on the establishment of a Single Register of Workers
The State Statistical Office shall establish pursuant to § 28 (1) (c) in conjunction with paragraph 2 (a) and § 45 of Act No. 23 / 1963 Coll., on People's Control and National Economic Records, as amended by the statutory measure of the Bureau of the National Assembly No. 1 / 1967 Coll., on changes in the organisation and competence of certain central authorities, in cooperation with the Ministry of Labour and Social Affairs and in agreement with the participating central authorities:
For the purpose of monitoring the number, structure, qualification, remuneration and movement of labour and for social security purposes, a single register of workers shall be established.
The single register of workers shall consist of a set of mandatory indicators listed in the Annex to this Order.
(1) All socialist organisations and other employers (hereinafter referred to as organisations) subject to compulsory record keeping regulations for social and pension security purposes shall keep a uniform record of the workers on a case-by-case basis. *) The categories of persons on which the Single Register of Workers is maintained are listed in the system of binding indicators.
(2) The method of keeping the Single Record working in the field of responsibility of the Ministry of National Defence and the Ministry of Interior will be established by agreement of the President of the State Statistical Office with the Ministers of National Defence and Interior.
(1) The organisation shall adjust its current records of workers in such a way as to include the indicators set out in this Decree and must ensure that the data of the Single Register of Workers are in line with the actual situation.
(2) Other provisions on workers' records imposing additional obligations on organisations and the internal arrangements for such records made by the organisation for its own use are not affected by this decree.
The classification, system of indicators, code lists and methodological content, as well as the method of statistical monitoring of the mandatory indicators contained in the Annex to this Decree, shall be issued by the State Statistical Office by specific directives.
This Decree shall take effect on 1 January 1970.

A set of indicators for the single records of workers shall be broken down into the following classes:
0 Indicators of organisation
1 Employee's identification and birth data
2 School education and qualifications of the worker
3 Indicators of the worker's work in the organisation
4 Other personal agenda indicators (internal organisational indicators)
5 Indicators of sickness insurance
6 Indicators of the wage agenda and pension provision
7 Labour agenda indicators - payouts
8 Social benefit indicators
9 Salary agenda indicators - deductions
The indicators of the single records of workers shall be broken down by the following groups of workers:
A Working in the state and cooperative sectors (without JZD) 1)
B Permanent in JZD2)
C Individual farmers
D Separate management (excluding agriculture)
E Domestic workers
F Temporary staff 3)
G Teachers in state and cooperative sectors (without JZD)
H Apprentice in JZD

4) Cases for which the management of the indicator is prescribed are marked with a vertical line (/), cases where the indicator is not prescribed are marked with a dash (-).
