DECLARATION
of 25 June 2013
setting out applications for allowances for aircraft operators and issuing greenhouse gas emissions permits
According to Articles 3 (7) and 13 (8) of Act No. 383 / 2012 Coll., the Ministry of the Environment provides for the conditions of greenhouse gas emission allowance trading ("the Act '):
Subject matter
This decree implements the relevant provisions of the European Union1), following the directly applicable regulations of the European Union2) and provides for
(a) models of free allocation forms for aircraft operators;
(b) a model of the application form for a greenhouse gas permit.
Free allocation forms for aircraft operators
(1) The model of the application form for the allocation of allowances free of charge to the aircraft operator pursuant to Paragraph 13 (2) of the Act is set out in Annex 1 to this Decree.
(2) The model of the application form for allocation of allowances free of charge from the special reserve provided for in Section 13 (5) of the Act to a new aircraft operator pursuant to Section 13 (4) (a) of the Act is set out in Annex 2 to this Decree.
(3) The model of the application form for allocation of allowances free of charge from the special reserve provided for in Section 13 (5) of the Act to the aircraft operator pursuant to Section 13 (4) (b) of the Act is set out in Annex 3 to this Decree.
(4) The Ministry shall publish the forms referred to in paragraphs 1 to 3 in electronic form.
Application form for greenhouse gas permit
The model of the application form for authorisation for greenhouse gas emissions pursuant to Article 3 of the Act is set out in Annex 4 to this Decree. The Ministry publishes the model form in electronic form.
Efficacy
This Decree shall take effect on 1 August 2013.
