DECLARATION
of 15 June 2016
amending Decree No 528 / 2005 Coll., on physical safety and certification of technical means, as amended
According to Articles 33 and 53 (a), (c), (d), (e), (f) and (j) of Act No. 412 / 2005 Coll., on the protection of classified information and on security competence, as amended by Act No. 255 / 2011 Coll.:
In Annex 1 to Decree No 528 / 2005 Coll., on physical safety and certification of technical means, as amended by Decree No 454 / 2011 Coll., point 4.1, including the title:
"4.1. SYSTEM OF INSPECTION OF INSTALLATION IN THE SECURITY AREA OR OBJECT
The input control system is evaluated provided it is implemented at all inputs to the building or secure area.
4.1.1. Type 4 input control system:
SS6 = 4 points
The Type 4 Input Control System shall be certified by the Authority, meet at least stage 3 according to EN 60839-111- Alarm and electronic security systems - Part 11-1: Electronic Input Control Systems - System and Component Requirements, and access shall be used:
(a) the identification element and the PIN;
(b) biometrics and PIN; or
(c) identification element and biometrics.
The type 4 access control system shall be supplemented by an access barrier preventing repeated access and providing a "one transaction - one pass' mode.
4.1.2. Type 3 input control system:
SS6 = 3 points
Type 3 input control system shall be certified by the Authority, meet at least stage 3 according to ČSN EN 60839-11-1 Alarm and electronic security systems - Part 11-1: Electronic input control systems - System and component requirements, and access is used:
(a) the identification element and the PIN;
(b) biometrics and PIN; or
(c) identification element and biometrics.
4.1.3. Type 2 input control system:
SS6 = 2 points
The Type 2 Input Control System shall be certified by the Office, meet at least stage 3 according to EN 60839-11-1 Safety alarm and electronic safety systems - Part 11-1: Electronic Input Control Systems - System and Component Requirements, and access shall be used:
(a) the identification element;
(b) PIN; or
(c) biometrics.
The Type 2 Entry Control System may be replaced by an entry control carried out on a continuous basis by the security of members of the armed forces or armed corps at all inputs to the facility or secure area.
4.1.4. Type 1 input control system:
SS6 = 1 point
Type 1 input control system consists of a lockable mechanical barrier at the input.
Note to paragraph 4.1.:
The type 1 input control system may only be used at the entry into a secure category category category Confidential or Reserved.
When checking the entrance to an object or a secure category area Top secret devices are used to search for dangerous substances or objects.
The electronic access control system shall report to the permanent security unit an unauthorised attempt or the opening of the access point itself or the expiry of the authorised time after the authorised opening of the access point.
A certified alarm protection system with access extension may be considered as a certified electronic access control system.
The scope of the tests required for certification of the electronic access control system shall be published in the Authority's certification procedure.
Installation of an electronic input control system, its operation and maintenance shall comply with ČSN EN 60839-11-2 Alarm and electronic security systems - Part 11-2: Electronic input control systems - Guidelines for applications. '
Efficacy
This decree shall take effect on the 15th day following its publication.
