Resolution of the Government of the Czech Republic on the adoption of crisis measures

ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 23 April 2020
on the adoption of crisis measures
Following the Government Resolution 194 of 12 March 2020, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, the Government declared emergency status in accordance with Article 5 and Article 5 (a) to (e) and Article 6 of Act No. 240 / 2000 Coll., on the grounds of health threats in connection with the detection of coronavirus / known as SARS CoV-2 / in the territory of the Czech Republic, and on emergency management and amending certain laws (Crisis Act), as amended, for the resolution of a crisis situation, the adoption of emergency measures, by virtue § 5 (c) and (e) and § 6 (b) respectively.
Government with effect from 24 April 2020
I. Orders
(a) to reside in publicly available places of no more than 10 persons, with the exception of members of the household, the pursuit of a profession, business or other similar activity, participation in the funeral, and to maintain a distance from other persons of at least 2 metres;
(b) to consume food, including beverages, in public at the point of sale, only where necessary for the need for the necessary refreshments, in the case of immediate consumption, and in such a case to withdraw from the shop, the window, etc., at least 10 metres;
II. Restricts sports at outdoor sports sites, parks, outdoor parks and other open spaces to take place under the following conditions:
(a) the wearing of respiratory protective devices (nose, mouth) which prevent the spread of droplets, except for outdoor sports sites where the sportspersons or a group of jointly sportspersons are separated from other persons by a physical barrier (e.g. wall or fence) or a distance of at least 2 metres;
(b) it shall jointly exercise a maximum of 10 persons, with the exception of members of the household, and shall maintain a distance of at least 2 metres during sports from other persons;
(c) the related indoor areas of the sport grounds, in particular common dressing rooms, washrooms, showers and similar facilities, in which the above conditions would not be met, except for the use of toilets, are not used, provided that the arrangements are set so that there are no more than one person present in the indoor areas; in such cases, however, provision should be made for increased hygiene measures, in particular hand disinfection, but also for places where hands are normally touched;
III. Orders
(a) for training athletes for whom sport is a gainful activity to comply with the following rules:
i. Training takes place at the outdoor sports grounds without public presence;
ii. there is only a group of jointly trained athletes at the sports site, which does not exceed 10 persons at the same time, and essential persons from the implementation team,
ii. a distance of at least 2 metres between athletes and other persons,
IV. Athletes at the time of training are not required to wear breathing protection (nose, mouth) to prevent the spread of droplets,
v. a container with disinfectant for hand disinfecting will be available at the sports site,
Vi. the related indoor spaces of the sport grounds, in particular common dressing rooms, washrooms, showers and similar facilities, are not used, except for the use of toilets under the conditions that a regime is set so that there are no more than one person in the indoor areas; However, in such cases, the implementation of increased hygiene measures, in particular hand disinfection, should be ensured, but also where the hands are normally affected,
vii. after completion of the training, regular disinfection of all training aids used will be carried out;
(b) to participate in a marriage ceremony in order to comply with the following rules:
(i) only the bridesmaids, their two witnesses, the person acting for a public authority or the person acting for an authority of a competent church, the matricorn and no more than four other persons participate;
i. engaged persons are not required to wear a protective respiratory device (nose, mouth) during the wedding ceremony to prevent the spread of droplets;
(iiii. participants in the marriage ceremony shall respect a distance of at least 2 metres from other persons except household and fiancé members;
IV. After the marriage ceremony, disinfection of all used devices is carried out;
those rules shall apply mutatis mutandis in the case of declarations by persons to join a registered partnership;
(c) to participate in the service in order to comply with the following rules:
i. services are attended at the same time by a maximum of 15 persons,
i. in the service space (church, congregation, etc.), the participants of the service shall keep a minimum of two metres apart, except for members of the household;
iii. the participants of the service must disinfect their hands before entering the service space,
IV. The participants in the service shall wear a protective respiratory device (nose, mouth) which prevents the spread of droplets, except when the Eucharist / Dinner of the Lord is accepted,
v. in the service of worship, greetings and blessings with holy water and similar ceremonies shall be omitted,
vi. the clergyman disinfects his hands at least before and after the beginning of the service, before serving the Eucharist / Dinner of the Lord,
vii. the length of service is not unnecessarily extended while maintaining liturgical regulations;
viii. the service space is properly ventilated after service and contact areas (handles, desks, etc.) are disinfected,
ix. restricted access of believers to other places in the church / congregation outside the main service space;
the same rules shall apply to weddings and baptism; churches / choirs outside services remain open for personal prayer and individual spiritual care;
(d) to participate in the federal activity in order to comply with the following rules:
- not more than 10 persons shall attend meetings of the body of the association or any other federal meeting at the same time,
- at least 2 metres between participants,
- a container with a disinfectant for hand disinfection will be available.
