of 4 June 2003
determining the scope and manner of data provision to the Civil Service Information System and salaries
According to Section 234 (2) of Act No. 218 / 2002 Coll., on the service of civil servants in administrative offices and on the remuneration of the following staff and other staff in administrative offices (Staff Act):
Subject matter
This Regulation sets out the scope of the data provided and the manner in which it is to be provided by the personnel of the service offices in the Information System on Civil Service and Salary.
Scope of the data provided
Staff services shall provide the data to the extent and breakdown set out in the Annex to this Regulation.
Method of data provision
(1) Data provided by the personnel of the service offices to the Civil Service Information System and salaries shall be transmitted in electronic form in the prescribed structure and format by means of a data network and, where appropriate, on a technical medium.
(2) The technical requirements for the provision of data to the Civil Service and Salary Information System are laid down in the Public Administration Information System Standard for Personnel and Salary Information Systems under the Special Act. 1)
Dates of data provision
(1) The reference period is the calendar month.
(2) The personnel services of the service offices are to be transferred to the Information System on Civil Service and Salaries for the reference period:
(a) the entries under headings Nos 1 to 4 in Part A, under heading 1 in Part B and under heading No 1 in Part D of the Annex to this Regulation;
(b) the amendments referred to in the Annex to this Regulation.
Those data in the state at the last day of the reference period shall be transmitted by the 20th day of the calendar month following the end of the reference period.
(3) The data relating to civil servants classified outside the public service (2) referred to in headings 1, 10, 51, 59, 60 and 84 of Part A of the Annex to this Regulation and the data relating to permanent vacant posts referred to in heading 1 of Part B of the Annex to this Regulation shall be transmitted without undue delay but no later than two working days after the date of amendment.
(4) The personnel services of the service shall transmit corrected data to the Information System on the Civil Service and the Salary within two working days of the date on which they detected the error or were informed by the Directorate-General for the Civil Service of the findings.
Common provisions
(1) The personnel services of the service shall also provide data to the Civil Service Information and Salary Information System for subordinate service offices in which personnel services are not set up.
(2) The security of the data provided must be ensured by the competent bodies under special laws (1), (3) and by the rules issued thereunder.
(3) The function of administrator of the Information System on Civil Service and Salaries is performed by the Directorate-General for Civil Service.
For the first 12 months after the start of operations of the Civil Service Information System and salaries, the data listed in headings 33 to 41 of Part A of the Annex to this Regulation and in headings 24 to 40 of Part C of the Annex to this Regulation shall not be collected.
This Regulation shall enter into force on the day on which Act No. 218 / 2002 Coll., on the Service of Civil Servants in Administrative Offices and on the Remuneration of These Employees and Other Servants in Administrative Offices (Staff Act) takes effect.
