GOVERNMENT REGULATION
of 7 June 2000
laying down technical requirements for products with regard to noise emissions
The Government orders the implementation of Act No. 22 / 1997 Coll., on Technical Requirements for Products and on the Amendment and Addition of Certain Acts, as amended by Act No. 71 / 2000 Coll., ("the Act '):
§ 1
Subject matter
This Regulation shall apply from a noise emission point of view to:
(a) compressors, welding generators, electrical power supply sets, scooters, loaders, hoppers, dozers, tower cranes, mechanised hand-cutting and collecting hammers, if these products are intended for construction purposes;
(b) lawnmowers; and
(c) domestic appliances.
§ 2
Basic concepts
For the purposes of this Regulation:
(a) compressor - a motor-powered device for the circulation and compression of air, with the exception of a device providing air circulation at a pressure of transported air, which does not exceed the atmospheric pressure by 10%, and a device enabling the exhaust of air at a pressure not exceeding the atmospheric pressure from the enclosed space;
(b) welding generator - rotary device which produces electric current for welding;
(c) electric power supply - equipment containing a motor unit that drives a rotary generator that supplies electric current,
(d) grappling device - self-propelled equipment which can rotate the upper part at an angle exceeding 360 ° and which draws, lifts, transmits and empties the material either by moving a beam, handle and shovel, or by moving a shovel controlled by a rope of a retracting device, with an installed power of less than 500 kW;
(e) loader - self-propelled equipment which collects, lifts, transports and empties material by combining its own movements and movements of shovel, with an installed power of less than 500 kW;
(f) with the loader - self-propelled equipment that functions as a dredging device and loaders,
(g) Dozer - self-propelled equipment fitted with a fork, which primarily serves for the movement or spreading of material, with an installed power of less than 500 kW;
(h) tower crane - a mechanized lifting machine which, when operating, consists of a vertical tower with a beam attached to its upper part and which is equipped with means for lifting and launching suspended loads and for horizontal movement of such loads, by changing the loading radius, or by turning the beam, or by moving the whole device, and is designed to be carried out when the work for which it was built is completed;
(i) lawnmower - a separate motor-powered device suitable for the treatment of grassy areas by any kind of mowing, with the exception of equipment intended to serve agricultural and forestry purposes, and with the exception of equipment with wheels or a built-in towing element, if any, and a multi-purpose device with main drive elements of installed power greater than 20 kW;
(j) household appliances, dishwasher, washing machine and centrifuge, accumulation room heater, laundry dryer, fan and microwave, intended for domestic use.
§ 3
Noise emission limits
(1) The products set out in Sections 1 (a) and 1 (b) (hereinafter referred to as "specified products") shall not exceed the maximum permissible noise emission values expressed by means of the sound power level and, where appropriate, the sound pressure level specified in Annex 1 to this Regulation.
(2) The methods set out in Annex No 2 to this Regulation shall be used to determine the method of measuring noise emissions for specified products and for the surveillance referred to in Article 18 of the Act.
§ 4
Conformity assessment
(1) The requirements of Article 3 (1) shall be assessed for specified products by testing a sample (prototype) of a specified product authorised by a person.1)
(2) An Annex is attached to the application for a sample examination for each type of product determined. The formalities for the application for a sample examination, together with the model in the Annex thereto, are set out in Annex 3 to this Regulation.
(3) Where a sample (prototype) of the product complies with the requirements laid down in this Regulation by the Government, the authorised person shall issue a certificate of sample examination. The particulars of the certificate are set out in Annex 4 to this Regulation.
(4) Each product of a specific type corresponding to the sample tested shall be accompanied by a declaration of conformity, the particulars of which are set out in Annex 5 to this Regulation, and at the same time shall bear a visible and durable mark. Graphic processing of the mark and the indications on it are set out in Annex 6 to this Regulation.
§ 5
Indication of noise data
(1) Domestic appliances may be placed on the market only if the manufacturer or importer publishes in the instructions for use or in the guarantee note an indication indicating the sound power level emitted by those appliances and distributed by air.
(2) Where a domestic appliance is equipped with a label containing information on its technical characteristics, the indication referred to in paragraph 1 shall also be provided on that label.
(3) For the determination of the information referred to in paragraph 1 and for the verification of its truthfulness, the procedure for the determination of airborne noise emitted by household electrical appliances and similar purposes shall be that laid down in the Czech Technical Standard (2).
§ 6
Efficacy
This Regulation shall enter into force on 1 July 2001.

