DECLARATION
of 19 May 2016
amending Decree No 33 / 2005 Coll., on language schools with the right to state language examinations and state language examinations
The Ministry of Education, Youth and Sports provides according to § 112 of Act No. 561 / 2004 Coll., on Pre-school, Basic, Medium, Higher Vocational and Other Education (Education Act):
Decree No. 33 / 2005 Coll., on Language Schools with the Law of State Language Examinations and State Language Tests, is amended as follows:
1. In Article 2 (1), the words "with an indication of the benefit 'are deleted.
2. In Article 4, at the end of paragraph 1, the sentence "The national language examinations shall correspond to the level B2 of the Common European Reference Framework for Languages, the national language examinations of the General Level C1 of the Common European Reference Framework for Languages and the state language examinations of the Special Level C2 of the Common European Reference Framework for Languages. 'is added.
3. Paragraph 4 (4) reads as follows:
"(4) The national language examination shall be public, except for the written part of the examination and the examination committee's deliberations on the evaluation of the candidate. The written examination shall be recorded in the Protocol on the written part of the examination and the oral examination shall be recorded in the record of the national language examinations. The protocol and record shall contain the signature of the Chairman of the Examination Committee. From the oral part of the state language examination special for the field of interpretation, an audible record of the oral expression of the applicant is obtained. '
4. In the first sentence of Article 5 (1), "a 'is replaced by" or'.
5. In Article 5, at the end of paragraph 3, the sentence "Invitation may be sent in writing or in electronic form 'is added.
6. In Article 5, the following paragraph 4 is added:
"(4) The language school publishes the terms of the oral part of the state language examination in a way that allows remote access."
7. In Paragraph 6 (2) (a), "CZK 4,000" is replaced by "CZK 5,000."
8. In § 6 (2) (b), the amount "CZK 6,000" is replaced by "CZK 7,000."
9. In Paragraph 6 (2) (c), the amount "CZK 8,000" is replaced by "CZK 9,000."
10. In Paragraph 6 (2) (d), the amount "CZK 9,000" is replaced by "CZK 10,000."
11. in Article 6 (4), the words "school rules" are replaced by the words "internal rules" and the words "school rules" are replaced by "internal rules."
12. in Article 7 (5), the words "teach the relevant foreign language" shall be replaced by the words "teach the relevant foreign language."
13. the Annex, including the title shall read as follows:

TEST RATE
for national language examinations in language schools with the right state language examinations
National language examination basic
(1) The content of the basic state language examination is focused on the topics of daily life in the language area and in the Czech Republic. The candidate shall be tested to demonstrate the ability to understand both spoken and written text and to express himself orally and in writing on the subjects concerned within the scope of the linguistic means provided for in the framework and school curriculum for the basic course at the language school; Knowledge of 2,000 to 2,500 lexical units is required.
(2) In the written part of the examination, the applicant shall be verified
(a) the degree of understanding of the foreign language text read to a total of 700-1000 words and a total length of 55-60 minutes;
b) the ability to compile messages in a foreign language in the total range of about 300 words and 85 minutes overall,
(c) the degree of understanding of the foreign language text to be heard for a total duration of 35-40 minutes;
(d) the ability to use selected language and lexical structures in a foreign language of at least 55 minutes' overall length.
(3) A period of 4 hours shall be set for the written part of the test. When verifying the skills referred to in paragraph 2 (a) and (b), the tenderer may use a dictionary.
(4) In the oral part of the test, which takes 15-20 minutes, the applicant shall be verified
(a) the ability to react promptly in normal situations of daily life;
(b) the ability to talk fluently about the subjects.
General national language examination
(1) The content of the general national language examination focuses on the topics of daily life and on the issues of political, economic and cultural events in the language area and in the Czech Republic. The candidate is to demonstrate a deeper knowledge and a greater degree of learning of a foreign language, to the extent of the linguistic means and knowledge set out in the framework and school curriculum for the primary and secondary course at the language school. Knowledge of approximately 4,000 lexical units is required. When applying for a test, the candidate shall submit a list of his own reading of literary works in the original language in the range of at least 500 pages.
