DECLARATION
Chairman of the Czechoslovak Academy of Sciences and Minister of Education and Culture
of 11 November 1964
on the education of new scientists
The Chairman of the Czechoslovak Academy of Sciences and the Minister of Education and Culture, in agreement with the President of the State Commission for Scientific Aspects, the Chairman of the State Commission for the Development and Coordination of Science and Technology and the Heads of the other participating Central Authorities, shall, for the implementation of § 2 (2) (f) of Act No. 54 / 1963 Coll., on the Czechoslovak Academy of Sciences and pursuant to § 22 (2) of Act No. 58 / 1950 Coll., on Higher Education, as amended by Act No. 46 / 1956 Coll.:
Purpose and forms of training of new scientists
The purpose of the education of new scientists organised under this decree is to prepare a sufficient number of scientifically qualified workers with Marxist-Lenin's global opinion, capable of independent creative scientific work, actively involved in the efforts of the working people to develop our society in a universal manner and to move towards communism.
The preconditions for the education of new scientists are already established in schools where pupils and students are sought for theoretical activity and where their interest in scientific work is also encouraged. The Ministry of Education and Culture directs and organises youth selection and preparation of skills for creative work in science and technology in schools of all grades and types (especially in secondary education and universities). Students gifted for scientific work include universities already during their studies in differentiated preparation for scientific work. The research and development bases work together with universities in the care of talented higher-education students and involve them in scientific research work. The Ministry of Education and Culture is responsible for the placement of these students after graduating from the university according to the relevant regulations *).
(1) The education of new scientists is organised in the following basic forms:
(a) sound or external scientific aspiration;
(b) scientific preparation for work on planned research tasks.
(2) Education in all these forms consists of vocational studies, studies of marxism-leninism and language studies.
(3) Education is completed by the preparation of a candidate dissertation * *).
Training and maternity centre
(1) The education of new scientists takes place at the training centres of the Czechoslovak Academy of Sciences, the Slovak Academy of Sciences, universities and central bodies. Only those who provide a guarantee for quality education of new scientists can be considered as a training centre for a given field of science; a significant part of their thematic focus is worked in the field of science; a collective of excellent experts from that field is working on them and acting on them as trainers for staff qualified in § 14 (2). The Czechoslovak Academy of Sciences determines which scientific research centres of the central authorities are in the individual fields of science training centres. The Ministry of Education and Culture is designated by the university training centre.
(2) Training centres organise education in cooperation with participating scientific research institutes and in agreement with the relevant committees for defending candidate dissertation work.
(3) The training centre provides assistance in drawing up the study plan and on study questions to anyone preparing to obtain a scientific degree in the field in which the training centre is responsible for raising new scientists.
(4) If a worker is brought up for the needs of a particular workplace, that place of work shall be considered to be his / her maternity place of work. The maternity centre shall take part in dealing with important questions relating to the education of the worker, provided that they are provided for in other provisions of this Decree.
Education management and planning
(1) The Czechoslovak Academy of Sciences, in cooperation with the Ministry of Education and Culture, manages the education of new scientists according to the objective needs of science and technology and the entire national economy; determine the fields for the education of scientists, issue generally binding regulations for this area, check compliance with them, in terms of quality as well as the course and results of education and coordinate the activities of training centres.
(2) All central authorities shall monitor the stocks and needs of scientists in their departments, draw up draft plans for their education, taking into account long-term prospects and manage the implementation of such plans. They manage a subordinate training facility.
(3) The plan to educate new scientists is part of the State Plan for the Development of Science and Technology.
SCIENTIFIC ASPIRANTURE
Good scientific aspiration
(1) A sound scientific aspiration (hereinafter referred to as "aspirantura") generally lasts three years.
(2) The head of the training centre (*) may exceptionally allow the duration of the aspirant period to be extended by up to a year; if the scholarship is paid by the maternity centre, it can only do so in agreement with its manager (§ 40 (1)).
A. Admission procedure
(1) Training centres are usually occupied on the basis of bankruptcy or, exceptionally, on the basis of a proposal from the maternity centres, according to the training plan.
(2) The competition is announced by the head of the training centre with the designation of scientific disciplines.
Conditions of admission
(1) Candidates with higher education under 35 years of age may be admitted to the aspiration and have successfully passed the admission test.