4. RITCHES, CARBERS, RITCHES-CARBERS, SURVEILLANCE
A / Sound power level emitted by dredges, loaders, dredgers and dozers and distributed by air, calculated under actual dynamic operating conditions, shall not exceed the maximum permissible sound power level A LWA in dB / 1 pW determined according to the net installed power P in kW, 1) as specified below:
(a) machines on the belt chassis (excluding strippers): LWA = 87 + 11 lg P,
(b) dozers, loaders and strikers on wheeled chassis: LWA = 85 + 11 lg P,
(c) Rifles: LWA = 83 + 11 lg P.
These relationships apply only to values greater than the basic maximum permissible sound power levels specified for these three types of machines in the following table. These basic maximum permissible sound power levels always correspond to the lowest net installed power values of each machine type.
For net installed power values less than those specified, the basic maximum permissible sound power levels according to graph B /.

METHODS FOR MEASUREMENT OF NOISE EMITTED BY CERTAIN PRODUCTS
1. METHOD OF MEASUREMENT OF NOISE EMPLOYED BY COMPRESOR AND HIGH AIR
1.1 GENERAL
This method is designed to measure the noise emitted by compressors. Compressors are called sound sources for the purpose of this method. Unless otherwise specified in each item, the values obtained by this method already include tolerances.
1.2 SCOPE
1.2.1. Noise type
This method is applicable to all types of noise emitted by the sound source.
1.2.2. Size of sound source
This method is applicable to sound sources of all sizes.
1.3 DEFINITIONS
1.3.1. Sound pressure level LpA
The sound pressure level LpA is the sound pressure level Lp of the mass function A.
The sound pressure level Lp expressed in decibels (dB) is defined by:

p - the effective sound pressure value measured at a specific point, expressed in Pa,
po - reference sound pressure efficiency 20 μPa.
Value of the sound level weighted by the weighting function A LpA expressed in dB is obtained by using frequency weighting A in the measurement chain.
1.3.2. Measurement area
Size measuring area S is the intended area surrounding the sound source on which the measuring points are placed (see paragraph 1.6.4).
1.3.3. Sound pressure level on the LpAm measuring surface
The sound pressure level on the LpAm measuring surface is the mean quadratic value of the acoustic pressures calculated using the procedure described in paragraph 1.8.4, of the sound pressure values found on the measuring surface.
1.3.4. Sound power level LWA
The sound power level LWA is the sound power level LW weighted by the weighting function A.
The weighted sound power level LW of the sound source expressed in dB is defined by:

Wo - reference sound power 10-12 W.
The value of the sound power level A, LWA, expressed in dB, shall be obtained by using the weighting filter A in the measurement chain.
1.3.5. Limit value of sound power level A, LWA
The limit value of the sound power level A, LWA, expressed in dB, is the maximum permissible value for the sound source.
1.3.6 Direction Index (DI)
The Direction Index (DI), expressed in dB, used in the application of this method, is defined by:

