Legal measures of the Bureau of the National Assembly
of 28 December 1954
on the State Service for Measures and Weights, on the State Service for Precious metals and on the testing of weapons and ammunition for civil use.
The Bureau of the National Assembly of the Czechoslovak Republic has decided on the following legal measure under Article 66 of the Constitution:

Oddíl 1.

Basic provisions.
§ 1.
(2) The task of the State Service for Precious metals is to determine the content of precious metals, to check their technical use and to assist in the performance of the tasks of the State Administration in the field of Precious metals.
(3) Testing of weapons and ammunition for civilian use ensures their technical reliability and safety.

Oddíl 2.

State services for measure and weight and state services for precious metals.
§ 2.
The Central Authority of the State Service for Measures and Weights and State Services for Precious Metals is the State Office for Measures, Weights and Expenses of Metals established by the Ministry of Finance. As its regional authority for the territory of Slovakia, the Slovak Office for Measures, Weights and Expensive Metals is hereby established in the context of the delegation of funds.
§ 3.
(1) The Head of the State Office for Measures, Weights and Expensive Metals is the President, who is subordinate to the Minister for Finance.
(2) The Slovak Office for Measures, Weights and Expensive Metals is headed by the President, who is subordinate to the Finance Officer; for the proper performance of the tasks of the Slovak measure, weight and precious metal office, he shall be responsible to the President of the State measure, weight and precious metal office, which shall also address proposals for his appointment and appeal.
§ 5.
Furthermore, the State Service for Precious Metals is a state testing facility for Precious Metals established by the Minister of Finance in an agreement with participating members of the Government. The state services are subordinate to the State Office for Measures, Weights and Expensive Metals.
§ 6.
The Government shall approve the organisation of the State Office for Measures, Weights and Precious Metals, the Slovak Office for Measurements, Weights and Precious Metals, the Circular and Racing Tasks and Weights and the State Exhibitors for Precious Metals, after an authority designated by it.
§ 7.
The President of the State Office for Measures, Weights and Expenses, Chairman of the Slovak Office for Measures, Weights and Expenses and other staff of these Offices, Circumstantial and Racing Tests, Measures and Weights, and State Expenses for Precious metals are civil servants; their personal office is the state office for measure, weight and precious metals, in Slovakia the Slovak office for measure, weight and precious metals.

Oddíl 4.

State service to precious metals.
§ 11.
(1) State services bodies for precious metals
(a) test and determine the content of precious metal in products, semi-finished products and alloys;
(b) carry out analyses of alloys for the content of precious metals, for compounds, solutions and waste for the content of precious metals, for the quantity of precious metal in gilded and silver-plated articles;
(c) issue findings, opinions and certificates of precious metals;
(d) carry out checks on gold and silver coins;
(e) check compliance with technical regulations on the use of precious metals;
(f) assist in measures in the field of registration, storage and consumption of precious metals and their economical use;
(g) carry out research and testing work in the field of precious metals;
h) prepare test reagents, melt gold and silver material and replace it with pure metal;
(ch) ensure that science is applied in the field of testing precious metals in production.
(2) The Minister of Finance may, in agreement with the participating members of the Government, extend the competence of the State Service for Precious metals by additional tasks.

Oddíl 5.

Testing weapons and ammunition for civilian use.
§ 12.
The Ministry of Engineering shall be responsible for the testing of weapons and ammunition for civil use; the Minister for Engineering may delegate that competence in whole or in part to the authorities designated by him.

Oddíl 6.

Implementing regulations.
§ 13.
(1) The Minister of Finance shall, in agreement with the participating members of the Government, issue detailed provisions for implementing the provisions of Sections 2 to 4, in particular:
(c) determine which precious metals and which articles containing precious metals are subject to compulsory examination, inspection and verification;
(d) determine the degree of purity of precious metals and the obligation to comply with them;
(e) establish the marks of precious metals;
(f) define in more detail the tasks of the public service bodies for measures and scales and public services for precious metals, as well as their rights and obligations;
(g) lay down the principles of management before state service bodies for measures and scales and public service bodies for precious metals.
(3) Minister for Engineering
(a) provide for testing of weapons and ammunition for civil use;
(b) lay down the obligations to be taken care of to ensure the technical reliability and safety of weapons and ammunition for civil use.

Oddíl 7.

Repeal, transitional and final provisions.
§ 14.
(1) The brand and punch directorates in Prague, the state punk council, the brand and punch directorates in Bratislava and the brand and punch offices are being cancelled.
(2) The State Office for Measures, Weights and Precious Metals and the Ministry of Engineering or the body designated pursuant to Section 12 shall, within the limits of the work plan of the repealed offices, assume an adequate number of their employees who are active in the field of take-over.
§ 15.
(1) They are repealed.
1. Regulation No. 228 / 1943 Coll., on the organisation of branding and punch services and testing of small arms,
2. Regulation No. 160 / 1944 Coll., on the organisation of offices and services subordinate to the brand and punk directorates,
3. § 43 of Act No. 2 / 1928 Coll., on the purity and punk control of platinum, gold and silver goods (punk law),
4. § 13 of Decree No. 215 / 1928 Coll., implementing the punk law and determining the beginning of its effectiveness,
5. Act No. 115 / 1940 of the Slovak Republic, on the offices of the brand and punk service,
and the provisions laid down therein.
(2) Other regulations still in force in the field of measuring and weighing instruments, precious metals and testing of small arms shall cease to apply from the date of the entry into force of the regulations issued for these fields under this legal measure.
§ 16.
This legal measure shall take effect on 1 January 1955; They shall be implemented by finance, engineering and construction ministers in agreement with participating members of the Government.
