DECLARATION

of 4 July 2013

on the declaration of the National Natural Monuments of the Strana Rock and the establishment of its closer protection conditions

The Ministry of the Environment provides pursuant to § 79 (4) (h) of Act No. 114 / 1992 Coll., on the Conservation of Nature and Landscape, as amended by Act No. 218 / 2004 Coll., Act No. 312 / 2008 Coll. and Act No. 349 / 2009 Coll.:

§ 1

Definition of national natural heritage

(1) The National Natural Monument of the Stránská Rock ("the National Natural Monument") is announced.

(2) The national natural heritage is situated in the territory of the South Moravian Region, in the cadastral territory of Slatina. The boundaries of the national natural monument shall be determined by a closed geometric pattern with direct sides whose vertices are determined by coordinates of the uniform trigonometric network of the cadastral1). The list of coordinates of the vertices of the geometric pattern as they follow in the pattern is given in Annex 1 to this decree.

(3) The protection zone of the national natural heritage is situated in the territory of the South Moravian Region, in the cadastral territory of Slatina. The boundaries of the national natural heritage protection zone shall be determined by a closed geometric pattern with direct sides whose vertices are determined by coordinates of a single trigonometric network of cadastral1). The list of coordinates of the vertices of the geometric pattern as they follow in the pattern are given in Annex 2 to this decree.

(4) An indicative graphic representation of the territory of the national natural monument and its protection zone is given in Annex 3 to this Decree.

§ 2

Subject matter of protection

National natural monuments are protected

(a) isolated from Jurassic limestone, with numerous rock walls and beauty phenomena including caves;

(b) grassland-herbal vegetation with trees consisting mainly of communities of calcareous or basic rock lawns, Pannonian rock lawns, semi-natural dry lawns and facies of bushes on calcareous bases, subpanon steppe lawns and chasmophytic vegetation of calcareous rocky slopes;

(c) rare and endangered species of plants, in particular the populations of the large-flowered coniculture species (Pulsatilla grandis) and of the field linseed (Thesium dollineri), including their biotopes;

(d) rare and endangered species of animals, in particular populations of religious mantis (Mantis religiosa), large bat (Myotis myotis) and small raven (Rhinolophus hipposideros), including their biotopes.

§ 3

Closer protection conditions

Only with the consent of the competent nature conservation authority can the national natural monument

(a) permit and carry out changes to the types of land or to their exploitation (2);

(b) permit and carry out changes to finished buildings or changes to buildings before they are completed or to place construction, advertising and information facilities;

(c) permit and carry out geological work linked to the earth's surface, which does not cause changes or damage to the national natural heritage;

(d) to adjust the surface of the road using non-local natural material of the same geological origin;

(e) to store items, except for the short-term storage of timber on forest land;

(f) indicate cycling or pedestrian routes;

(g) entering the public of inaccessible caves,

h) carry out marking of climbing terrain and maintenance of climbing equipment, including permanent fasteners;

(i) carry out climbing activities outside mountaineering terrain marked in accordance with this decree;

j) organise and organise sports, tourism and other public events;

(k) planting or planting plants or releasing animals;

(l) fertilise land or use chemical means; or

m) start fires.

§ 4

Efficacy

This Decree shall take effect on 1 August 2013.
