and supply reception.
The entry of patients must be handled by barrier-free horizontal roads or ramp for newly built objects and must be fitted with doors. In emergency pharmacies, a service window equipped with an electric bell must be set up at the entrance for patients following the dispensing of medicines.
There is a supply entrance. The receipt may include a night-time supply box which must be separated by building.
(4) The pharmacy must be secured against burglary. 14) The method of security shall be discussed with the appropriate police department.
(5) A primary-type pharmacy must have the following primary rooms:
(a) dispensing of medicines used for dispensing medicines and medical devices. The window includes a waiting area for patients,
(b) the preparation of medicines where medicinal products are prepared in accordance with medical or veterinary regulations. An initial control centre, if technically possible, is also located in the drug preparation centre. Otherwise, the entry check is part of the storage room [point (d)],
(c) a washroom where the packaging, containers, utensils and supplies necessary for the preparation of medicinal products are cleaned, washed, disinfected, rinsed and sterilised;
d) a storage room for pharmaceuticals, medical equipment, dairy products and other authorised product range. The supply is completed here. In addition, an entry control centre may be included,
(e) the receipt of supplies used for their reception, unpacking and sorting. The packaging (bottles) are also stored here,
(f) a staff member of a pharmacist who may also serve as a specialist consulting centre and as an area for the exercise of emergency care, if it is possible to adjust it for that purpose. It must be directly linked to the dispensing of medicines with waiting room,
(g) the cloakroom of the staff, which forms a hygiene filter when entering the pharmacy;
(h) a toilet of staff with a hall equipped with a sink,
(ch) a cleaning chamber equipped with a effluent and a storage area for cleaning agents.
(6) In addition to the basic rooms, a pharmacy of the basic type may be supplemented by additional rooms and premises the size and equipment of which must be dealt with individually according to the intended scope of the services provided.
