DECLARATION
of 17 July 2007
laying down rules on heating and the supply of hot water, specific heat energy consumption indicators for heating and for the preparation of hot water and requirements for the fitting of indoor thermal equipment of buildings by instruments regulating and registering the supply of heat energy
The Ministry of Industry and Trade provides pursuant to § 14 (5) of Act No. 406 / 2000 Coll., on Energy Management, as amended by Act No. 177 / 2006 Coll., ("the Act ') for the implementation of § 6a (9), (10) and (11) of the Act:
Subject matter
This decree implements the relevant regulation of the European Community1) and provides for:
(a) heating and hot water supply rules;
(b) specific heat consumption indicators for heating and hot water preparation;
(c) requirements for the fitting of indoor heat equipment of buildings by measuring and indicating techniques and equipment regulating the supply of heat energy to final consumers;
(d) the scope of the equipment of the internal thermal equipment of the buildings by means of apparatus registering the supply of heat energy.
Heating rules
(1) The heating season begins on 1 September and ends on 31 May of the following year.
(2) The heat energy supply shall be started in the heating season when the average daily outdoor air temperature falls below + 13 ° C at the appropriate location or location in two consecutive days and, according to weather trends, no increase above + 13 ° C for the following day is expected.
(3) The average daily outdoor air temperature is a quarter of the sum of outdoor temperatures measured in the shade, excluding the effect of radiating the surrounding areas at 7: 00, 14: 00 and 9: 00, the temperature measured at 21.00 hours is calculated twice.
(4) The heating of apartments and non-residential spaces in residential and non-residential buildings shall be restricted or interrupted in the heating season if the average daily ambient air temperature at the appropriate location or location rises above + 13 ° C on two consecutive days and the weather trend indicates that the temperature is not expected to fall for the following day. The heating limitation shall be carried out in such a way as to comply with the requirements of their thermal attenuation ensuring room thermal stability. If the average daily outdoor air temperature falls below + 13 ° C, the heating is restored.
(5) If at least two-thirds of final consumers agree, heating takes place outside the heating season, if this is required by the process of outdoor temperatures, and if technical and supply conditions so allow.
(6) During the heating season, the apartments are heated between 6.00 and 22.00 hours and the other spaces at the time of their operation so that the average indoor air temperatures achieved provide the calculation temperatures of the indoor air determined by the building project.
(7) The calculation temperature of the internal air determined by the project is the resulting temperature, which takes into account the influence of the radiance of the surrounding walls in addition to the indoor air temperature. The check of compliance with the internal air calculation temperature shall be verified by a ball thermometer.
(8) The average indoor air temperature in heated rooms shall be measured by a thermometer shielded from the radiance of the surrounding surfaces and the effect of the sun, and shall be one quarter of the sum of the indoor air temperatures measured in the middle of the floor plan of 1 m above the floor surface layer at 8.00, 12.00, 16.00 and 21.00.
(9) During the period from 22.00 to 6.00 am, heating of accommodation rooms and in the non-operational time of other heated spaces shall be restricted or interrupted in the short term to the extent necessary to comply with their thermal attenuation requirements ensuring the thermal stability of the rooms (2).
(10) During heating, in accordance with paragraph 6, in accommodation rooms and in other spaces with similar use equipped with a heating body, the corresponding average indoor air temperature measured by the thermometer shielded from the radiance of the surrounding areas and the effect of the sun on the number of indoor air calculation temperature determined by the project
(a) higher by 1 ° C in a room with one outer wall; or
(b) higher by 1,5 ° C in a room with two outside walls; or
(c) higher by 2 ° C in a room with three or more exterior walls; or
(d) additionally higher by 1 ° C in the room in cases where the transparent filling area of the outer openings exceeds half of the total surface area of the outer walls and roof (ceiling), if there is an opening.
(1) Heating to higher average indoor air temperatures in heated rooms is possible in the case of flats, provided that more than two thirds of the tenants, final consumers or owners of such flats are required and provided that the indoor temperature limits are not exceeded in the apartments or non-residential areas.
(2) The limits of the average indoor air temperatures for flats and non-residential spaces in residential and non-residential buildings are due to an increase in the average indoor air temperatures determined in accordance with the principles set out in Sections 2 (6), 2 (10) and 3 (11) by 2 ° C, or, where appropriate, temperatures determined in non-residential areas by technological regulations or by established expert expertise.
(3) Common heated spaces in residential buildings and non-residential spaces in residential and non-residential buildings are heated during the heating season at the time of their operation to ensure the calculation temperature of the internal air as determined by the building project.
(4) The heating of non-residential spaces in residential and non-residential buildings shall be restricted or interrupted on days when they are not operated to meet the requirements of their thermal attenuation ensuring room thermal stability.
(5) The calculation temperatures of internal air and relative humidity in heated rooms are set out in Annex 1 to this Regulation.
(6) Planned repairs, maintenance and revision works which may cause the heating of buildings to be reduced or interrupted are carried out outside the heating season.
Rules for the supply of hot water
(1) Hot water is supplied year-on-year in order to reach a consumer outlet temperature of 45 ° C to 60 ° C, except for the possibility of a short-term decrease at the peak of consumption in the settlement unit (3).
