amending Decree No. 389 / 2011 Coll., on the implementation of certain provisions of the Act on aid in material distress, as amended by Decree No. 277 / 2022 Coll., Decree No. 410 / 2023 Coll., on the establishment of electronic communications for humanitarian benefit purposes, and Decree No. 411 / 2023 Coll., on the establishment of electronic communications in the field of state social aid

The Ministry of Labour and Social Affairs provides, pursuant to Section 80 of Act No. 111 / 2006 Coll., on aid in material need, as amended by Act No. 382 / 2008 Coll., Act No. 366 / 2011 Coll. and Act No. 407 / 2023 Coll., pursuant to Sections 7 (1) and 8aa (2) of Act No. 20 / 2022 Coll., on measures in the field of employment and social security in connection with the armed conflict in the territory of Ukraine caused by the invasion of Russian forces, Act No. 75 / 2023 Coll., Act No. 271 / 2001 Coll., and Act No. 63, Act No. 117 / 1995 Coll., Act No. 552 / 2005 Coll., Act No. 269 / 2007 Coll., Act No. 242 / 1997 Coll., Act No. 132 / 2000 Coll.

Amendment of the Decree on electronic communications for the purposes of humanitarian aid

Čl. II

Decree No 410 / 2023 Coll., establishing electronic communication for the purposes of the humanitarian benefit, is amended as follows:

1. In Section 1, the text "No 1 'is inserted after the word" Annex'.

2. After Paragraph 1, the following Section 1a is inserted:

„§ 1a

Specifications of communication between the Regional Branch of the Labour Office and the Money Institute and the format, content and structure of the data message

The specifications for communication between the Regional Branch of the Office of Labour and the Bank, the branch of a foreign bank, a savings and credit cooperative, an electronic money institution, a branch of a foreign electronic money institution, a small-scale electronic money issuer, a payment institution, a branch of a foreign payment institution or a small-scale payment service provider (hereinafter referred to as the "money institution ') and the format, content and structure of the data report are set out in Annex 2 to this Regulation. All changed XML files are sealed with a qualified electronic seal (" the seal ").'

3. In point A (2) (a) of the Annex, the words "System for the Management of Identity and Mandate of the Czech Social Security Administration 'are replaced by the words" Electronic Services' of the "Full Power Administration 'of the Czech Social Security Administration.

4. In the Annex, point A at the end of paragraph 3, the words "or a data box of the person authorised by the employer through the electronic service" Full Power Administration "of the Czech Social Security Administration."

5. The Annex shall be renumbered Annex 1 and Annex 2 shall be added as follows:

Specifications of communication between the Regional Branch of the Labour Office and the Money Institute and the format, content and structure of the data message

A) Specifications of communication between the Money Institute and the Regional Branch of the Labour Office

1) The Regional Branch of the Labour Office will send a written request as a message containing the call document and the XML file from the Regional Office of the Labour Office data box to the Money Institute data box. Only the text "XMLOPHNSOC 'shall be inserted by the Regional Branch of the Labour Office in the subject of the data message.

2) The Money Institute, at the written request of the Regional Branch of the Labour Office, will send a message with the XML file with the required data to the Data Box of the Regional Office of the Labour Office from the Money Institute Data Box. To create an XML response file, the money institution uses its own technical means. Only the text "XMLOPHNSOC 'shall be inserted into the subject of the data message.

B) Format and structure of the data message

The data message for communication between the Regional Office of the Labour Office and the Money Institute is exclusively in XML format. XML file is encoded in UTF-8. The name of the file shall consist of the regional branch code of the Labour Office, the money institution code and the unique identifier created by the regional branch of the Labour Office in the creation of the query, according to the following rules:

Amendment of the Decree on Electronic Communications in the Field of State Social Support

Čl. III

Decree No 411 / 2023 Coll., on the establishment of electronic communications in the field of state social aid, is amended as follows:

1. In Annex No 1, under point A (2) (a), the words "System for the Management of Identity and Mandates of the Czech Social Security Administration 'are replaced by the words" Electronic Services'.

2. In Annex 1, point And at the end of the text of paragraph 3, the words "or the data box of the person who is authorised by the employer through the electronic service" Full Power Administration "of the Czech Social Security Administration."

3. In Annex 2 (A) (2) (a):

"(a) A gas or electricity supplier's data box shall be used to send a JSON file with the required data.";