(2) In theoretical fields * * *, university graduates may be recruited for scientific education directly after graduating from a university. Other aspirant candidates shall be required to have at least two years of successful experience in the selected or related field after completion of a university course; at least three years of experience is required in the clinical fields of veterinary medicine, in the clinical fields of medical practice at least three years of experience with a degree I certificate of specialisation. The head of the training centre may allow an exemption from the requirements of practice and its prescribed length depending on the nature of the field; However, the exemption may not be authorised in the clinical fields of medical or veterinary medicine.
(3) Graduates of higher education in the field of employment who have had successful experience in the field before and during the course of their studies may be recognised if such practice has been carried out on a site where the applicant has obtained the necessary overview and professional experience.
(4) The approval of the superior central authority is necessary for the admission of a foreign national to an aspiration.
(1) A candidate applying for admission to an aspiration following bankruptcy shall submit an application to the training centre within the time limit set by the bankruptcy and inform his employer accordingly.
(2) If a candidate is sent to an aspirant centre, he shall submit a proposal for the adoption of the head of the maternity centre after consultation with the bodies of the social organisations.
(3) The following documents shall be attached to the application or application:
(a) a CV with evidence of education, of existing professional experience, in the clinical fields of medicine, also a certificate of achievement of level I specialisation, or other documents, such as those from marxism-leninism, Russian and other world languages (§ 10 (4));
(b) a comprehensive political, moral and working evaluation and employer's comments on the application (for university graduates without experience speaking to the faculty), discussed with the applicant and with the social organisations; the evaluation shall also analyse the results of the current professional activity of the tenderer; If the complete evaluation of the candidate and the employer's observations are not immediately accompanied by the application, the training centre shall request it from the candidate's employer;
(c) a list of published and unpublished works of the candidate or expert opinions on such works.
Admission test
(1) All aspirants, regardless of whether they have applied for bankruptcy or have been proposed by the maternity centre, are taking the entrance exam at the training centre before the receiving committee. The purpose of the entrance exam is to verify in general, in a personal interview with the candidate, his assumptions for scientific work.
(2) For the admission examination, the candidate who otherwise fulfils all the conditions of admission shall invite the head of the training centre.
(3) During the examination, the candidate is to demonstrate greater skills and talents for the chosen field than the average university graduate; Furthermore, it is intended to demonstrate the knowledge of the foundations of marxism, including their practical application and knowledge of Russian and at least one other world language (German, English, French, Spanish or Italian) within the scope prescribed for universities. The acceptance test is oral and usually lasts for no more than two hours.
(4) On the basis of the documents submitted, the Admission Commission will refrain from verifying knowledge from the chosen field or from marxism- leninism or languages for candidates who are not required to take a candidate examination from these subjects during the aspiration (Sections 25 (3), 27 (3) and 28 (3)).
(1) The Reception Board shall consist of the Chair and, as a rule, two other members. The chair shall be the head of the training centre or its representative, other members shall be the trainer and a scientist or expert in the field concerned; that member is usually a representative of the relevant defence commission. In the event that the candidate takes the entrance exam from the basis of marxism-leninism, a member of the Admission Committee is also a member of the Marxism-Leninism Department. Where appropriate, members of the Reception Board shall also be staff of the Russian and second world languages, who shall verify the linguistic skills of the candidates and propose to the Reception Board whether the candidate is still required to take a candidate's examination of the languages. The acceptance test may also be attended by a representative of the maternity centre (§ 4 (4)).
(2) The Admission Board shall act on the outcome of the entrance examination in a private session by a majority of its members. In the event of a tie, the opinion shall be decided by the President. The overall assessment of the results of the acceptance test shall be expressed in terms of "benefit 'or" benefit'.
(3) At the same time, the Reception Board shall decide whether it is necessary for a candidate in a non-social field who has completed a university course on the basis of marxism-leninism and to carry out the examinations provided for in the curriculum there, to take a candidate examination from that subject. It shall also determine whether it is necessary for the candidate to take a candidate's examination of the languages.
(4) A record of the outcome of the admission examination shall be provided, where appropriate, in which the receiving committee shall make its recommendations for determining the subjects of the professional candidate examination and the individual study plan.
(5) After the examination, the chairman of the receiving committee shall notify the tenderer of the result and give him a written confirmation thereof. If the applicant fails to benefit, the President of the Commission shall give him brief notice of the reasons.
(6) If more than the planned number of new entrants has successfully passed the entrance exam, the receiving committee shall determine the order and declare them publicly. In determining the ranking, the receiving committee shall also take into account the practice and publication activities of the tenderers.
(7) A candidate who has not benefited from the admission test may repeat it not earlier than one year.