(2) In the written part of the examination, the applicant shall be verified
(a) the degree of understanding of the foreign language text read to a total of about 1 200-1 400 words, a total of 55 to 60 minutes,
b) the ability to compile a communication in a foreign language or to freely process a topic in a foreign language in a total range of about 500 words, 85 minutes in total;
(c) the degree of understanding of the foreign language text being heard, of a total duration of 40 to 45 minutes;
d) the ability to use selected grammar and lexical structures in a foreign language in a total length of 55 to 60 minutes.
(3) A period of 4 hours shall be set for the written part of the test. When verifying the skills referred to in paragraph 2 (a) and (b), the tenderer may use a dictionary.
(4) In the oral part of the test, which takes 25-30 minutes, the applicant shall be verified
(a) the ability to react promptly and spontaneously in a foreign language in normal situations of daily life, fluently and in a language correct in a foreign language on the subject;
b) knowledge of the realms of the language region and of the Czech Republic in a foreign language,
(c) the ability to speak fluently and correctly in a foreign language of self-reading fiction in the original in the range of at least 500 pages.
State Language Exams Special
(1) State language examinations may be composed for translation or interpretation.
(2) The content of the state language examination special is aimed in a similar way to that of the state language examination general. The candidate is to demonstrate a deep knowledge and high level of learning of a foreign language, a certainty in language skills and competences specific to different fields within the scope of the framework and school curriculum for higher special courses of language schools. The knowledge of approximately 5 000 lexical units is required and the passive knowledge of another 2 000 to 3 000 lexical units from general and professional vocabulary, in particular from the field in which the applicant works.
State language exam special for translation
(1) The centre of gravity of the state language exam special for the field of translation is in its written part.
(2) In the written part of the examination, the applicant shall be verified
(a) the degree of understanding of the texts read to a total of 1,4001,500 words drawn from different functional styles;
b) the ability to translate a difficult general foreign language or professional foreign language text (even with a focus on the realms of the language area) in the range of 200-250 words into the Czech language,
c) the ability to translate 1-2 difficult general texts in a total range of 200 - 250 words into a foreign language;
d) the ability to draw up a summary of the Czech text about 500 words in a foreign language of 200- 250 words.
(3) A period of 4 hours shall be set for the written part of the test. When working, the candidate may use dictionaries or other manuals with the agreement of the Examination Committee. The written part of the exam can also be developed on the computer of the language school; In such a case, the language school shall ensure that the applicant does not have access to the Internet and the software is deprived of the expanding translation dictionaries.
(4) In the oral part of the test, which takes 25-30 minutes, the candidate shall be tested for skill
(a) to understand the speech heard, to react swiftly and to speak correctly on the subject in the political, economic, cultural and literary field and in the Czech Republic;
b) orally convert read text from foreign language to Czech language,
c) orally convert read text from Czech language to foreign language.
State language exam special for interpretation
(1) The centre of the state language exam special for interpretation is in its oral part.
(2) In the written part of the examination, the applicant shall be verified
(a) the degree of understanding heard by the texts with an emphasis on knowledge of the realms of the language region and the Czech Republic to a total extent of about 10 minutes;
b) skill to write in Czech concise reproduction of text heard in foreign language in the range of about 6 minutes (range of reproduction 150- 200 words),
c) the ability to write in a foreign language the reproduction of the heard Czech text in a range of about 6 minutes (range of reproduction 400-450 words).
(3) A period of 3 hours shall be fixed for the preparation of the written part. When verifying the skills referred to in paragraph 2 (c), the tenderer may use a dictionary.
(4) The oral part of the test, which takes 40-45 minutes, shall be verified
(a) the ability to speak quickly, fluently and in a language properly in a foreign language about the topics of political, economic, cultural and literary life in the region and in the Czech Republic;
b) the ability to consistently interpret spoken or reproduced speech from a foreign language into the Czech language,
c) the ability to consistently interpret spoken or reproduced speech from Czech to foreign language.
