DECLARATION
of 13 April 2006
amending Decree No. 30 / 2001 of the Ministry of Transport and Communications Coll., implementing the rules on road traffic and the adaptation and management of road traffic, as amended
The Ministry of Transport provides, pursuant to § 137 (2) and for the implementation of § 5 (1) (d), § 10 (4), § 62 (5), § 63 (2), § 66 (3), § 67 (1) and (10) and § 68 of Act No. 361 / 2000 Coll., on road traffic and on amendments to certain laws (Road Traffic Act), as amended by Act No. 478 / 2001 Coll., Act No. 53 / 2004 Coll. and Act No. 411 / 2005 Coll.:
Decree No. 30 / 2001 Coll., implementing the rules on road traffic and the adaptation and management of road traffic, as amended by Decree No. 153 / 2003 Coll. and Decree No. 176 / 2004 Coll., is amended as follows:
1. In Article 5, the following paragraph 5 is added:
"(5) Transport marks and their columns, stands or structures, transport equipment and transport information equipment shall not be marked or placed in relation to a transport sign, transport equipment or transport information. ';
2. Paragraph 6 (3) reads as follows:
"(3) The prohibition, restriction or order resulting from the vertical road sign shall end at a more distant border of the nearest intersection unless it has previously been terminated otherwise; This does not apply to the restrictions expressed by the vertical road sign" Zone with traffic restrictions' (No IP 25a), which ends only with the vertical road sign "End of the zone with traffic restrictions' (No IP 25b), the vertical road sign" Living zone '(No IP 26a), the vertical road sign "End of the residential zone' (No IP 26b) and the vertical road sign" Walking zone '(No IP 27a), the vertical road sign "End of the pedestrian zone' (No IP 27b). '.
3. In Article 6, the following paragraphs 4, 5 and 6 are inserted after paragraph 3:
"(4) Marks governing the priority" Cross-roads with side roads "(No P 1)," Main roads "(No P 2)," End of main roads "(No P 3)," Take priority in driving! "(No P 4)," Take priority in driving a tram! "(No P 5) and" Stop, take priority in driving! "(No P 6) apply to the nearest intersection.
(5) If the method and arrangement of the permitted parking space is not marked by horizontal traffic signs, or if the traffic signs No IP 11a "Parking" up to IP 13c "Parking with a parking lot" are not valid otherwise, the traffic signs No IP 11a "Parking" up to IP 13c "Parking with a parking lot" 5 m before the border of the nearest intersection shall end.
(6) The validity of the transport mark No IP 11a "Parking" to No IP 13c "Parking with a parking meter" breaks the entry into or exit from places situated outside the infrastructure. "
Paragraph 4 shall become paragraph 7.
4. Paragraph 6 (7) reads as follows:
"(7) The temporary invalidity of the transport equipment, the transport mark or the part thereof shall be expressed by crossing or overlapping the orange-black stripe; However, in this way, the validity of the vertical road sign governing priority cannot be expressed. ';
5. In Paragraph 10 (1), at the end of the text in point (a), the comma is replaced by a semicolon and the words "the mark is always supplemented by the mark No P 4 or No P 6,"
6. in Article 12 (1) (h), the word "special" shall be inserted after the word "valid."
7. In Article 12 (1) (m), the words "mark No IP 12, where the symbol" O 1 "indicates a parking lot reserved under the special Regulation (6a), shall always be followed by the horizontal road sign" Reserved parking for a vehicle carrying a person severely affected or severely affected "(No V 10f)."
footnote 6a is replaced by the following:
"(6a) § 5 (2) of Decree No. 369 / 2001 Coll., on general technical requirements for the use of buildings by persons with reduced mobility."
