Communication from the Ministry of Foreign Affairs on the negotiation of the Agreement between the Government of the Czech Republic and the Government of the Russian Federation on cooperation in the field of culture, science and education

Ministry of Foreign Affairs
The Ministry of Foreign Affairs states that the Agreement between the Government of the Czech Republic and the Government of the Russian Federation on cooperation in the fields of culture, science and education was signed in Moscow on 5 March 1996.
Pursuant to Article 18 (1) of the Agreement entered into force on 22 May 1996 and that date expired in relations between the Czech Republic and the Russian Federation, the Agreement between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics on Cultural and Scientific Cooperation of 28 February 1972, published under No 70 / 1972 Coll.
The Czech version of the Agreement is hereby published at the same time.
AGREEMENT
between the Government of the Czech Republic and the Government of the Russian Federation
on cooperation in the field of culture, science and education
The Government of the Czech Republic and the Government of the Russian Federation (hereinafter referred to as the "Contracting Parties'),
led by the desire to develop and deepen cooperation in the fields of culture, education, science, youth exchanges and sport,
convinced that this cooperation will contribute to the development of mutual understanding and friendship between the peoples of the two States, as well as to the development of all-round contacts between the two States,
Acting in accordance with the principles and objectives of the Helsinki Final Act of the Conference on Security and Cooperation in Europe of 1 August 1975, the provisions of the Paris Charter for the New Europe of 21 November 1990 and other documents of the Organisation for Security and Cooperation in Europe,
agree as follows:
In order to develop cooperation in the field of culture, the Parties shall promote:
- tours of theatrical, musical and other works of art and soloists,
- direct cooperation of theatres, museums, galleries, libraries, art collections and other cultural and artistic institutions,
- the implementation of art and specialised exhibitions,
- cooperation in the field of cinematography and film art,
- direct contacts and stays of experts from different areas of culture, art and cinema,
- exchange of information on international festivals, competitions, conferences and other cultural events organised in both States,
- cooperation between social organisations in the field of culture.
The Parties shall promote the popularisation of artistic and cultural monuments of the State of the other Party.
The Parties shall promote the exchange of experience in the field of culture, art and literature through the organisation of joint conferences, symposia and other scientific forums, as well as the contacts of experts and the organisation of joint scientific research.
The Parties shall endeavour to protect historical cultural monuments and other works of material and spiritual cultures of nations of both states. Special attention will be paid to the care of monuments and monuments associated with the history of both states.
The Parties shall support actions to prevent the illegal import and export of cultural goods of both States in accordance with the laws and international obligations of their States, to ensure synergies between the competent authorities of the two States with a view to exchanging information and taking measures to restore the legal ownership of cultural goods and to return them to the original owners.
The Parties will support the activities of the Czech Centre in Moscow and the Russian Centre for Science and Culture in Prague. The activities of these centres shall be governed by a special intergovernmental agreement.
In order to develop cooperation in the field of education, the Parties shall promote:
- direct contacts and cooperation between educational institutions and organisations,
- the implementation of study and lecture visits to teachers, researchers, experts in education, doctoral students, students and pupils and participation in symposia, conferences and other scientific forums,
- exchange of scientific information,
- cooperation in the field of training, adult education and retraining,
- other forms of cooperation in the field of education and science on a mutually beneficial basis.
The Parties shall examine the possibility of mutual recognition of evidence of education and academic degrees. To this end, they may conclude a specific agreement.
The Parties will support the teaching and dissemination of the Czech language in the Russian Federation and the Russian language in the Czech Republic.
They will participate in the creation of favourable conditions for the preservation of the mother tongue, culture and national traditions of citizens of Russian nationality living in the territory of the Czech Republic and citizens of Czech nationality living in the territory of the Russian Federation.
The Parties shall cooperate in the field of the protection of the rights of children and adolescents in accordance with the 1989 Convention on the Rights of the Child.
The Parties shall facilitate the creation of favourable conditions for mutual cooperation in the field of research and development.
They will promote the development of mutually beneficial cooperation on the basis of direct agreements between research and development centres and scientific societies and organisations, as well as the exchange of scientists, scientists and other experts on scientific internships, participation in symposia, conferences and other scientific events.
The Parties shall promote mutual cooperation in the field of archiving.
The Parties shall promote cooperation on the copyright sector in accordance with the laws and international obligations by which the States of both Parties are bound.
The Parties shall promote the development of cooperation between mass media organisations and direct contacts between relevant organisations and specialists in this field.
The Parties shall promote cooperation between bodies dealing with youth issues, youth organisations and youth associations and shall promote the development of direct contact between the two States.
The Parties shall promote cooperation in the field of physical and sports and direct contacts between sports organisations, sections, athletes and trainers of both States.
The Parties shall promote the development of cooperation in the field of tourism as an important means of mutual recognition of the cultural values of both States.
In order to implement this Agreement, the competent authorities of the Contracting Parties may negotiate agreements or cooperation programmes specifying the content, scope and forms of cooperation and adjusting its organisational and financial conditions.
This Agreement shall be subject to approval in accordance with the national legislation of the States of the two Contracting Parties and shall enter into force on the date of the exchange of notes on such national approval. The date of the note exchange shall be the date of the later note.
This Agreement shall be negotiated for a period of five years and shall continue to be automatically extended for another five years, unless one of the Contracting Parties denies it in writing not later than six months before the expiry of the period of validity of the Agreement.
On the date of entry into force of this Agreement, the Agreement between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics on Cultural and Scientific Cooperation, negotiated on 28 February 1972, will cease to apply in relations between the Czech Republic and the Russian Federation.
Done at Moscow, 5 March 1996, in two original copies, each in the Czech and Russian languages, the two texts being equally authentic.