(2) The delivery referred to in paragraph 1 shall take place daily at least between 6.00 and 22.00.
(3) The delivery to non-residential buildings shall be interrupted on the dates on which the buildings are not operated if technically possible.
(4) The unexceeded thermal energy consumption limits for hot water supplies correspond to the specific consumption for its preparation and to the supply increased by 50% compared to the values set out in Annex 2 to this Decree.
(5) A break in the supply of hot water outside the heating season due to planned maintenance within 14 days shall be agreed between the supplier and the customer, who shall notify it at least 10 days before the start of the service to all final consumers.
Measurements of heat energy consumption for heating and hot water use in new or modified buildings
(1) The indicators of heat energy consumption for heating and hot water preparation of flats, non-residential areas and common areas of residential buildings, referring to 1 m2 of floor area of new or new buildings, for which a change has been completed affecting all the thermal and technical characteristics of the building after 1 January 2002 and, where appropriate, 1 m3 of prepared hot water, are set out in Annex 2 to this Decree.
(2) The heat energy consumption indicators for heating and hot water preparation of non-residential buildings shall be determined individually as set out in Annex 3 to this Regulation, calculated in accordance with the specific legislation4).
Control of central heating and hot water preparation in the building
(1) The heating of residential and non-residential buildings is regulated
(a) by regulation of the parameters of the heat carrier, in particular according to the course of climatic conditions or outdoor air temperature in relation to indoor air temperature in the heated space or under load, unless it is already provided by its manufacturer or distributor, with the exception of heating from sources with solid fuel filling boilers;
(b) by self-regulation of part of internal equipment - zone control, where required by the location of the building with respect to the parties to the world, different thermal accumulation or different uses of its individual parts, in particular apartments and non-residential premises;
(c) individual automatic control equipment for individual heating appliances responding to changes in indoor temperature conditions and the occurrence of thermal gains, except where, for technical or safety reasons, this is not feasible, in particular for radiant heating, hot air heating, heating from sources of heat energy with solid fuel filling boilers;
(d) by regulating the pressure differential in the sampling heat equipment, if the internal heat energy distribution equipped with the individual regulation referred to in (c) so requires.
(2) The regulation of hot water parameters is carried out unless already provided by its manufacturer or distributor,
(a) by regulating the temperature of hot water within the range specified in the warm water supply rules;
(b) ensuring the required excess pressure necessary for a reliable supply in the building.
Measurement of heat energy and hot water in the unit of account
(1) The determination of the amount of heat energy in the case of its production within the unit of account shall be done by measuring in the boiler room or by determining the amount of fuel consumed and by calculating the amount of fuel of its average calorific value and the efficiency of the source.
(2) Measurement of the amount of hot water prepared in the unit of account shall be carried out by measuring the amount of water at the entrance to the heater. Hot water consumption of final consumers shall be evaluated on the basis of installation and subtraction of consumer water meters, if installed.
(3) Determination of the amount of heat energy for hot water preparation in the unit of account is carried out in the housing and non-residential building
(a) where hot water is prepared in a transfer station located in the building, by measuring the amount of heat energy at the entrance to the hot water heater, or by determining it from consumption outside the heating season,
(b) in the case of the preparation of hot water in a heat energy source (boiler) located in the building, the heat energy measurement may be replaced by the determination of the amount of fuel for its preparation (e.g. according to consumption outside the heating season), or by using a relative proportion of heat energy consumption for the preparation of hot water of 40% and for heating 60%.
(4) Measurement and indication techniques (5), applied to consumers in the unit of account, are installed for all consumers and are the same principle and execution.
Thermal energy supply equipment
(1) In buildings, the internal heating and internal cooling distribution shall be equipped if:
(a) enters and leaves the apartment or the non-residential space in one place, with a working meter designed to measure heat or cold according to the law on metrology at the point of entry of internal heating or internal cooling distribution into the apartment or non-residential space;
(b) entering and leaving an apartment or non-residential space in several places;
1. heating installations; or
2. a working meter designed to measure heat or cold according to the Metrology Act.
(2) An indicator for the distribution of heating costs is an indicator for the distribution of heating costs of rooms by heating bodies installed on each heating body, an indicator installed on the drain pipe from the heating body or an apparatus with an internal air temperature sensor in the heated space and the temperature of the outside air in heating days in a heating period with a permanent record of differences in these air temperatures over a time interval, the number of days in the heating period. The same types of indicators or devices with temperature sensors are always installed in the building.
(3) In the case of the joint preparation of warm water in the house, a hot water meter used to distribute the costs of the joint preparation of warm water in the house shall be fitted to the inlet pipes supplying each apartment or non-residential space with hot water in accordance with the Ordinance setting out the measuring instruments for mandatory verification and the measuring instruments subject to type approval.
(4) Paragraphs 1 to 3 shall not apply to cases where the heat energy costs for heating and the costs of the joint preparation of warm water in the house are not allocated.
Repeal
Decree No 152 / 2001 Coll., laying down rules on heating and the supply of hot commercial water, specific heat consumption indicators for heating and for the preparation of hot commercial water and the requirements for the fitting of indoor heat equipment of buildings by equipment regulating the supply of heat energy to final consumers, shall be repealed.
Efficacy
This Decree shall take effect on 1 September 2007.
