Decret of the President of the Republic
of 23 June 1945
on the Collection of Laws and Regulations of the Czechoslovak Republic.
On the proposal of the Government and in agreement with the Slovak National Council, I establish:
The Collection of Laws and Regulations of the Czechoslovak State is called the Collection of Laws and Regulations of the Czechoslovak Republic (in the next "Collection"). Her shortcut is "Sb."
The collection shall declare:
(a) laws (decrees of the President of the Republic),
(b) international agreements;
(c) government regulations;
(d) regulations and regulations of a general nature of central offices and bodies, provided that they are required by law or government regulations in the Collection.
(1) The collection shall be issued in sequentially numbered amounts, each of which shall bear the label of the date on which it was issued; this day pays for the day of publication.
(2) The various laws and international agreements in the Collection shall be accompanied by standard numbers, the series of which shall be completed at the end of each calendar year.
(1) The legislation referred to in Sections 2 (a), (c) and (d) requires the publication provided for in this Decree to be valid.
(2) The Annexes to the legislation and international treaties published in the Collection may be declared valid outside the Collection in an appropriate manner, as laid down directly in the Regulation or in the contract of which they are part.
(1) Unless otherwise provided for in the legislation itself or elsewhere, their effectiveness shall take place on the 15th day following the expiry of their publication (Section 3, paragraph 1).
(2) The mutual time relationship between the legislation included in the Collection is governed by the date of publication (§ 3 (1)).
(1) Editorial and Administration of the Collection is the responsibility of the Ministry of the Interior.
(2) The municipalities are obliged to obtain at least one copy of the Collection. The sums of the Collection shall be made available to anyone who requests such access in the rooms of the Municipal Office during official hours.
Press errors and errors in the internal layout of the Collection are corrected in the Collection by Decree of the Ministry of Interior.
The publication of legislation in force only in Slovakia is regulated in particular.
(1) This decree shall apply on the territory of the whole State and shall take effect on the first day following its publication. At the same time, the Act of 13 March 1919, No 139 Coll., which provides for the publication of laws and regulations, as amended by the Act of 20 December 1921, No 500 Coll., and the Decree of the President of the Republic of 26 October 1940, No 4 OJ L 31, 1.2.2003, p. Article governing the public announcement of newly issued legal provisions of the Czechoslovak Government.
(2) This decree shall be carried out by the Minister for the Interior.