(5) The oral part of the examination shall record the oral expression of the tenderer.
Common provisions
(1) The language school shall ensure the fair, smooth and dignified conduct of national language examinations.
(2) The examination may be carried out by a candidate who appears duly to take part in the written or oral part of the state language examination in time according to the time indicated on the invitation sent in accordance with § 5 (3).
(3) The President of the Commission on State Language Examinations shall instruct the members of the Examination Committee to supervise the written part of the state language examination and to correct the written work of the candidates, the written part of the state language examination being corrected by at least two members of the Examination Board and shall confirm their signatures.
(4) During the written part of the examination, the chairman of the examination committee or the member designated by him shall ensure that the tenderers work completely separately. The time to start and end the written part of the test shall be recorded on the board. The duration of the stay of the candidate outside the examination room shall be noted in the report on the conduct of the written part of the examination.
(5) If the candidate has used illegal aids or otherwise seriously disturbed the course of the test, he shall be excluded from the test. This fact shall also be recorded by a member of the examination committee in a report on the content and course of the test. In that case, the tenderer shall not be entitled to reimbursement of the test payment.
(6) In determining the total result of the written part of the test, all its components shall be taken into account. The national language examination is also part of the evaluation of the individual parts.
(7) The results of the written part of the examination shall be communicated by the Chairman of the National Language Examinations Commission to the applicant in a verifiable manner at least one week before the beginning of the oral part of the examination; at the same time, the date of the oral part of the examination shall be communicated to the tenderers who have successfully completed the written part of the examination. The language school shall establish, by internal regulation, the method of handling and conditions of inspection of the candidate's test.
(8) Candidates with special educational needs who may influence their ability to conduct examinations will be appropriately adjusted by the school. The President of the National Language Examination Board shall decide on the modification of the test conditions and on the taking into account of the requirements. Health reasons are documented by medical confirmation.
(9) If the tenderer has failed the written part of the examination, the oral part of the examination may not be held.
(10) The oral part of the test shall be held at least 5 working days after the test in writing.
(11) After the oral part of the examination has been asked, the applicant shall be given time within 20 minutes for the personal preparation, except for the oral examination in the state language examination special for the field of interpretation. The specific oral questions of the examination shall be drawn by the tenderer.
(12) In the oral part of the test, which takes the form of an interview in the relevant foreign language, the applicant's speech may be stimulated by various graphic material, read text, spoken or reproduced expression or other. Candidates shall be given the possibility of a more coherent separate speech in a foreign language.
(13) The practical mastery of the language in its social functions is crucial for the assessment of the oral part of the exam. The pronunciation, intonation, overall dynamics of oral expression and knowledge of the realms of the countries of the language region and the Czech Republic are also taken into account. The classification of the oral part of the test shall be decided by the examination committee by voting.
(14) After evaluation of the oral part of the examination, the Commission shall determine the overall result of the state language examinations. The results of the written and oral part of the examination are decisive for determining the overall result of the state language examination. The result of the national language examination shall be communicated to the candidate by the chairman of the examination committee before the full commission on the day on which the candidate has carried out the oral part of the examination.
(15) Candidates who have failed the oral part of the national language examination may be allowed to repeat that part. The re-examination of the oral part of the test in the next test period will be authorised by the Commission for State Language Examinations by a candidate whose written part of the test is classified by a degree of benefit 1 - excellent or 2 - very well. The candidate shall pay the part of the payment specified for the oral part of the state language examination when repeated.
(16) The written work of all types of state language examinations and the phonograms of the oral expression of the candidates from the special interpretation language examination shall be stored for 2 years.
(17) Protocols on the written part of the state examination and Records on the state language examination shall be filed for 45 years under the Charter and File Service Act. '
Efficacy
This Decree shall enter into force on 1 July 2016.
