on compulsory reporting of live and stillborn fetus, death of the child within seven days of birth and death of the mother
According to § 4 (b) of Act No. 103 / 1951 Coll., the Ministry of Health provides for uniform preventive and therapeutic care:
For the purposes of professional supervision of mother and child care and the continuous improvement of such care, the compulsory reporting of each birth of a live and dead child, the death of a child within seven days of birth and the death of the mother shall be subject to compulsory reporting.
(1) The report shall:
(a) at the health care establishment where the woman or child has been treated, the head of the health establishment;
(b) outside a medical facility, a doctor or a female nurse who was present or subsequently arrived at a woman or child.
(2) If none of the persons referred to in the preceding paragraph is present at the time of termination of pregnancy, they shall notify the immediate medical establishment of the birth or death:
(a) an elderly person who, at the time of birth or death, was living with a woman or a child in the common household, or in whose apartment or house the birth or death occurred, or a household confidant;
(b) the head of the public institution (s) in which birth or death occurred;
(c) anyone who has known of birth or death or has found a child, fetus or dead mother and may have known, as the case may be, that the notification has not yet been made.
This notification shall be accompanied by a report by the head of the medical establishment.
(3) The report shall be submitted to the executive body of the national committee responsible for the management of the matrices and to the district paediatric expert.
(1) The birth of a live fetus is a complete expulsion or removal from the mother's body (regardless of the length of pregnancy) if the fetus breathes or shows other signs of life after birth, such as cardiac activity, cord pulsation or active muscle movement, even if the cord has not been interrupted or the placenta has not been dilated.
(2) For the purposes of demographic statistics, the live fruit is considered to be a live baby.
The birth of a dead fetus is the birth of a fetus whose death occurred before being expelled or removed from the mother's body (regardless of the duration of pregnancy). Death is demonstrated by the fact that the fetus does not breathe or show any other sign of life, such as cardiac activity, cord pulsation or active muscle movement.
Dead children and children who died within seven days of birth (less than 7x24 hours) are included in the perinatal mortality *).
The death of a mother is the death of a woman who has occurred in connection with pregnancy, abortion, childbirth or not.
The details of the processing and evaluation of the reports under Sections 1 and 2 shall be adapted by the Ministry of Health by the Directives.
Decree No 361 / 1952 of the Ministry of Health of the Czech Republic on compulsory notification of termination of pregnancy, death of children after birth and death of mothers and Directive of the Ministry of Health of the Czech Republic No 67 / 1959 Coll. on compulsory notification of termination of pregnancy, death of children within 10 days after birth and death of mothers.
This Decree shall take effect on 1 January 1965.

*) Perinatal mortality is an indicator of the number of stillborn children and children deceased within 7 days of birth per 1000 live born children.
