of 6 April 1954
on the recruitment and training of young people for the occupation of non-teaching staff.
The Government of the Czechoslovak Republic hereby orders pursuant to § 14 paragraph 1 of Act No. 2 / 1954 Coll., on the State Plan for the Development of the National Economy of the Czechoslovak Republic for 1954, and under § 1 of the Act No. 143 / 1949 Coll., on Changes in the Organisation of Public Administration and the jurisdiction of its bodies:
The development of the socialist construction of our economy requires that the recruitment and training of workers for economic sectors and professions also be effectively adapted from among young people, who, after completing compulsory schooling, do not continue to study in the selection years of the 11-year secondary school or in the selection schools, nor do they train in the schools of the state reserve.
(1) For professions that require continuous vocational training, usually at least one year, youth are prepared in apprenticeships. Businesses are taking this youth into a teaching relationship.
(2) Apprenticeships provide free technical and general education and political, cultural, physical and industrial education.
(3) The central authorities regulate the material security and remuneration of apprentices in agreement with the Single Trade Union Organisation under the guidelines of the National Labour Commission.
(4) Apprenticeships are set up by central authorities, generally in enterprises (establishments), which also provide their immediate management.
(5) The Central Council of Trade Unions will, by means of an agreement with the Ministry of Labour and other participating offices, provide for the establishment and termination of the educational relationship and the mutual rights and obligations of undertakings and apprentices resulting therefrom.
(1) For professions for which apprenticeships are not set up, young people are preparing to work in competitions.
(2) Undertakings (establishments) provide these young people, in particular, free of charge, with the training needed to carry out the work for which they have been recruited, and take care to further increase their qualifications and their political, cultural and physical education.
(3) The Central Council of Trade Unions will adapt the details by means of a decree in agreement with the Ministry of Labour and other central authorities involved.
(1) The preparation of youth for occupation (Sections 3 and 4) is managed by the competent central authorities.
(2) This competence is exercised by the central authorities
(a) in agreement with the Ministry of Labour, the State Office of Planning and Unified Trade Union Organisation as regards the definition of the professions for which youth are trained in apprenticeship schools, after the case in the races, the duration of the preparation and the conditions for admission of young people to teaching and working places;
(b) in cooperation with the Ministry of Labour with regard to the establishment of teaching plans and curricula, the establishment and abolition of apprenticeships and the establishment of principles for the organisation of apprenticeships and for teaching and educational work also in cooperation with a single trade union organisation;
(c) in cooperation with the Ministry of Education as regards the management of general youth education;
(d) in cooperation with the State Committee on Physical Education and Sport of the Czechoslovak Government on matters of Physical Education.
(1) Personal and material costs associated with the establishment and operation of apprenticeships shall be borne by the central authorities within the national budget.
(2) The personal and material costs associated with the establishment and operation of apprenticeships under the responsibility of the Central Association of Consumer Cooperatives and the Central Association of Production Cooperatives (§ 9) are borne by these associations from their own budgets.
(1) The centres working for the young and primary vocational schools are deleted. Devices serving their sole purpose shall be used for the equipment of apprenticeship schools.
(2) The central authorities shall, in agreement with the Ministry of Labour and a single trade union organisation, adapt the way in which the training of apprentices outside the apprenticeship schools is ended, starting before the application of this Regulation.
Measures which have been taken in conformity with this Regulation before its entry into force shall be considered as measures under this Regulation.
The role of the central authorities in the recruitment and training of youth for the occupation of consumer and production cooperatives shall be exercised by the Central Association of Consumer Cooperatives and the Central Association of Production Cooperatives.
The provisions of this Regulation shall be without prejudice to the rules on schools for youth requiring special care.
(1) All provisions on matters governed by this Regulation shall be repealed, in particular:
1. the provisions of the Trade Code and the Trade Code which govern matters relating to the teaching relationship,
2. Government Order No. 433 / 1941 Coll., on professional advice and participation of young people in work,
3rd Government Decree No. 200 / 1943 Coll., on the modification of professional training,
4. Act No. 96 / 1950 Coll., on Working Youth,
5th Government Decree No. 43 / 1951 Coll., on certain measures in recruitment and upbringing,
6. § 7 (2), first sentence, and § 9 (1), second sentence, of Act No. 110 / 1951 Coll., on State Employment Advances,
7. § 5 of Decree No. 22 / 1952 Coll., on the reorganisation of apprenticeship examinations,
it is changing and complementary, as amended.
(2) Pending the provisions laid down in Articles 3 (5) and 4 (3), the existing provisions on the teaching and training of apprentices shall be followed unless they are contrary to this Regulation.
This Regulation shall enter into force on the day of its publication; All members of the government will do it.
