on the method of making call signs, their use and the types of radio communication services for which they are required
The Ministry of Transport and Communications provides, pursuant to § 109 (2) of Act No. 151 / 2000 Coll., on Telecommunications and on the amendment of other laws ("the Act ') for the implementation of § 56 (8) of the Act:
For the purposes of this decree:
(a) radio broadcasting equipment (hereinafter referred to as "stations") - one or more transmitters or a set of transmitters and receivers, including equipment of their accessories, necessary for the performance of the radio communications service;
(b) fixed service - radio communications service between fixed fixed points,
(c) fixed station - fixed station,
(d) base station - ground station of mobile ground service,
(e) coastal station - ground station of maritime mobile services or radio telephone services on inland waterways;
(f) air station - ground station of air moving service,
(g) mobile ground station - ground mobile service station intended for use in motion or at stops in non-predetermined places;
(h) by ship's station - a mobile station for maritime mobile services or radio telephony services on inland waterways located on a vessel which is not permanently connected to land;
(i) by an aircraft station - a mobile station on board an aircraft;
j) Amateur radio communication service station - Amateur radio communication service station, 1)
(k) maritime mobile service - radio communications service between coastal stations and between marine stations for the purpose of ensuring the safety and operation of maritime navigation;
(l) radio telephony service on inland waterways - radio communication service between ships' stations and coastal stations or between coastal stations serving to ensure the safety and operation of inland navigation.
Call signs
(1) Operators of stations operating on the territory of the Czech Republic and operators of stations of Czech entities operating outside the territory of the Czech Republic shall use call signs when broadcasting except in the cases referred to in paragraph 4. The call sign is any station registration to allow identification during the broadcast.
(2) The call sign is assigned to the station operator in the permit to operate the radio broadcasting equipment.
(3) The call signs are international and national according to the way in which the station is used as set out in paragraph 1.
(4) Without the call sign it is possible to operate
(a) stations for the control of models and toys, medical radioprobes and equipment intended to transmit control or measurement signals by means of an electromagnetic field generated by such equipment;
(b) stations operated under a general licence;
(c) other stations where the Czech Telecommunications Office (hereinafter the Office) does not insist on operating with a call sign.
Allocation of call signs
(1) The Office shall not assign the same call sign to two or more station operators.
(2) The Authority will not assign calling signs which could be confused with distress signals (SOS / MAYDAY), pilot signals (XXX / PANPAN), security signals (TTT / SÉCURITY) or code abbreviations of Q-code. The Q-code is the code group of three letters starting with the letter Q, which has a specific, internationally agreed meaning.
(3) When allocating the call sign, the Office shall take into account the applicant's proposal to assign a call sign applied for the authorisation to operate radio broadcasting equipment. If the Authority has already assigned the requested call sign or if this is useful in identifying different groups of station users, the Authority shall decide on the allocation of the call sign from the previously unused call signs.
Use of call signs
(1) The station operator sends a call sign at the beginning and end of the broadcast. If the connection lasts longer than five minutes, the operator shall assign his own call sign after five minutes.
(2) The station operator shall transmit call signs in such a way that they can be captured together with the basic transmission without any special devices.
(3) If the station operator uses a superimplanted international call sign, it shall be preceded by a Q@-@ code QTT. The supersign is additional information transmitted against the background of a useful signal that is not directly related to the content of the original transmitted information.
(1) In radio-telegraph operation, the station operator sends international call signs in the form of the Morse alphabet characters.
(2) In radio-writing operations, the station operator sends international call signs in the form of telegraph alphabet characters.
(3) In radio-telephony operation, the station operator shall pronounce the individual letters and figures:
(a) in the national service separately in Czech, the digits following the letters can also be spoken as collective numbers,
(b) in international service separately in English, according to the spelling table in the Annex.
The station operator shall pronounce verbal terms, names and names in national call signs as whole words. Imatriculatory signs of aircraft spell Czech or English according to spelling table. The number is expressed individually, for stations other than aircraft, it can also be expressed as a package number.