Acceptance as an aspirant
(1) The admission of applicants to the aspirant shall be decided by the head of the training centre or in agreement with the head of the maternity centre (§ 4 (4)).
(2) With the admission of a candidate to an aspirant, the training centre accepts the obligation to provide an aspirant with a scholarship and to cover other expenses (§ 40 (5)). In the case of a candidate to be raised for the needs of the maternity centre (§ 4 (4)), the latter shall accept that obligation.
(3) The employer shall open the employment relationship with the candidate admitted to the aspiration on the date of his or her entry into the aspiration. *) The starting date shall be determined by the head of the training centre in accordance with the operating conditions of the training centre, or in agreement with the head of the mother's centre of the aspirant (§ 4 (4)).
At the end of the admission procedure, the head of the training centre, or also the head of the maternity centre (§ 4 (4)), shall submit to its supervisory authorities lists of admitted aspirants with the data needed for the education record (§ 62); in the case of universities, also the Ministry of Education and Culture.
B. Professional management
Trainer
(1) The expert management of the aspirant is entrusted to the trainer.
(2) The trainers may be members of academia, doctors of science, professors, lecturees, managers and independent scientists. The head of the training centres, in the universities, after the scientific board of the faculty has spoken, are responsible for the role of trainers for the scientific staff meeting these qualification assumptions in the scientific fields where the training centre is intended for the training of new scientists. In order to assign trainers in other fields of science, the approval of the Czechoslovak Academy of Sciences is required, at the universities of the Ministry of Education and Culture. Exceptionally, other staff of the same scientific level as above may be entrusted as trainers. Their mandate also requires the approval of the Czechoslovak Academy of Sciences; in universities, the approval of the Ministry of Education and Culture.
(3) The trainers are appointed by the head of the training centre to individual aspirants. As a rule, more than five staff members should not be assigned to one trainer at the same time. Assemblers are assigned to a research group led by a trainer. The training centre of the aspirant is a scientific research facility where the aspirant trainer is responsible for performing this function.
(4) Aspirant management is part of the training duties of the instructor at the training centre in the management of a scientific research collective. Leadership of aspirants in higher education is included in teaching duties. *) The instructor is obliged to devote himself to education so that the aspirant is consistently led to creative scientific work, namely on the tasks of the training workplace. It sets up an individual study plan with the aspirant, elects, in agreement with him or with his or her maternity centre (§ 4 (4)), the subject of candidate dissertation and manages the work of the aspirant on the subject, proposes consultations with other experts (secondary trainers) as necessary, or inclusion in group scientific studies, sending an aspirant to an external workplace or abroad. It is responsible overall for the course of the aspirant study and proposes how the study is to be secured both factually and financially.
Secondary Trainer
The head of the training centre may, on a proposal from the instructor, appoint an aspirant of the secondary trainer for a specific period of time and substance, from the scientific or professional staff of the training centre, or with the prior agreement of their place of work and from workers working elsewhere.
C. Study
Study methods
During his education, he acquires aspirant methods of scientific work, deepens his knowledge of his field and theoretical knowledge of subjects of professional candidate examinations, improves his knowledge of marxism- leninism and languages, performs appropriate examinations and works on a candidate dissertation which is the result of his continuous and independent work in scientific work.
Study Plan
(1) The content of the study is determined in the individual study plan of the aspirant, which shall be approved by the head of the training centre on the basis of the instructor's proposal within two months of the admission of the aspirant to education.
(2) The study plan contains a fundamental line of work for the aspirant. This includes the most important tasks characterising the content and procedure of the study. The study plan shall be drawn up by the instructor with the participation of the aspirant; they must be adapted in such a way that the performance of the main tasks can be monitored on an ongoing basis within predetermined time limits and that they allow for a gradual improvement and adaptation according to the training process.
(3) The draft study plan shall be discussed by the instructor before submission to the head of the training centre in the department or department where the training is to be held and, where appropriate, with the maternity centre (Section 4 (4)), with which he will also agree specific conditions of cooperation in education.
(4) The study plan is binding on all stakeholders. If it needs to be amended for serious reasons, the amendment should be discussed in the same way as when approving the initial study plan.
Study of Marxism-Leninism
(1) The aim of the study of marxismus-leninism is to acquire knowledge of the special problems of Marxist theory and methods in close association with the professional focus of candidate work or field. The teaching of marxism-leninism focuses on aspects of the philosophical issue of the academic field of the aspirant (wherever the nature of the field admits it), on important issues of the socialist economy and on the lawfulness of contemporary social policy processes.
