DECLARATION
of 10 June 2009
on minimum requirements for general medical, dental, pharmacy and general medical education programmes
The Ministry of Health shall determine, pursuant to Sections 5 (11) and 37 (1) (c) and (d) of Act No. 95 / 2004 Coll., the conditions for obtaining and recognising professional competence and specialised competence for the performance of the medical profession of physician, dental practitioner and pharmacist, as amended by Act No. 189 / 2008 Coll.:
Subject matter
This decree implements the relevant European Union1 regulations and regulates minimum requirements for:
(a) study programmes for general medicine, dental medicine and pharmacy to obtain professional competence for the performance of the medical profession (2); and
(b) a training programme in the field of general practical medicine to obtain specialised competence in the exercise of the medical profession (2).
General Medicine Study Programme
The minimum requirements for the professional competence of a physician shall be:
(a) the completion of at least six years of preschool studies, comprising at least 5500 hours of theoretical and practical teaching; This requirement may be met by an appropriate number of credits of the credit system in higher education used in the European Higher Education Area (hereinafter the "Higher Education Credit System '),
(b) acquisition of knowledge and skills
1. in the scientific fields on which general medicine is based and knowledge of scientific methods including the principles of measurement of biological functions, evaluation of scientifically proven facts and analysis of data;
2. on anatomy, physiology and behaviour of healthy and ill individuals and on the impact of the living, working and social environment and lifestyle on human health,
3. in clinical disciplines and clinical practice, providing a comprehensive overview of physical and mental diseases, including their genetic nature, knowledge of primary, secondary and tertiary prevention, diagnostic and therapeutic procedures, including the treatment of chronic diseases and multimorbidity, as well as the basis of assessment activity (3);
4. in pre-hospital emergency care,
5. in the foundations of palliative care,
6. in radiation protection4),
7. on the basis of preventive methods for the protection and promotion of public health,
8. on the basis of quality management of healthcare provided and in ensuring patient safety,
(c) clinical experience gained during practical training under the supervision of a doctor with specialised competence in hospitals and experience in laboratory and imaging diagnostic fields;
(d) knowledge of the basic legislation relating to the exercise of the profession of doctor;
(e) knowledge of the professional ethics of doctor / patient contact;
(f) knowledge of health funding and basic economic relations, knowledge of management bases; and
(g) practical skills in communicating with the patient with emphasis on patients' rights and their application.
Dental medicine study programme
(1) The dental study programme shall include at least:
(a) basic articles
1. chemistry,
2. physics,
3. biology, genetics and regenerative medicine,
(b) medical, biological and general medical subjects, the completion of which gives rise to knowledge in these fields.
1. Anatomy,
2. embryology,
3. histology including cytology,
4. physiology,
5. biochemistry or physiological chemistry,
6. pathological anatomy,
7. general pathology,
8. pharmacology,
9. Microbiology,
10. hygiene,
11. Preventive medicine and public health in dental care,
12. radiology,
13. rehabilitation medicine,
14. general surgery,
15. internal medicine, including pediatric medicine;
16. otorinolaryngology,
17. dermatoenerology,
18th General Psychology, Psychology, Neuropathology,
19th anesthesiology,
20th immunology,
(c) articles specific to dental medicine, the completion of which gives rise to knowledge in these fields.
1. dental replacements,
2. dental material,
3. preservative dentistry,
4. preventive dental medicine,
5. anaesthesia and sedatives in dental medicine,
6th Special Surgery,
7. special pathology,
8. Clinical dentistry;
9. pediatric dentistry;
10. orthodontia,
11. periodontology,
12. radiology in dental medicine,
13th function of jaws,
14. professional practice management, professional ethics and legislation for the exercise of the profession of dental practitioner,
15. social aspects of dental practice,
16. gerodontology,
17th oral implantology,
18. Interprofessional cooperation-based care,
19th digital technology in dental medicine.
