Law on private teaching in the field of art

about private teaching in the field of art.
The National Assembly of the Czechoslovak Republic decided on the following Act:
§ 1.
Private teaching in the field of art means all teaching in individual fields of art provided in return for payment, with the exception of teaching in schools established by the State, popular associations or a unified trade union organisation.
§ 2.
(1) In private, only those with competence in the relevant field of art may teach individual fields of art at the permission of the District National Committee, without the mediation of the teachers involved.
(2) Private teaching may only be publicly announced as "private teaching" together with the name of the teacher and of the subject, as stated in the permission of the District National Committee.
§ 3.
The District National Committee shall withdraw the right to private education from the person,
(a) which is excluded from entry into permanent electoral lists;
(b) whose teaching activity shows gross shortcomings;
(c) which do not commence teaching within one year of being granted authorisation;
(d) which does not teach for more than one year, unless it is a case of particular concern.
§ 4.
The regulations on professional competence to teach individual subjects of art, the granting and withdrawal of privileges to private teaching in the field of art shall be issued by the Minister for Education, Science and Art by regulation.
§ 5.
The Ministry of Education, Science and Art is responsible for the supervision of private teaching in the field of art.
§ 6.
Persons who have been granted a right to private education in the field of art under the existing regulations before the date of application of this law may, within 3 months of the date of entry into force of the regulation issued pursuant to Article 4, apply for a right to private education under this law, otherwise their entitlement shall cease. Up to the final decision on the application, they may continue to teach.
§ 7.
Proceedings and omissions contrary to the provisions of this law or to the provisions laid down by it shall be punishable, if not by a more severe criminal offence, as an administrative offence by imprisonment (lock-down) within one month or by a fine of up to 10 000 Kcs or both. In the event of non-availability of the fine, a replacement prison sentence (lockdown) shall be imposed within one month, depending on the degree of guilt. If both punishments are imposed, the punishment shall not exceed one month, along with the prison penalty.
§ 8.
Order of 27 June 1850, No 309, concerning private teaching, expires for private teaching in the field of art.
§ 9.
This Act shall take effect on the day of its publication; It shall be carried out by the Minister for Education, Science and Art in agreement with participating members of the Government.