(2) The study of marxism-leninism is managed by the departments of dialectic and historical materialism of universities, where these departments are not set up, the departments of the bases of marxism-leninism, the Czechoslovak Academy of Sciences and the Slovak Academy of Sciences also own the organizational units (hereinafter referred to as the "departments'). If the training centre is outside the head office of the department responsible for managing the study of aspirants in marxism- leninism, the Ministry of Education and Culture may exceptionally allow the teaching of marxism- leninism to take place in another way, provided that the required level of teaching is guaranteed; in this case, the costs of teaching shall be borne by the relevant training centre or maternity centre (Section 4 (4)) for the aspirants of which the training takes place.
(1) For aspirants who do not take the Marxism-Leninism candidate exam (§ 11 (3)), the departments organise lectures, discussion evenings and meetings with experts who are philosophically engaged in methodological issues of modern science, qualified socialism economists and experienced workers of our political life. In doing so, the departments cooperate with the training centres so that world-wide and general methodological issues in the relevant scientific field become part of the expert leadership of the aspirant by the trainer and training workplace.
(2) For aspirants who take candidates' examinations from marxism-leninism, the departments organise the teaching of marxism-leninism in cooperation with the training centres, usually in two-semester courses. In agreement with the Czechoslovak Academy of Sciences, the Ministry of Education and Culture publishes a model thematic study plan on the general issues of this teaching.
(3) In order to assist aspirants in the field of social sciences who carry out written work for the test of marxism (§ 27 (4)), the departments organise consultations.
(4) The university lecturer will include individual aspirants in the study at the department immediately after the end of the admission procedure, at the request of the head of the training centres. In the study at the Academy of Sciences, the aspirants are enrolled by the head of the training centres through the office of the Presidium of the Czechoslovak Academy of Sciences or the office of the Bureau of the Slovak Academy of Sciences.
Language studies
(1) A language study will be attended by aspirants who, as decided by the Reception Commission (Section 11 (3)), have been ordered to carry out the language examinations and, optional, other aspirants who improve their language skills.
(2) Language studies depend on Russian and second world language studies, namely English, German, French, Spanish or Italian.
(3) The aim of language studies is to achieve such knowledge that an aspirant can discuss matters of his field with the necessary knowledge of professional terminology, use foreign language literature and listen to professional lectures. In addition, the aspirant should adopt the most common form of written speeches in his field (query, short report and summary, etc.).
(4) The Russian language and the second language are studied in the language cathedrals of universities, in the Czechoslovak Academy of Sciences and in the Slovak Academy of Sciences also in their own organisational units (hereinafter referred to as the "language departments") and in language courses within the popular universities of the Czechoslovak Society for the dissemination of political and scientific knowledge (hereinafter referred to as "folk universities"). *) Where there is a training centre outside the head office of a higher education institution or at the head office of a higher education institution where no language department is set up and no appropriate language course of the folk university is organised at the place of the training centre, the second sentence of Paragraph 18 (2) shall be followed by analogy.
(1) The inclusion of individual aspirants in language departments takes place mutatis mutandis in accordance with Paragraph 19 (4). In the language courses of popular universities, the aspirants report their training workplace.
(2) The Russian language and the second language are studied for the management of teachers for at least two hours a week in rings of two to five participants. The methodology, scope of lexical and grammatical requirements and teaching texts shall be determined by the Head of the Department with the approval of the Dean of the Faculty, the Czechoslovak Academy of Sciences and the Slovak Academy of Sciences with the agreement of the Scientific College of Languages within the framework of the guidelines issued by the Ministry of Education and Culture in agreement with the Czechoslovak Academy of Sciences.
(3) Once the candidate examination has been carried out, the trained worker may ask the department at which he has studied for individual consultations focused primarily on the technical terminology and the faculties of the field concerned.
Annual evaluation and other monitoring of education
(1) The head of the training centre is responsible for the scientific and pedagogical level of the education of aspirants at his training centre. It shall ensure that the best conditions are created for it and that it becomes a matter for the whole workplace, especially the department or department where the worker is trained. It shall ensure timely discussion of the study plan and topics of the candidate dissertation work, monitor and evaluate the work of trainers and shall convene, as appropriate, methodological meetings of trainers. It shall regularly inform the Constitutional (Scientific) Board of the outcome of the education.