International call signs
(1) Operators of stations operating by radio, open to international public correspondence, amateur radio communication service stations, experimental stations and other stations which could cause harmful interference outside the Czech Republic, use international call signs. These stations shall not be assigned international call signs if their identity can be ascertained from the reception abroad by other means such as sound or visual content.
(2) Where an operator of fixed, ground or radio stations in an international service uses more than one frequency, the Authority may assign a different international call sign for each frequency (at the coastal station for each frequency group).
(1) International call signs consist of a combination of letters, letters and digits, where appropriate, and may be used

(2) In international call signs, the first two letters are always pairs of letters OK or OL. The numbers 0 and 1 cannot be used immediately after letters, except for call signs of amateur radio communications service stations.
(3) The Authority will assign for each type of station only international call signs established under the following principles:
(a) fixed stations: three letters, the first two being OK or OL, followed by a maximum of three digits,
(b) base stations: three letters, the first two being OL, for which no more than three digits may be followed,
(c) coastal stations: three letters, the first two being OL, followed by one digit,
(d) air stations: three letters, the first two being OK, followed by no more than two digits,
(e) moving ground stations:
1. either four letters, the first two being OL, and one digit (in radio-telephony and radio-telegraphic operation), as the third letter, the letters G, H, L, O, U and V cannot be used,
2. or the letters OL and four digits (in radio-telephony);
(f) ships' stations:
1. radio-telephony only: a pair of OL letters followed by four digits or one letter and four digits,
2. Other: four letters, the first two being OL and the third to be used for seagoing ships, letter G or H and for inland vessels, letter L, O, U or V;
(g) station on lifeboats: call sign of the mother ship and two digits,
(h) aircraft stations: five letters, the first two of which are OK, and the other three letters are identical to the letters of the aircraft's imitation mark;
(i) lifeboat stations: call sign of the parent aircraft and one digit;
j) amateur radio communication service station: OK0 to OK8 and one, two or three letters, or OL0 to OL9 and one, two or three letters,
1. call signs OK8 and two or three letters are assigned to foreigners transmitting from the Czech Republic,
2. call signs OK0 and two or three letters shall be assigned exceptionally only for exceptional purposes;
3. call signs OL0 to OL9 and one letter shall be assigned only for the purposes of international amateur races;
4. call signs OL0 to OL9 and two or three letters shall be assigned only for exceptional reasons and only for the duration of those reasons;
(k) test stations: OK9 and two or three letters.
National call signs
(1) National call signs are used by station operators working in national contact.
(2) As national call signs, the Office shall assign:
(a) a combination of letters and / or letters and digits, different from those used in international call signs, which may be used:

(b) one-word terms for which numbers may be followed, but words with vulgar content may not be used as words,
(c) the names of the stations, the local names or the names of the operators for which they may follow the figures;
(d) for aircraft stations:
1. an international call sign of an aircraft station preceded by either a radio-telephonic abbreviation of the aircraft operator or an aircraft type designation;
2. radio-telephonic abbreviation of the aircraft operator, under which the serial number of the flight is included;
3. imatriculation mark or special aircraft brand,
(e) call numbers or signal stations for selective calls.
(3) If the station operator uses more than one frequency, the Authority may, in agreement with the operator, assign a different call sign for each frequency.
Transitional provisions
(1) The validity of other call signs allocated under existing legislation is unchanged.
(2) A call sign assigned by the Authority to an operator under existing legislation which is contrary to the provisions of this Decree may be used for a maximum period of 6 months from the date of application of this decree, unless another call sign has been assigned to the operator by that time.
Repeal
The Federal Ministry of Communications No 14 / 1972 (Regulation No 11018 / 71-R / 1) on call signs of radio stations registered in the amount of 6 / 1972 Coll.
Efficacy
This decree shall take effect on the day of its publication.
