on State Care for Physical Education and Sports
The National Assembly of the Czechoslovak Republic decided on the following Act:
§ 1.
The task of physical education and sport in people's democracy is to maintain and improve the health of the people, to increase their physical and professional fitness and performance, and to raise them to determination and bravery in defending the country and its popular democratic state. The state is therefore taking care of the development of physical education and sport.
§ 2.
(1) As a representative of the popular democratic care of physical education and sport, a State Committee on Physical Education and Sport is hereby established, composed of representatives of the Czechoslovak village of Sokol, national folk organisations and excellent health, physical education and sport workers.
(2) The President of the State Committee on Physical Education and Sport is a member of the Government, responsible for the administration of the State Office for Physical Education and Sport, Vice-President of the delegate, responsible for the management of the Slovak Body Education and Sport Office (Section 5); other members are appointed and withdrawn by the Government.
(3) In particular, it is for the State Committee on Physical Education and Sport to establish uniform ideas, methodical, health, organisational and economic principles for the implementation of all physical education and sport and for international contacts in the field of physical education and sport.
§ 3.
(1) The activities of the State Committee on Physical Education and Sport are carried out in Slovakia in matters of a national or regional nature if they require special adaptations to ensure the full development of the physical and spiritual forces of the Slovak people, the Slovak Committee on Physical Education and Sports.
(2) The organisation and composition of the Slovak Committee for Physical Education and Sport are adjusted separately.
§ 4.
The detailed arrangements for the organisation of the State Committee on Physical Education and Sport and the rules on its conduct and resolutions shall be laid down by the Government by regulation.
§ 5.
(1) As Central Administrative Office for Physical Education and Sport, a State Office for Physical Education and Sport is hereby established; It shall be managed by a member of the Government designated by the President of the Republic.
(2) A Slovak Physical Education and Sport Office is hereby established, through which the State Physical Education and Sport Office essentially exercises its competence in Slovakia; the Office shall be managed by a delegate designated by the Government.
(3) The role of the State Office for Physical Education and Sport is, in particular, to take care of all appropriate means of developing physical education and sport, to manage the activities of national committees and to ensure the development of international contacts in the field of Physical Education and Sport.
(4) The State Physical Education and Sport Office may issue general rules in its field of competence, in particular by which uniform ideas, methods, health, organisational and economic guidelines for physical education and sport, principles for the education of physical education and sport workers, uniform arrangements for physical education and sport facilities, and guidelines for the efficient use of such facilities. If these regulations concern compulsory physical education in schools, they will be issued in an agreement with the Ministry of Education, Science and Arts, and in an agreement with the Ministry of National Defence concerning military physical education and sport within the framework of the Falcon.
(5) Detailed arrangements for the competence of the State Bodybuilding and Sport Office and the Slovak Bodybuilding and Sport Office are laid down by the Government by regulation.
§ 6.
Voluntary physical education and sport is carried out by the "Czechoslovak village of Sokolská" and its organizational components (Sokol) as a unified folk body and sports organisation.
§ 7.
(1) The title "deserving worker in physical education and sport" can be awarded to particularly deserving and excellent workers in physical education and sport. This title is awarded by the President of the Republic on a government proposal.
(2) For outstanding sports performance, especially achieved in international competitions, the title "master of sport" can be rented, for particularly excellent performances, submitted in several competitions, the title "worthy champion of sport." These titles are awarded by a member of the government responsible for managing the State Department of Physical Education and Sport on a proposal from the State Committee on Physical Education and Sports.
(3) The Government shall determine the honours associated with the titles awarded by the Decree.
§ 8.
(1) To encourage physical activity and to increase the physical, occupational and occupational fitness of the people in general, a "Tyrše's Fitness Badge" is introduced; is granted to persons who achieve the prescribed degree of fitness.
(2) The regulations on the award of Tyrše's fitness badge shall be issued by the State Department of Physical Education and Sport in accordance with the principles laid down by the State Committee on Physical Education and Sports.
§ 9.
(1) The property (rights and obligations), which belonged on 31 March 1948 to physical and sports organisations which died as a result of the unification of physical and sports organisations, is transferred to the Czechoslovak municipality of Sokol. The transfer of the property shall be decided by the Regional National Committee in whose territory such property lies.
(2) The conversion of real estate and library rights to the Czechoslovak Sokol Municipality pursuant to paragraph 1 shall be written by the library courts on a proposal from the Czechoslovak Sokol Municipality, as decided by the Regional National Committees.
§ 10.
(1) If this is required by an urgent public interest, the necessary property and equipment may be expropriated for the purposes of physical education and sport, unless this interest can be satisfied otherwise.
(2) Expropriation proceedings and the fixing of refunds are subject to the provisions on expropriation for the purposes of State defence. Confirmation of urgency is issued by the State Department of Physical Education and Sports.
§ 11.
The legal acts, documents and official acts required for the implementation of Sections 9 and 10 shall be exempt from taxes, fees and charges.
§ 12.
The Law of 30 March 1920, No 228 Coll., on the Establishment of the Advisory Council for Physical Education, and the Government Order of 12 November 1920, No 616 Coll., implementing the Law of 30 March 1920, No 228 Coll., on the Establishment of the Advisory Council for Physical Education, is hereby repealed.
§ 13.
This Act shall take effect on the day of its publication; it shall be carried out by all members of the Government.