(2) The head of the training centre shall conduct an aspiration at the end of each year on the basis of a written report by the trainers of the annual evaluation (attestation) of the studies of all aspirants, shall decide on the continuation of their education and, where appropriate, on the modification of the study plan according to the expected working status of the aspirant after completion of the study. The evaluation shall include representatives of the maternity centres (Section 4 (4)). The management of the training centre shall report on the outcome of the evaluation to the supervisor.
(3) The head of the training centre may, or in agreement with the maternity centre (§ 4 (4)), change the form of education during the training in justified cases if the conditions for the study of the worker are thereby more favourable.
Rights and obligations of aspirants
(1) Aspirant is a member of the department or department working group at the training centre. The Aspirant shall participate regularly in meetings at which scientific or pedagogical questions concerning the activities of the department or department are discussed and in their political and public work. It is entitled to use laboratories, cabinet, libraries, study publications and materials training the workplace to the same extent as the staff of the workplace.
(2) The Aspirant is obliged to carry out a conscientious study plan, hold candidate examinations and draw up a candidate dissertation at the dates set by that plan. He shall be responsible for the performance of his duties.
Provision of teaching discipline
(1) If an aspirant fails to fulfil, without serious reasons, the obligations arising from his study plan and from this decree, the head of the training centre will warn him.
(2) In the event of repeated negligence, the head of the training centre shall warn the aspirant and, if necessary, inform the maternity centre (§ 4 (4)).
(3) If an aspirant does not fulfil even after warning of his duty, the head of the training centre shall decide on the abolition of the aspirant after the instructor has expressed his or her or the maternity workplace (§ 4 (4)).
D. Candidate examinations and candidate dissertation
(1) Candidate tests shall consist of:
(a) a technical test;
b) Marxism-leninism test,
(c) Russian Language Test;
(d) testing from the second world language.
(2) Individual tests may be carried out in any order.
(3) If an aspirant has performed any of the candidate examinations before taking up an aspirant, for example in a university as part of the differentiated preparation of students for scientific work or according to the Decree of the State Commission for Scientific Aspects No. 198 / 1964 Coll., on the management of the award of scientific degrees, it shall not be held again during the aspiration; the professional examination only applies if the period of validity has not yet expired (paragraph 4).
(4) The period of validity of the candidate examinations is laid down in § 4 (4) of Decree No. 198 / 1964 Coll., on the Management of the Award of Scientific Awards. *)
Expert test
(1) The professional examination will be carried out by aspirant from the wider scientific basis of the field in which it is trained or also from related parts of other fields.
(2) An aspirant is held in his training centre.
(3) The aspirant cannot be exempted from the professional examination. The exemption is only possible under the provisions of Paragraph 25 (3).
(4) The examination shall be oral and written. The written examination depends on the preparation of a report on the subject as possible on the close topic of the candidate dissertation. The subject of the report shall be proposed by the instructor and approved by the head of the training centre, which may, where appropriate, forgive the written examination, in particular if the aspirant can submit published original works. The report shall be submitted by the aspirant to the President of the Examination Committee one month before the date of the oral examination.
(5) The oral test may be divided into partial tests. During the exam, the aspirant receives questions from individual subjects set for the professional examination, focusing on the issue of candidate dissertation. The oral test shall last for a maximum of two hours; if it is divided into partial tests, each of them shall last for no more than an hour.
(6) The list of subjects of the vocational examination will be published by the Czechoslovak Academy of Sciences in cooperation with the Ministry of Education and Culture and the State Commission for Scientific Aspects. * *) The subjects of the vocational examination will be determined in specific cases by the head of the training centre.
Test of Marxism-Leninism
(1) The test of marxism-leninism is to prove that the aspirant controls the foundations of marxism-leninism in all its components and that he has learnt knowledge of Marxist theory and methods, particularly for scientific work in his field.
(2) The examination shall be oral and, where appropriate, written. The oral exam shall take no more than 30 minutes.
(3) The Marxism-Leninism test is not conducted by an aspirant who is a graduate philosopher, historian, lawyer, economist or graduate of the University of Party - Institute of Social Sciences at the Institute of Social Sciences. It is also not held by an aspirant in the field of education, where some of the components of marxism-leninism are the subject of a professional candidate examination.
(4) Aspirants in the fields of social sciences to which the provisions of paragraph 3 do not apply shall take a test of marxismeninism in the form of written work to the extent customary for seminar work. The work should, as far as possible, be focused on methodological issues of the academic field of the aspirant. The evaluation will be carried out by the department in an interview with the aspirant. In other fields, the Marxism-Leninism Aspirant Exhibitors who did not study the basis of Marxism-Leninism at university and who did not perform the examination of Marxismus-Leninism there, as set out in the curriculum, and those to whom the Admission Committee ordered the examination of Marxism-Leninism (§ 11 (3)).
