on the security of state administration in the field of technical standardisation, metrology and state testing
The Czech National Council decided on this law:

ČÁST PRVNÍ

Preliminary provisions
§ 1
(1) The Office for Technical Standardisation, Metrology and State Testing (hereinafter referred to as "the Office") is hereby established as an Administrative Office based in Prague, which is subordinate to the Ministry of Industry and Trade (hereinafter referred to as "the Ministry"). The Office shall be an entity.
(2) The President shall be Head of the Office; its selection, appointment and appeal are governed by the Civil Service Act.
§ 2
State administration in the field of technical standardisation, metrology and state testing
(a) the Ministry;
(b) the Office.

Ministry of Technical Standardisation, Metrology and State Testing
(a) draw up a proposal for a concept of development for the sector;
(b) manage the Office and the Czech Metrology Institute;
(c) decide on appeals against decisions of the Authority. (2)
§ 4
Office for Technical Standardisation, Metrology and State Testing
(a) manage and safeguard metrology to the extent provided for by specific legislation, 3)
b) ensure the uniformity and correctness of specified meters and the measurement and performance of state metrology to the extent prescribed by law, 3)
(c) decide on appeals against decisions of the metrology authorities, 7)
(d) ensure the organisation of the preparation of the adoption of the technical regulations of the European Communities adopted by the Government Regulations;
(e) it contractually provides the tasks arising from the international treaties by which the Czech Republic is bound and the tasks resulting from the requirements of ministries and other central administrative offices.

Transitional and final provisions
§ 7
(1) Proceeds and outlays relating to specified meters and products subject to approval or mandatory certification by the Federal Office for Standardisation and Measurement according to existing regulations remain in force.
(2) Where it is indicated as a national service of an organisation having its registered office in the Slovak Republic in the yields or dimensions referred to in paragraph 1, an application for approval or compulsory certification of the Office shall be submitted.
§ 8
(1) Technical standards issued prior to the application of this Act in accordance with existing rules remain in force.
(2) Czechoslovak technical standards are considered Czech technical standards from the date of entry into force of this Act; the letter "ČSN 'is not changed.
§ 9
Authorisation and accreditation certificate 11) issued by the Federal Bureau of Standardisation and Measurement according to the existing regulations to entities based in the Czech Republic remain in force.
§ 10
Administrative acts issued under metrology and state testing legislation shall remain in force prior to the application of this Act.
§ 11
This Law shall take effect on 1 January 1993.