where
- LpAmax is the highest sound pressure levels found in the measuring points (see paragraph 1.6.4.2.) calculated according to 1.8.1.1., and corrected according to the guidelines set out in paragraphs 1.8.6.1, 1.8.6.3 and 1.8.6.4.,
- LpAm is the sound pressure level on the measuring surface determined in accordance with paragraph 1.8.4,
- 3 is the agreed additive.
In determining the LpAmax and LpAm values only specified measuring points shall be taken into account.
1.3.7 Foreign noise
Foreign noise is a noise consisting of background and parasitic noise.
1.3.7.1 Background noise
The background noise is any noise detected at measuring points which is not caused by the sound source.
1.3.7.2 Parasitic noise
Parasitic noise is any noise detected in measuring points which is caused by a source of sound but is not emitted directly by it.
1.4. CRITERIA USED FOR RESULTING RESULTS
1.4.1 Acoustic criteria for the environment
The acoustic criterion for the environment around the sound source is:
(a) the weighted sound power level of the LWA sound source; or
(b) weighted sound power level of the LWA audio source, supplemented by a directivity index (DI).
However, if the calculated weighted LWA sound power level is lower than the LWA1 sound power level limit, the directivity index (DI) shall be reported only for information.
1.5. MEASURING INSTRUMENTS
1.5.1. The instruments shall be capable of measuring the level of the effective sound pressure value weighted by the weighting function A. The level corresponding to the effective value shall be determined at the measuring point either by direct reading from the instrument or by calculating according to paragraph 1.11.
1.5.2 Measuring instruments
The following instruments shall be used to meet the above requirement:
(a) a sound meter complying with the relevant requirements of the CSN IEC 651, the time characteristics "Slow" ("Slow") must be set on the measuring instrument,
b) an integrator complying with the relevant requirements of ČSN EN 60804 which ensures analogue or digital integration of the signal square within a given time interval.
If instruments other than an accurate sound meter or a combination of such devices, such as integrators, are used in the measurement, all specifications of such devices shall comply with the relevant requirements of CSN IEC 651 and CSN EN 60804.
1.5.3 Microphone with cable
The microphone with cable shall comply with the relevant requirements of the ČSN IEC 651 and shall be verified for measurements in the free sound field.
1.5.4. Weight filters
A weighting filter which complies with the relevant requirements of IEC 651 shall be used.
1.5.5 Check of measuring instruments
1.5.5.1. Before the test, the acoustic characteristics of the whole instrument, i.e. measuring instruments including microphone and cable, shall be checked by means of an acoustic calibrator of at least 0,5 dB (for example, a piston). The apparatus shall be checked immediately after the completion of each series of measurements.
1.5.5.2. On-the-spot checks shall be supplemented by a more thorough verification carried out at least once a year in a specially equipped laboratory.
1.6. MEASUREMENT CONDITIONS
1.6.1. Purpose of measurement
No tools shall be attached to compressors during the measurement. At each measuring point, the sound pressure level caused by the discharge and discharge of the air from the external pipes connected to the air outlet valves shall be more than 10 dB below the compressor sound pressure level.
1.6.2. Operating conditions of the sound source when measuring
For the purpose of creating reproducible conditions and allowing the calculation of characteristic emission values of the sound source, the following operating conditions shall be complied with during the measurement.
Tests carried out at stress
The compressor shall be heated to a steady operating temperature within the range specified by the manufacturer. It shall operate at rated speed and nominal pressure. Rated speed and rated pressure are given in the operator manual transmitted to the customer. In these operating conditions the air flow shall be checked as specified in paragraph 1.12.
1.6.3. Measurement stations
The measuring positions shall be flat and horizontal. This position shall be up to the vertical projection points of the microphone positions and including these points from concrete or non-porous asphalt. The source of sound without wheels, mounted on skis, shall be placed on supports at a height of 0,4 m or at a height specified by the manufacturer in the installation conditions.
1.6.4. Measurement area, measuring distance, position and number of measuring points
1.6.4.1 Measuring area, measuring distance
The measuring surface used in the tests is a hemisphere.
The radius shall be:
- 4 m if the largest dimension of the sound source tested does not exceed 1,5 m,
- 10 m if the largest dimension of the sound source tested is greater than 1,5 m but not more than 4 m, or
- 16 m if the largest dimension of the sound source tested is greater than 4 m
1.6.4.2. Position and number of measuring points
(a) It shall be measured at 6 measuring points, i.e. points 2, 4, 6, 8, 10 and 12 arranged in accordance with paragraph 1.6.4.2.b. When testing the sound source, the geometric centre of that source shall be situated above the centre of the hemisphere. The x axis of the coordinate system by which the coordinates of the measuring points are determined is parallel to the main axis of the sound source.
b) Position of measuring points in the hemisphere with radius r
In the case of a hemisphere, in principle, 12 measuring points with the following coordinates are used (see Figure 2):

1.7 MEASUREMENT
1.7.1 Detection of the acoustic characteristics of the measuring site
The environmental conditions at the measuring site shall be re-checked prior to the measurement. The following factors shall be checked:
(a) foreign noise;
(b) wind effects;
(c) conditions such as vibration, temperature, humidity, barometric pressure,
(d) the acoustic characteristics of the test area;
(e) the reflection of sound from the obstacles at the measuring point which could affect the results of the measurements.
1.7.1.1 Foreign noise
Foreign noise is corrected only with respect to background noise. Parasitic noise shall not be taken into account.
Background noise measurement
The background noise in the measuring points shall be measured (see paragraph 1.6.4.2) with the sound source switched off (no sound emission). See also the method set out in point 1.7.2.
1.7.1.2 Wind speed and direction
The wind speed and direction shall be measured at a point above the measuring surface. The measures set out in point 1.8.6.4 below shall be taken into account.
1.7.1.3 Measurement of temperature, humidity, barometric pressure and other disruptive phenomena
Only interference affecting acoustic measurements in accordance with paragraph 1.8.6.3 shall be measured.
1.7.1.4 Acoustic quality of the measuring surface