Language examinations
(1) By testing the Russian and second world languages, the aspirant is to demonstrate that:
(a) be able to speak on the subject of its field;
b) is able to read and translate fluently into the mother tongue an expert text from his field using dictionary during difficult expressions.
(2) The examinations of the languages are oral and each of them lasts a maximum of 30 minutes.
(3) Only an aspirant to which the receiving committee has ordered the examination to be carried out shall take the test from the relevant language. An aspirant who has passed a state examination from the relevant language or proves that that language is its mother tongue or that he has completed a secondary or university course at which that language was taught shall not take an examination from the respective language. It is also not held by an aspirant who specializes in the field of the language.
(4) The test of the language in question is carried out by an aspirant at the department which conducted this study.
For foreign nationals admitted to an aspiration, special arrangements shall apply with regard to the Marxism-Leninism examinations and language examinations. *)
Test Panel
(1) The examination panel shall consist of the Chair and at least two other members.
(2) The chair and the members of the examination committee shall be appointed by the chairman of the relevant defence committee on a proposal from the head of the training centre from experts in the relevant or related field with a scientific grade or with a scientific degree, and, exceptionally, from other staff of similar level.
(1) The examination committee for the Marxismus-Leninism and for the language examinations are composed of the President and two other members.
(2) The chairmen of the test committees shall be the heads of the relevant departments or their designated representatives.
(3) The other members of the committee shall be the instructor of the aspirant or his seconded representative and a member of the relevant department designated by the head of the department.
(1) The Examination Committees shall discuss the outcome of the examination in a private session and shall act by a majority of their members. In the event of a tie, the opinion shall be decided by the President.
(2) The benefit achieved in the test shall be expressed in two stages:
Good, bad.
(3) A record of the test and its outcome shall be drawn up, signed by the President and all members of the examination committee.
(4) The test panel shall issue a certificate to the aspirant of the result of the test.
If an aspirant does not benefit from a professional candidate's examination, it may only repeat it once, not earlier than three months after the date of the unsuccessful examination.
Candidate dissertation work
(1) Candidate dissertation must demonstrate competence for creative scientific work by addressing a scientific or scientific research task by which the worker has proven to control scientific methods, has deep theoretical knowledge and has brought new knowledge.
(2) The subject of the candidate dissertation is chosen by the instructor in agreement with the aspirant and, where appropriate, by his mother's place of work (§ 4 (4)) in such a way as to form part of or directly follow-up to a serious planned task, that it is the result of an effectively targeted scientific activity and that it is not only processed for a candidate's procedure and that the aspirant can work on it separately, even if it is a collective scientific work. The subject of the candidate dissertation is approved by the head of the training centre no later than the end of the first year of education. It may be determined in a framework and in the course of the solution, as appropriate.
(3) The course of work and its completion are gradually evaluated in the working group at the training centre.
(4) If the head of the competent department or department has approved a candidate dissertation, the aspirant shall submit it to the head of the training centre in order to give his consent to the defence.
(5) If the aspirant does not submit a candidate dissertation by the end of the determined period of the aspirant (even after its possible extension - § 6 (2)), it can then complete and surrender it only on employment.
E. Abort and end of aspiration
Aspiration interruption
(1) For serious reasons (in particular because of the taking up of a military basic service or maternity leave), the head of the training centre, or also in agreement with the maternity centre (§ 4 (4)), may suspend the aspiration. An aspiration interruption shall be notified by the head of the training centre to his superior authority.
(2) The total duration of the interruption of the aspiration must not exceed 18 months and 24 months in very exceptional cases. The period of interruption of the aspiration shall not be counted against the total period of aspiration set out in Section 6. The interruption of the aspirant is without prejudice to the requirements of the aspirants arising from the rules on sickness insurance and pension insurance (§ 39 (2)).
Successful completion of aspiration
(1) Aspirantura is successfully completed if the aspirant has carried out the prescribed candidate examination and has produced a candidate dissertation eligible for defence.
(2) Confirmation of successful completion of the aspirant shall be issued to the aspirant head of the training centre.
Location of aspirant graduates
The training centre recommends the aspirant after the successful completion of the education placement corresponding to his qualifications. However, if an aspirant has been raised for the needs of the mother's workplace (Section 4 (4)), it will recommend the placement of the aspirant at the same time as the preferred right for the aspirant to be placed on it.
