Law establishing the Society for the Reconstruction of Lidice

establishing a Lidic Recovery Society.
The Constitutional National Assembly of the Czechoslovak Republic decided on this law:
§ 1.
(1) The Society for the Reconstruction of Lidice is hereby established as a legal person governed by public law based in Prague.
(2) The purpose of the Society is primarily to build Lidice, to give a new home to the people's women, to return from the concentration camps, and to their children within this community, as well as to the inhabitants of Lížek, if they return, to take care to honor the memory of the victims of Nazi atrocities, especially in Lížák, and to restore Lidice, so that they become a permanent symbol of the union of all democratic forces that co-built international unity to overcome fascism. Once this purpose has been achieved, the Company may contribute to the restoration of other communities and parts thereof if they have been destroyed by the will of the occupants and to the support of their inhabitants who have been damaged by the destruction.
(3) The State is in charge of the company's activities and economy.
§ 2.
(1) For the purposes of the construction of destroyed municipalities or parts thereof (Section 1, paragraph 2), expropriation may be carried out under the measures of the Standing Committee of 16 November 1938, No 291 Coll., on expropriation and on certain other measures for the purpose of the economic rebuilding of the State or of the temporary economic provision of unemployed persons, as amended by the Decree of 21 March 1942, No 109 Coll., and of 27 December 1944, No 289 Coll.
(2) On a proposal from the Company, the country may take over each of its tasks if the relevant agreement is approved by the Ministry of Interior.
§ 3.
(1) The wealth of the Company consists mainly of property, mandated by the Minister of the Interior and intended for the purposes set out in Paragraph 1 (2), as well as the proceeds of public collections, gifts, inheritance and references.
(2) Costs associated with the Company's activities, if the funds referred to in paragraph 1 are not sufficient to cover them, shall be paid contributions from State and other public funds.
(3) The company is exempt from the fees and charges for official acts in administrative matters, as well as from the municipal levy on the increase in the value of real estate. The acquisition and provision free of charge by the Communities and the instruments set up therein shall not be subject to enrichment tax or to fees; its assets are not subject to a fee equivalent.
§ 4.
The composition, establishment, activity, organisation and demise of the Company shall be regulated by the Government by regulation.
§ 5.
All public authorities and bodies shall be obliged to support the Company within the limits of their competence in its activities.
§ 6.
This Act shall take effect on the day of its publication; It shall be implemented by the Minister for the Interior in agreement with participating members of the Government.
