on the Agreement on Industrial and Technical Cooperation between the Czechoslovak Socialist Republic and the Belgo-Luxembourg Economic Union
On 10 October 1967, the Agreement on Industrial and Technical Cooperation between the Czechoslovak Socialist Republic and the Economic Union of Belgo-Luxembourg was signed in Brussels.
Pursuant to Article 11 thereof, the Agreement entered into force on 3 May 1968.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
on industrial and technical cooperation between the Czechoslovak Socialist Republic and the Belgo-Luxembourg Economic Union
Government of the Czechoslovak Socialist Republic and
Government of the Kingdom of Belgium on its behalf and on the basis of agreements concluded on behalf of the Grand Duchy of Luxembourg
in order to develop economic relations, they agree as follows:
The Parties undertake to promote and support the development of industrial and technical cooperation in all sectors of the economy of their countries, in particular industry.
In order to achieve the objectives referred to in Article 1, the Parties shall promote:
(a) cooperation between industrial enterprises in order to exploit production capacities, the mutual assembly of products and the joint production of equipment;
(b) cooperation to develop projects and the construction of industrial enterprises;
(c) the transfer of patents and production licences;
(d) joint management of scientific and technical research between undertakings and industrial organisations for the purpose of possible technical and economic use;
(e) the exchange of technical documentation between industrial undertakings;
(f) the exchange of publications and technical films;
(g) organising consultations and conferences among experts;
(h) organising internships in industrial enterprises and organisations engaged in applied research.
The competent authorities for the management of science and technology in the Czechoslovak Socialist Republic and the Belgo-Luxembourg Economic Union will examine the possibilities for carrying out joint scientific research in the field of technology and take appropriate measures to specify it.
The Joint Commission, composed of representatives designated by both Parties, will be set up to implement this Agreement and to address the issues arising therefrom.
The Joint Commission will meet alternately in Prague and Brussels, as a rule once a year. Its task will be to address the programmes and proposals put forward by both Parties to guide industrial and technical cooperation between them.
Representatives of economic organisations, research institutes dealing with applied research, companies and undertakings may be invited to participate in the meetings of the Joint Commission.
The Joint Commission shall present to the competent authorities fundamental problems relating to industrial and technical cooperation between the Parties, as well as fundamental issues relating to the Commission's activities, together with proposals to address them.
Contracts and arrangements governing cooperation under this Agreement shall be concluded in accordance with the laws and regulations in force in the countries concerned. They shall specify the circumstances and conditions of mutual commitments.
The supplies of the cooperation products provided for in this Agreement shall be made in accordance with the generally applicable import and export legislation in force in the countries of the Contracting Parties at the time of delivery.
The Parties shall make a favourable assessment of any necessary measures to facilitate such supplies.
Payments arising from contracts and arrangements under this Agreement shall be made in accordance with the applicable payment agreement between the Czechoslovak Socialist Republic, on the one hand, and the Economic Union of Belgo-Luxembourg and the Kingdom of the Netherlands, on the other hand.
In the absence of such agreements, payments shall be made under the applicable foreign exchange rules in the countries of the Contracting Parties at the time of payment.
This Agreement shall enter into force on the date of the exchange of diplomatic notes by which both Parties shall notify each other that the conditions for the entry into force of the Treaty have been fulfilled.
This Agreement shall be concluded for an unlimited period.
The Agreement may be denounced by one of the Contracting Parties and shall expire six months after the date of denunciation but shall not affect the commitments made under this Agreement and in force at the time of denunciation.
In order to prove the signature, for that purpose, duly authorised, they signed this agreement.
Done at Brussels, 10 October 1967, in duplicate, each in the Czech, French and Dutch languages, each text being equally authentic.
