THE LAW
of 11 December 1964
on the adaptation of certain civil aviation governance tasks
The National Assembly of the Czechoslovak Socialist Republic decided on this law:
Civil aircraft and other civil aviation technology products specified by the Ministry of Transport in agreement with the participating central authorities shall be subject to state professional oversight in civil aviation.
Manufacturers (designers) of civil aircraft and other aviation technology products intended for civil aviation (Section 1) are required to submit to the civil aviation state professional oversight authorities for the expression of projects of new types of aircraft and other aviation technology products, the design of technical conditions for the design and manufacture of these types, as well as proposals for amendments thereto, to provide them with the necessary supporting documents and explanations and to allow them to test the equipment under their supervision; the comments of the civil aviation state oversight authorities are binding on them.
National civil aviation professional oversight authorities shall be entitled to:
(a) determine whether the technical conditions for their construction and manufacture are met in the manufacture of civil aircraft and other aviation equipment;
(b) impose binding measures on civil aircraft and ground-based aircraft operators to eliminate defects that threaten the safety of air traffic and, where necessary, prohibit or restrict their use;
(c) to order checks on crew members of Czechoslovak civil aircraft, where they have been found to be defective in compliance with the aviation regulations or where doubts have arisen as to their eligibility;
(d) require from the operators of Czechoslovak civil aircraft and aeronautical land facilities the data and supporting documents necessary for the exercise of state professional oversight in civil aviation.
(1) The State Aviation Administration is hereby repealed.
(2) The Minister of Transport is hereby authorised to establish specific organisations and to further adjust their responsibilities for the exercise of State professional oversight in civil aviation and for the pursuit of other activities which have been previously provided by the State Aviation Administration.
Government Decree No. 53 / 1958 Coll., on the establishment of the State Aviation Administration, and Decree No. 146 / 1958 Ú. l., on the competence of the State Aviation Administration and its organisational elements, is hereby repealed.
This Act shall take effect on 1 January 1965.
