on the general principles of integrated plant protection
According to Article 88 (1) (e) of Act No. 326 / 2004 Coll., on Phytosanitary Care and on the Amendment of Certain Related Acts, as amended by Act No. 199 / 2012 Coll., ("the Act '), the Ministry of Agriculture provides for the implementation of Article 5 (3) of the Act:
Subject matter
This decree implements the relevant provisions of the European Union1) and establishes guidelines for integrated plant protection.
Basic concepts
For the purposes of this decree:
(a) a threshold for the harmful effects of a scientifically substantiated level of occurrence of a harmful organism, in which a protective measure is required to prevent economic damage due to the negative impact of the harmful organism on the reduction of the yield or quality of the plant or plant product;
(b) a warning system for the procedure for informing the expected or confirmed occurrence or spread of a harmful organism which may cause economically significant damage.
General principles of integrated plant protection
(1) In particular, the following measures shall apply from indirect plant protection methods in order to prevent or control the presence of harmful organisms:
(a) crop rotation;
(b) the use of cultivation practices;
(c) the use of varieties resistant or tolerable to harmful organisms and seeds and seed and seed which meet the requirements laid down by other legislation (m2);
(d) balanced fertilisation, liming and water treatment;
(e) sanitary measures; or
(f) the protection and promotion of useful organisms by the use of appropriate plant protection measures.
(2) Monitoring for the presence of harmful organisms is carried out by means of procedures and instruments published under the law, which include, in particular, on-site observations, warning systems, predictions of the presence of harmful organisms and methods of their timely identification or use of advice from experts qualified under the law.
(3) The choice of the method of plant protection shall be based on an objective analysis of the presumption of contamination by a harmful organism or the results of the monitoring of the presence of harmful organisms, taking advantage of the harmful organism or plant concerned, provided that they are established and published in accordance with Article 5 (4) (b) and (e) of the Act.
(4) Biological, physical and other non-chemical methods shall be preferred to chemical methods provided that they ensure effective protection against the harmful organisms concerned.
(5) Products or methods of protection which are as specific as possible to the harmful organism concerned and have the least possible adverse effects on human health, non-target organisms and the environment shall be used.
(6) The product or other means of direct plant protection shall only be used to the extent necessary, for example by applying doses of products at the lower limit of the recommendation, by reducing the frequency of use of the products or by performing selective treatment. At the same time, care shall be taken to avoid increasing the risk of harmful organisms becoming resistant to medicines.
(7) The available anti-resistance strategies shall be used in such a way as to preserve the efficacy of the products and to slow the spread of resistance of the harmful organism to the preparations, where the risk of resistance of the harmful organism to a particular plant protection method is published by the plant health authority or is known to the professional user by other means and where the degree of occurrence of the harmful organism requires repeated treatment of the plants grown.
(8) The success of the plant protection measures applied shall be verified on the basis of records of the use of the products and monitoring of the level of occurrence of harmful organisms.
Efficacy
This Decree shall take effect on 1 January 2014.
