Government Regulation
of 20 January 1956
on the organisation of forest management.
The Government of the Czechoslovak Republic orders pursuant to § 15 paragraph 1 of Act No. 12 / 1955 Coll.:
(1) Forest national assets are managed by regional forest administrations (hereinafter referred to as "regional administrations"), unless they have been transferred to the administration of another organisation of the state socialist sector.
(2) Regional administrations are economic organisations; are legal persons and are registered in the company register.
The provisions on national enterprises shall apply mutatis mutandis to regional administrations, unless otherwise provided for in this Regulation, in the case of regional administrations.
(1) Regional administrations operate, in particular, the cultivation, restoration and protection of forests, the extraction and transport of timber, the management of forest seeds and seedlings and the implementation of forest-technical meliorations, as well as the purchase of raw timber to the extent laid down in the Statute. They shall also conduct forest management; It runs in the forests which have been given to them.
(2) The management and joint matters are normally provided directly by the regional authorities, other activities being carried out through production units (plants).
(1) The plants operate in particular the cultivation, restoration and protection of forests, mining, removal and purchase of timber; may also be set up for the provision of specific forestry tasks.
(2) The races are separate accounting units with a turnover account for financing operations; the plants are not registered.
The legal situation, organisation, activity, management and management of regional administrations shall be regulated by the Minister for Forestry and the Wood Industry with the approval of the Government.
Regional administrations are established from the hitherto regional forest and forestry administrations and from the national timber mining enterprises which cease without liquidation. The Minister for Forestry and the Wood Industry shall determine the locations and districts of the regional administrations.
(1) In order to ensure the teaching and scientific tasks of forestry universities in close relation to the needs of the forestry sector, the Minister for Forestry and the Wood Industry will establish, in agreement with the Minister for Education, a special faculty forest economy to which he will transfer certain parts of the forestry national property to the administration.
(2) The status of the management of the facultative forest farms will be adapted by the legal nature, organisational integration and details of the operation of those farms.
(3) The Statute of the Management of Faculty Forestry Management is issued by the Ministry of Forestry and the Wood Industry in agreement with the central authorities involved.
(1) For the economic adjustment of forests they are established as a budget organization of the constitution for economic adjustment of forests, one for Czech regions and one for Slovakia.
(2) The Statute of the Institute will be issued by the Ministry of Forests and the Wood Industry in agreement with the central authorities involved.
Government Regulation No. 124 / 1951 Coll., on the organisation of state forests and national timber mining enterprises is hereby repealed.
This Regulation shall enter into force on 1 January 1956; they shall be carried out by the Minister for Forestry and the Wood Industry in agreement with participating members of the Government.
