on the details of the examination ending the training programme for the performance of foreign service
The Ministry of Foreign Affairs ("the Ministry ') provides, pursuant to § 32 paragraph 5 of Act No. 150 / 2017 Coll., on Foreign Service and on the amendment of certain acts (Act on Foreign Service):
Content, scope and method of conducting the examination, ending the training programme for the performance of foreign service
(1) The examination concluding the training programme for the performance of foreign service (hereinafter referred to as the "test"), held by a person admitted to service by the Ministry to a post for the preparation for the performance of foreign service (hereinafter referred to as "tested"), includes the written and oral part.
(2) The written part of the exam shall be held in the form of the preparation and defence of the final work on a given topic in the field of foreign relations and services of at least 20 pages. The final work shall be submitted in paper and electronic form. The defence of the final work shall take place not earlier than 14 days after its surrender. Each member of the three-member examination committee shall draw up an opinion on the final work. The opinions in electronic and paper form shall be transmitted to the tested person no later than 7 days before the defence. If the Examination Board concludes that the final work is eligible for defence, it shall recommend the work to the oral defence; otherwise return the final work to the tested person for processing. The final work can be returned only once.
(3) The oral part of the exam shall be held in the form of answers to three test questions, drawn from a list of 45 test questions divided into three thematic headings, namely the political, legal, consular and economic headings, including public diplomacy, culture and the diplomatic protocol. From each thematic circuit the tested draws 1 test question. The test usually takes 60 minutes. The test shall be preceded by a preparation of at least 15 minutes but not more than 30 minutes.
Test evaluation
(1) Each part of the test is evaluated separately.
(2) In the written part of the examination, the tested and successfully defending the final work is assessed by "passed"; otherwise it shall be assessed by the phrase "failed '.
(3) The test shall also be evaluated in the written part of the test by the phrase "failed 'if:
(a) refuse, within the prescribed period, the final work or, where appropriate, the revised final work;
(b) the revised final work is not eligible for defence on the basis of the panel's conclusion;
(c) withdraw from the defence of the final work or, where appropriate, the revised final work; or
(d) shall not appear to defend the final work or, where appropriate, the revised final work without a proper apology.
(4) The test to be evaluated in the oral part of the test by "passed" for at least 2 out of 3 winning test questions is generally evaluated in the oral part of the test by "passed"; otherwise it shall be assessed by the phrase "failed '.
(5) The test shall also be evaluated in the oral part of the test by the phrase "failed 'if:
(a) during the oral part of the examination, use an illegal aid;
(b) withdraw from the oral part of the examination; or
(c) shall not appear for the oral part of the examination without a proper apology.
(6) The test committee shall record that the event referred to in paragraph 3 or 5 has occurred in the report on the conduct of the test.
(7) The test shall be successfully performed if the test is assessed by "passed 'in both the written and oral parts of the test. The model of the certificate of successful examination is set out in Annex 1 to this order. The model of the failed test report is set out in Annex 2 to this Decree.
Organisation of the test
(1) The examination shall be conducted by the defence of the final work and the oral part of the examination, as a general rule, on one day at the place where the examination committee is meeting.
(2) In the case of a refund of the final work for reprocessing, the revised final work may be surrendered not earlier than 30 days after its return to reprocessing and not later than 30 days before the end of one year after the date of recruitment. Paragraph 1 (2) shall apply mutatis mutandis to the surrender of the revised final work.
(3) In the case of an assessment of the oral part of the test by the phrase "failed ', this part of the test may be repeated only once, not earlier than 30 days.
(4) In the event that the tested defence of the final work or of the revised final work is assessed by the statement "failed ', the defence may be repeated only once, not earlier than 7 days.
(5) In the oral part of the test, the test may use the non-commented full text of international treaties, legislation or service regulations.
(6) The test committee shall draw up a report on the course of the test, a model of which is given in Annex 3 to this Regulation. The test committee shall inform the test subject of the assessment or part thereof immediately after its completion.
(7) A certificate of successful completion of the test or a report of failure to pass the test shall be transmitted to the tested person within 3 working days of the examination.
Efficacy
This Regulation shall enter into force on 1 July 2017.