(2) The minimum requirements for obtaining professional competence in the profession of dental practitioner are:
(a) the completion of at least five years of preschool studies, comprising at least 5 000 hours of theoretical and practical teaching; this requirement can be met by an appropriate number of credits of the higher education credit system,
(b) knowledge and skills
1. in the scientific fields on which dental medicine is based and knowledge of scientific methods, in particular the principles of measurement of biological functions, evaluation of scientifically proven facts and analysis of data,
2. the anatomy, physiology and behaviour of healthy and ill individuals and the impact of the living, working and social environment, the lifestyle on human health, if this knowledge relates to dental medicine;
3. the structure and function of the teeth, mouth, jaws and surrounding tissues of healthy and ill individuals and their relationship to the overall health status of the patient;
4. on community aspects of oral health disorders and forms of community support for oral health and prevention,
5. in clinical fields and methods which provide a comprehensive overview of anomalies, lesions and diseases of the teeth, mouth, jaws and surrounding tissues, knowledge of preventive, diagnostic, therapeutic and nursing procedures, knowledge of preventive and interventional population strategies,
6. in radiation protection4),
7. in the basis of quality management of healthcare provided and in ensuring patient safety,
(c) theoretical knowledge in dental technology is in the manufacture and repair of medical devices, namely dental substitutes, orthodontic aids and other dental products,
(d) clinical experience gained during practical training under the professional supervision of a dental practitioner with competence to pursue the profession of dental practitioner separately;
(e) knowledge of basic legislation relating to the exercise of the profession of dental practitioner,
(f) knowledge of the professional ethics of dental contact with the patient;
(g) issues of health funding and basic economic relations, knowledge of management bases,
h) practical skills in communicating with the patient, with emphasis on patients' rights and their application;
(i) knowledge of digital technologies in dental medicine and a good understanding of their use and safe application in practice;
(j) the skills necessary for all activities of prevention, diagnosis and treatment of anomalies and diseases of teeth, mouth, jaws and related tissues.
Pharmacy study programme
(1) The pharmacy study programme includes at least these basic subjects
(a) biology;
(b) physics and biophysics;
(c) general and inorganic chemistry;
(d) organic chemistry;
(e) analytical chemistry;
(f) pharmaceutical chemistry;
(g) pharmaceutical analysis;
(h) general and applied medical biochemistry;
(i) anatomy and physiology, pathology and pathophysiology, medical terminology,
(j) microbiology;
(k) pharmacology and pharmacotherapy,
(l) pharmaceutical technology;
(m) toxicology,
(n) pharmacognosia,
(o) the rules governing the pursuit of the profession of pharmacist and professional ethics;
(p) pharmaceuticals,
(q) clinical pharmacy;
(r) pharmaceutical care;
(s) biopharmaceutical technology;
(t) genetics and pharmacogenomics;
(u) immunology;
(v) social pharmacy;
(w) public health, including epidemiology,
(x) pharmacology.
(2) The minimum requirements for obtaining professional competence in the profession of pharmacist are:
(a) completion of at least five years of preschool studies, comprising at least four years of theoretical and practical teaching; This requirement may be met by an appropriate number of credits for the credit system of higher education, and at least 6 months of experience at the pharmacy or at the pharmaceutical care centre of the health service provider providing bed care,
(b) knowledge of:
1. medicinal products and substances used in the manufacture and preparation of medicinal products5), their safe and efficient use, efficacy and indications, contraindications, drug interactions, dosage and use, health prevention at work with pharmaceutical products, chemical, carcinogenic and mutagenic substances and substances toxic to reproduction,
2. Metabolism and Drug Effects (5), on pharmacokinetics as well as on the effects of toxic substances and on how to take medicines,
3. pharmaceutical technology, on pre-clinical and clinical evaluation of pharmaceuticals,
4. scientific and practical knowledge to provide appropriate information on medicinal products and to cooperate with treating physicians in the optimisation of pharmacotherapy in specific patients;
5. medical products and medical devices,
6. basic legislation relating to the pursuit of the profession of pharmacist,
7. provision of professional information on medicinal products,
8. radiation protection4),
9. professional ethics of the pharmaceutical contact with the patient,
10. health funding and basic economic relations, knowledge of the basic management,
11. the principles of quality management of healthcare provided and of ensuring patient safety
(c) skills
1. the preparation of pharmaceutical formulations of medicinal products,
2. manufacture and control of medicines,
3. storage and distribution of pharmaceuticals by the distributor of pharmaceuticals,
4. the preparation, control, storage and disposal of medicinal products in pharmacies,
5. practical communication with the patient with emphasis on patients' rights and their application; and
(d) knowledge and skills in:
1. interdisciplinary and multidisciplinary cooperation, interdisciplinary practice and communication,
2. information technology, digital technologies and skills in their practical application;
3. areas of public health and its impact on health promotion and disease management;
4. areas of pharmaceutical care and clinical pharmacy.
General practical medicine training programme
(1) Specialisation training shall be carried out according to an education programme in the field of general practice and shall cover at least 3 years of full-time training; more than half of this training takes place in the form of practical teaching.
(2) Practical teaching takes place
(a) for a period of at least 6 months in a sleeper hospital, which is an accredited establishment of m2) and includes practice in internal medicine, surgery, gynecology and obstetrics; and
(b) for at least 6 months in an ambulance of a practitioner who is an accredited establishment of m2).
Repeal
Decree No. 392 / 2004 Coll., laying down minimum requirements for accredited general medical, dental and pharmacy medical study programmes, is hereby repealed.
Efficacy
This Decree shall take effect on 1 July 2009.