8. in Article 12 (1) (v), in the part of the last sentence after the semicolon, the words "IP 20a and IP 21" are replaced by "IP 20a, IP 21 and IS 10d";
9. in Paragraph 13 (1) (t):
"(t)" Municipality "(No IS 12a), which marks the beginning of the municipality and informs about the name of the municipality; the mark expires on the mark No B 20a, ';
10. in Paragraph 13 (1) (u):
"(u)" End of the municipality "(No IS 12b), which indicates the end of the municipality; the mark shall cease to be valid with the mark No IS 12a and the mark No B 20a,"
11. in Paragraph 13 (1) (w):
"(w)" Territorial unit border "(No IS 14), which marks the border of the relevant cadastral territory of the territorial unit, for example the county; the mark shall not be supplemented by another text or emblem of the urban part, municipality, district or county, ';
12. in Article 14 (1) (d):
"(d)" stop "(No. IJ 4a), which is located in particular on the marker, indicates a stop for urban public transport vehicles and, if it is common with a stop for regular passenger services, a stop for regular passenger services, provided that the symbol of the public passenger vehicle is indicated in the sign; if the sign indicates TAXI, the stop is intended only for taxis; additional additional traffic information, such as timetables, line numbers, may be placed on the stop sign column, '.
13. in Article 14 (1) (e):
"(e)" Stop "(No. IJ 4b), which is located mainly on the label, indicates a stop for regular passenger services; the sign may contain the indication" STANDARD 'or the symbol of the bus or, where appropriate, the indication of the operator of the regular passenger service; additional additional traffic information, such as timetables, line numbers, may be placed on the stop sign column,'.
14. In Article 14 (1), at the end of the text of point (f), the comma is replaced by a semicolon and the words "the mark shall interrupt the validity of marks No B 28 and No B 29 and No IP 11a to No IP 13c," shall be added.
15. in Paragraph 14 (1), at the end of the text of point (g), comma shall be replaced by a semicolon and the words "the mark shall interrupt the validity of marks No B 28 and No B 29 and No IP 11a to No IP 13c," shall be added.
16. In Article 14 (1), at the end of the text in point (h), the comma is replaced by a semicolon and the words "the mark shall interrupt the validity of marks No B 28 and No B 29 and No IP 11a to No IP 13c," shall be added.
17. In Section 19, at the end of the text of point (b), comma is replaced by a dot and the following sentence is added: "On the tram belt, mark No V 7 can only be marked when the local or transitional road traffic adjustment is determined by light signals No S 9a, S 9b and S 15a to S 15g. A transitional change to the local road traffic adjustment may also be made by the contour of mark No V 7, '.
18. In Section 20, at the end of the text of point (a), the comma is replaced by a dot and the sentence "Transitional road traffic arrangements may only be carried out by the contour of mark No V 9a 'is added.
19. In Paragraph 21, the sentence "The reserved parking lot for a vehicle carrying a person severely affected or severely affected '(No V 10f) is always added to the symbol" Reserved Parking' No IP 12, where the symbol of designation No O 1 is given. ';

Acoustic signals
(1) The acoustic signals are used to orient blind persons at crossroads and crossing points for pedestrians controlled by light signals for pedestrians, at crossing points of a rail with infrastructure determined in accordance with the special Regulation (5a) and at points with two intermittently intermittent red lights.
(2) The signal for pedestrians with the sign "Stop!" (No S 9a), "The signal for pedestrians and cyclists with the sign" Stop! "(No S 11a) or" The signal of two intermittently intermittent red lights "(No S 13) is expressed by an acoustic (sound) signal of a frequency of about 1,5 Hz.
(3) The signal for pedestrians with the sign "Free" (No S 9b) or "The signal for pedestrians and cyclists with the sign" is expressed by an acoustic (sound) signal with a frequency of about 8 Hz.
(4) The meaning of light signals and acoustic signals must be identical, including time synchronisation.
(5) The acoustic signals at transitions have the sound of an intermittently switched relay (ticking) or short tone pulses with a frequency of 450 to 550 Hz. The acoustic signals of additional light crossing safety devices for crossing railway with pedestrian communication shall be of short tone pulses with a frequency between 900 and 1100 Hz.
