on the provision of remuneration to staff of budgetary organisations
The Ministry of Labour and Social Affairs provides, pursuant to Section 12 of Act No. 53 / 1968 Coll., for changes in the organisation and competence of certain central authorities, in an agreement with the Ministry of Finance and the Central Council of Trade Unions:
§ 1
Budget organisations use remuneration as an important tool for the wage system to strengthen workers' personal material interest in the performance of their tasks. In particular, they may provide workers with rewards for exceptional work results and for successful and innovative work.
§ 2
(1) The award of the remuneration and the amount thereof are decided by the heads of the organisation and its authorised managers (Section 3), according to the work of the worker over a certain period of time (e.g. quarter, half-year); If the remuneration is to be paid to the head of the organisation, the head of the superior body shall decide, or, where appropriate, that authority.
(2) The amount of remuneration shall be determined in such a way that the remuneration is proportionate to the importance of the performance, the difficulty of the tasks and the labour effort of the worker.
(3) The remuneration for significant work may be pre-paid to increase their incentive; the staff member shall be remunerated on completion of the task and conditions laid down.
(4) Remuneration shall be paid within the next payment deadline; prepaid remuneration shall be paid immediately upon completion of the tasks.
(5) The remuneration under this decree may not be granted to a worker who has been paid a remuneration for the same work under another provision.
§ 3
(1) In order to provide remuneration, organisations shall allocate funds to an approved wage fund or, where appropriate, to undrawn funds of that fund during the year, at an appropriate rate, to at least 5% of the annual wage fund. This appropriation is intended to cover expenditure on studies, meetings of experts, information and publications directly linked to the achievement of the objectives of the programme.
(2) The head of the organisation may allocate adequate funds for the remuneration fund to the managers and other staff of such organisations in the breakdown of the wage fund to subordinate organisations for the performance of the tasks which are of relevance beyond the subordinate organisations.
§ 5
Further conditions for the provision of remuneration and for the creation of remuneration funds shall be determined by the head of the organisation, as appropriate, in agreement with the relevant trade union body.
§ 6
The Decree of the State Commission on Finance, Prices and Wages No. 78 / 1966 Coll., on the provision of remuneration to staff of budgetary organisations is hereby repealed.
§ 7
This Decree shall take effect on 1 January 1969.
