GOVERNMENT REGULATION
of 20 December 1960
amending Government Regulation No 66 / 1960 Coll., on the adaptation of certain ratios of Members of national committees and of citizens elected to members of national committees
The Government of the Czechoslovak Socialist Republic orders pursuant to § § 41 and 45 paragraph 2 (c) of Act No. 65 / 1960 Coll., on National Committees:
Government Regulation No 66 / 1960 Coll., on the adaptation of certain ratios of members of national committees and of citizens elected to members of national committees, is hereby amended as follows:
(1) Article 2 (2) shall be amended and read as follows:
"(2) The organisation shall, at the request of the Board of National Committees, provide unpaid leave to the Presidents, their Vice-Presidents, the Secretaries of the National Committees and other members of the Board of National Committees, as well as the Chairpersons of the Social Security Assessment Committees of the Regional and District National Committees, who are fully relieved of their duties in the past. '
2. Paragraph 3 is inserted after paragraph 2 (3) of the following text:
"(3) Members of local national committees who, in their capacity as chairperson, deputy or secretary of the local national committee, shall receive compensation for lost earnings within a maximum of 20 hours per month. In exceptional cases where more leave of absence would be necessary, they shall be paid by the National Committee for additional hours of service. If these officials are not in employment or are domestic workers, the National Committee shall provide them with the full compensation of the earnings lost in the performance of their duties. '
(3) Paragraph 3 (3) shall become Article 3 (4).

"The National Committee shall provide the functionalists of the national committees referred to in Article 2 (2) with remuneration for the performance of their duties, starting with the 1960 term of office. The remuneration shall be an appreciation of the extent of responsibility and the importance of the function and shall include compensation for lost earnings for officials of the national committees who are fully relieved of their duties. '
5.
"The functionaries of the national committees referred to in Article 2 (2), who are fully relieved of their previous employment, shall be assessed in the light of the rules on paid leave for recovery and for sickness and pension insurance purposes as employees of the national committees. '
6. Article 7 shall be amended and read:
"Paragraph 1, § 2 (1) and (3), § 3 (1), (2) and (4) and § 6 shall also apply to citizens elected by the national committee to be members of its commission. '
The Minister of the Interior is hereby authorised to declare in the Collection of Laws the full text of Government Decree No 66 / 1960 Coll., on the modification of certain ratios of Members of the National Committees and of citizens elected to be members of the Commissions of the National Committees, as is apparent from later regulations.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Home Secretary in agreement with the participating members of the Government.