(6) The acoustic signalling device shall be an integral part of the light signalling devices at the places referred to in paragraph 1. In places with acoustic signaling, construction technical adaptations shall be carried out according to the special Regulation 5b).
(7) The acoustic signalling device shall allow the blind person, who approaches the point (mast) with acoustic signaling, to distinguish safely if there is a signal in its direction for pedestrians with the sign "Stop!" or a signal for pedestrians with the sign "Free."

21. in Paragraph 26 (1) (e):
"(e)" Guide board "(No Z 5a to No Z 5d); guidance plates No Z 5a to No Z 5c guide traffic in the direction of slope of inclined lanes;" The central guide plate "(No Z 5d) separates the lanes and performs the function of a continuous longitudinal line. ';
22. in Article 26 (1), at the end of the text of point (q), the dot is replaced by a comma and the following point (r) is added:
"(r) transport safety devices, in particular shock absorbers and equipment for traffic safety and transport information."
23. In Paragraph 27 (1), the dot is replaced by a semicolon at the end of the text of point (d) and the words "Label No O 4 is 400 x 400 mm, is yellow-brown in colour and is visibly placed behind the rear window of the bus and on the right side behind the front window of the bus, and shall not limit the visibility at the front of the driver, '.
24. in Article 27 (1), the following point (e) is added:
"(e)" Marking of the vehicle of a practitioner on duty "(No O 5)."
25. After Paragraph 27, the following Section 27a is inserted:
Marking of seats equipped with a restraint system
(Paragraph 10 (4) of the Law)
(1) For each vehicle seat of category M2 and M34) registered in the Czech Republic, which is equipped with a restraint safety system, the pictogram 7 (No O 6) is visibly displayed, which may be supplemented at the top by the text "APPROACH TO BE."
(2) The base area of the pictogram is a circle of blue color and a symbol of the figure which is made by the color white. The diameter of the pictogram circle shall not be less than 7,5 cm. The image of the pictogramm7 model is given in Annex 7a.
7) Article 2 (2) (b) of Council Directive 91 / 671 / EEC of 16 December 1991 on the approximation of the laws of the Member States relating to the compulsory use of safety belts in vehicles of less than 3,5 tonnes, as last amended by Directive 2003 / 20 / EC. "
Article 26 (34), including the title, reads:
Transitional provision
Transport signs and transport equipment under the legislation in force on 30 January 2001 which do not comply with this Decree by their implementation shall be valid until they are replaced by the signs and the transport equipment in accordance with this Decree until 31 December 2007 at the latest. '
27. in Annex 3, point (5) (a), "Lane restrictions" is replaced by "IP 21a" by "IP 21."
28. In Annex 6, the image and the name of the symbol "Z 5d Guide plate centre."

30. In Annex 7, the figure "Marking the vehicle of a practitioner on duty 'No O 5 is added.
Marking of the vehicle of a practitioner on duty (No O 5)
Dimensions: White square size 150 mm x 150 mm. The upper part of the label, above the character, is the inscription "DOCTOR IN SERVICE" and at the lower part, under the character, the series and serial number of the label issued are given. The hologram is located in the upper right corner, under the sign "DOCTOR IN SERVICE." In the middle of the mark is placed a medical mark in blue. '
31. the following Annex 7a is inserted after Annex 7:
"Annex No. 7a to Decree No. 30 / 2001 Coll.
Model pictogram indicating the obligation to use the restraint system, as defined for vehicles of categories M2 and M3 (No O 6).
"
Transitional provision
Vehicles of categories M2 and M34) operated on the date of application of this decree shall be marked with the pictogram set out in Annex 7a to Decree No. 30 / 2001 Coll., as amended by that decree, by 31 December 2006 at the latest. Until 31 December 2006, the operator shall inform the transported persons of the obligation to use the restraint safety system.
(a) the oral information communicated by the driver of the vehicle, the conductor, the guide or the person designated as the head of the group of persons being carried; or
(b) audiovisual means.
Efficacy
This Decree shall take effect on 1 July 2006.
