Ministry of Internal Trade

on standards of free manks in internal trade organisations
The Ministry of Internal Trade, in agreement with the Ministry of Finance, the Central Association of Consumer Cooperatives, the Central Council of Trade Unions, the Central Committee of the Trade Workers' Union and the other competent central authorities and authorities shall, in accordance with Section 1 of Act No. 160 / 1949 Coll., on Internal Trade and Implementation of Section 46 (2) and (3) of the Order of the Ministry of Finance No. 117 / 1964 Coll., on the Management of National Assets:
§ 1
(1) The standards of non-guilty manks are established for public and cooperative shops and establishments and for public catering establishments. For organisations providing the purchase and wholesale of fruit and vegetables, basic and additional standards of non-guilty mangoes shall be established.
(2) The standards of non-attributable manks (both primary and ancillary) imply that the loss of goods, raw materials and semi-finished products identified in their inventory but not exceeding the established standard, did not result in the material-responsible nature of the goods, but by the natural nature of the goods, raw materials or semi-finished products (drying, evaporation, cooling, freezing, seedling, melting, spilling, dissolving, scattering, scattering, cutting, cutting, cutting, cutting, cutting, cutting, decaying, decoupling, hardening, sagging and using other finished foods as raw materials for other purposes, and in other handling of finished meals, disperseveraging, and retail vending and retail vending shops, in public catering plants, in addition to complete or partial reprocessing, or partial processing, or use of the remaining finished food as raw materials for other purposes, and for other purposes, and for other handling of final meals and resulting from the final meals and resulting from the resulting from spoils resulting from the spoils obtained from the retail price, and resulting from the manufacture, and from the retail price, In the case of goods whose sales over the counter are at risk of similar sales with free selection (such as for upper clothing, piece textiles, small goods, cosmetics, non-periodic publications, gramophone plates), mank standards may also be established for vending shops with counter sales. § 2
The standard of free manks shall apply only if a deficit has been identified in the inventory of goods, raw materials and semi-finished products. In that case, the deficit shall be reduced by the established standard.
§ 3
(1) The standards of the non-guilty mangoes establish as an indicator of the commercial financial plan a percentage of turnover (or a percentage of the value of the raw materials consumed at retail prices or at calculation prices) directly to subordinate undertakings and organisations of the Ministry of Internal Trade, regional associations of consumer cooperatives of the Central Association of Consumer Cooperatives, undertakings and organisations with commercial activities managed by other departments, such departments within the limits of the fixed rates and of undertakings and organisations managed by national committees by the competent national committee. This indicator shall be further broken down by the relevant stages of the procedure, up to the lowest organisational units (shops, establishments), taking into account in particular the structure of the turnover, the reverse of stocks, the seasonality of sales, the delivery cycle of goods, the proportion of packaged and unpackaged goods, the technical equipment of the operating units and their location. The sum of the standards of the non-guilty mank operating units of the same undertaking, expressed in Kčs, calculated as a percentage of the turnover of the operating units achieved or the value of the food consumed in accordance with § 4, shall not exceed the indicator established for the enterprise (plant) or organisation.
(2) For specialised stores whose range shows higher natural losses (meat, fruit, vegetables, chemical goods, etc.), the upper limit of the standard is set by the relevant supranational organisation (regional administration, association, etc.). The standards of non-guilty manks for wholesale establishments, fruit and vegetable outlets and meat outlets may be set at different levels for a quarter but may not exceed the annual basic standard or upper limit of the standard in aggregate. For dairy, pastry and delicatessen manufacturing plants, the standards laid down in the principles of Section 4 shall be laid down by the business director from the value of the raw materials consumed within the indicator set for the undertaking.
(3) The level of the standard shall be determined after consultation with the race committee of the basic organisation ROH for the whole calendar year and shall be notified in writing to the staff responsible for the material. This makes the standard of free manks binding on them. It can only be changed during the year for very exceptional and particularly serious reasons and only with effect for the following period (not retroactively over the past period).
§ 4
(1) For the organisation of public catering of all systems, non-fault mank standards shall be established by a percentage of the retail turnover achieved (including a percentage premium) without turnover for accommodation and other services. In public catering organisations where no retail turnover is realised or only partly realised (e.g. ROH recovery facilities, treatment facilities), standards of non-guilty manks are established from the value of food consumed at retail prices. The standard of non-guilty manks for enterprises and public catering organisations shall not exceed on average 0,2% of the retail turnover achieved and for undertakings and organisations where retail turnover is not realised or only partly realised, shall not exceed on average 0,2% of the value of food consumed.
(2) The standard of non-guilty manks is established by the business director for restaurants and canteens. The standard of non-guilty manks is established by their directly superior organisation by independent establishments which also carry out business directorates, canteens and other public catering organisations. The individual centres shall determine the standard of non-fault manks for the head of the race.
(3) All bodies and organisations superior to public catering establishments as well as to establishments themselves must create conditions for the fixed operating losses, which are included in the standard of non-guilty manks, to be reduced in a desirable way.
§ 5
(1) In wholesale trade of fruit and vegetables, a basic standard shall be established to cover (reimbursement) manks resulting from normal storage in warehouses and shops and transport by own means of transport and an additional standard intended for storage of winter stocks. The basic standard shall be calculated from established percentages and actual turnover at purchase prices. The additional standard shall be calculated from the average stocks in purchase prices in force on the date of inventory.
(2) For wholesale trade in fruit and vegetables, the baseline mank standard shall be as follows:

(3) Additional standards for the storage of winter stocks are set out in the Annex. For the potato harvest reserve, the additional standard shall be 0,8% of the reserve created, irrespective of the length of storage.
(4) Additional standards for storage of winter stocks in refrigerated warehouses are solid, valid for all district plants. Additional standards for storage of winter stocks in uncooled warehouses are valid for uncooled storage rooms with ventilation. They are increased by 10% for large-scale crepes, for uncooled warehouses without ventilation and for crepes by 20%. Additional standards and increased additional standards can only be applied to stocks stored in winter warehouses to ensure sales in winter and spring months and to stocks stored for export for a long time.
§ 6
It shall be prohibited to apply, within the framework of standards of non-fault manks, losses which did not arise or abuse standards to cover losses incurred by means other than those for which they are intended.
§ 7
The standards of natural losses of solid fuels and fuel wood, loss standards for the purchase of precious metals and standards of natural losses in wholesale (with the exception of wholesale of fruit and vegetables) remain unaffected by this decree. *)
§ 8
It shall be repealed:

Decree No 381 / 1952 of the Ministry of Internal Trade No (14 / 1953 Ú. v.) laying down standards for manks of food goods in glass containers in wholesale stores, in retail stores, in mass caterers as far as wholesale is concerned,
Ordinance No 386 / 1952 Ú. l. (19 / 1953 Ú. v.) on the method of recognition of manks in so far as it applies to wholesale fruit and vegetables; and
Directive No 65 / 1954 of the Ministry of Internal Trade No 65 / 1954 of the MVO Collections laying down standards for empty bottles repurchased from consumers in wholesale, warehouse, retail and mass caterers in so far as they apply to wholesale fruit and vegetables.
§ 9
This decree shall take effect on the day of its publication.
