on the Treaty between the Czechoslovak Socialist Republic and the German Democratic Republic on cooperation between the youth of the Czechoslovak Socialist Republic and the German Democratic Republic
On 3 May 1989 the Treaty was signed in Prague between the Czechoslovak Socialist Republic and the German Democratic Republic on cooperation between the youth of the Czechoslovak Socialist Republic and the German Democratic Republic.
The treaty was approved by the Federal Assembly of the Czechoslovak Socialist Republic and ratified by the President of the Czechoslovak Socialist Republic. The instruments of ratification were exchanged in Berlin on 2 November 1989.
The Treaty entered into force on 2 November 1989 pursuant to Article 19 thereof.
The Czech version of the Treaty is hereby published at the same time.

TREATY
between the Czechoslovak Socialist Republic and the German Democratic Republic on cooperation between the youth of the Czechoslovak Socialist Republic and the German Democratic Republic
the Czechoslovak Socialist Republic and the German Democratic Republic, the High Contracting Parties,
Conscious of the shared responsibility for the peaceful future, the further consolidation of brotherly friendship and a close alliance between the two states and their peoples, in the spirit of the Treaty of Friendship, Cooperation and Mutual Assistance between the Czechoslovak Socialist Republic and the German Democratic Republic of 3 October 1977,
building on the great importance of further deepening their friendship and universal cooperation as neighbouring socialist states and allies within the Warsaw Treaty to strengthen socialism, to ensure peace and security in Europe,
convinced of the important role of the young generation in strengthening friendly relations between socialist states and in further convergence of their peoples, as well as in deepening socialist economic integration,
guided by the desire to further develop friendly cooperation, contacts and personal friendship between children and young people and to enrich them in content and form in accordance with the new requirements of social development in both countries,
recognising the particular importance of deepening the patriotic and internationalist upbringing of children and youth in the spirit of the progressive traditions of the history of relations between the peoples of the two states, in particular the history of the workers' movement and the common anti-fascist struggle,
Bearing in mind the growing importance of closer cooperation between the socialist youth associations of both states to strengthen socialism, peace, disarmament and understanding among nations,
agree as follows:
This Treaty is negotiated to further promote, consolidate and deepen the internationalist youth union of the Czechoslovak Socialist Republic and the youth of the German Democratic Republic and to create a new basis for a higher level of cooperation between youth.
The High Contracting Parties will promote the development of forms and methods of friendly cooperation and the creation of multiple personal contacts between children and young people in all social areas through close cooperation between the competent authorities, organisations and institutions, as well as social organisations, in particular the Socialist Youth Union and the Free German Youth.
The High Contracting Parties will act in accordance with the content and forms of cooperation agreed in this Treaty by the young generation of the Czechoslovak Socialist Republic and the German Democratic Republic:
aim at maintaining peace in the world and preventing nuclear war, promoting the peace policy of the states of the socialist community, as well as strengthening and protecting socialism,
felt responsible for the further formation of the socialist society and contributed creatively to the implementation of the policy of the Communist Party of Czechoslovakia and the United Socialist Party of Germany,
It has made even more full use of the possibilities of socialist democracy and has made an active contribution to the development of the national economy of both states,
acted in the spirit of socialist patriotism and proletarian internationalism, defended and deepened friendship with the Soviet Union and other states of the socialist community and actively implemented anti-imperialist solidarity,
preserve and develop the revolutionary traditions of the international workers' movement as well as the valuable cultural and progressive historical heritage of the peoples of both states, value the contribution of the Czech and Slovak people, as well as the German anti-fascists to victory over fascism, and contribute their own active actions to strengthening the friendship and cooperation of the peoples of both states,
She opposed the actions of ideology and policy of imperialism, militarism and revanshism and actively participated in the global struggle for progress and social justice.
The High Contracting Parties will continue to consider cooperation between socialist youth associations on the basis of agreements concluded between them as a basis for the development of all-round cooperation between the young generation of the two States.
The High Contracting Parties will encourage the exchange of experience in the participation of the young generation and socialist youth associations in the building of socialist society in both countries, as well as its activities in the political, social, economic, cultural and scientific fields. In particular, they will monitor the creative work of young people, improve the working and living conditions of young people, use of their personal time and share in the creation and protection of the environment.
It will promote cooperation and coordinated representation of the socialist youth associations of both states within the international children, youth and student movement.
The High Contracting Parties will support the work of the United Nations, its professional organisations and other international organisations to implement the fundamental democratic rights of the young generation.
The High Contracting Parties will support the activities of socialist youth associations aimed at meeting among young Members of the Councils of all degrees and deepening the exchange of experience in representing the social interests of the young generation.
The High Contracting Parties will facilitate the wider development of decentralised cooperation, in particular the deepening of cooperative relations between counties, counties, cities, institutions, schools and schools, businesses and working groups. Special attention will be paid to the exchange of experience between young industrial and agricultural workers, trade unionists, students, scientists, artists and athletes, and the organisation of friendly youth meetings between both states.
The High Contracting Parties shall endeavour to ensure that direct contacts between enterprises, cooperatives and other industrial and agricultural organisations are used to further deepen cooperation and economic initiatives for youth in the fields of production, science and technology. Particular attention will be paid to the issues of automation and robotisation, microelectronics and computing, biotechnology, the development of procedures leading to the saving of materials, raw materials and energy, the creation and protection of the environment, as well as progressive fields in agriculture, forestry and water and the food industry. The High Contracting Parties will promote the exchange of young skilled workers, technicians and scientists and their mutual participation in the scientific and technological creativity of youth. In cooperation with both countries' trade unions, they will promote the exchange of experience among young workers.
The High Contracting Parties will support youth cooperation in addressing common production, scientific and rationalisation tasks in all areas of the national economy. They will facilitate the exchange of apprentices in production practice, the development of joint initiatives and the organisation of joint work in youth collectibles in production, science and technology. They shall, in accordance with national law, promote the possibility of short-term work activities of young people in the second State at the time of their leave.
The High Contracting Parties will support the deepening of youth cooperation on the basis of agreements between the authorities and organisations of the Revolutionary Trade Union Movement and the Free German Trade Union.
The High Contracting Parties will support the wider involvement of young trade unionists in the exchange on holiday between trade unions of both states. They will also support the development of the holiday exchange of children at organisation level as well as the use of spare capacities in trade unions for joint youth stays.
The High Contracting Parties will support the further development of youth tourism and the expansion of youth exchanges as important means of political and educational influence on the young generation.
The High Contracting Parties will, as far as possible, create conditions for the mutual expansion of youth exchanges, in order to deepen the knowledge of the languages, culture and history of the two States, direct youth contacts, as well as for mutual family holidays. They will also promote cooperation between youth tourism organisations, the development and use of joint youth tourism facilities in both countries.
The High Contracting Parties will promote cooperation between all levels of sports and physical organisations and facilities of both States in the interests of healthy development of the young generation. They will facilitate the exchange of experience and knowledge from sport activities in industrial and agricultural enterprises and establishments, housing units and holiday and recreation centres, as well as the expansion of the involvement of the young generation in regular sports.
The High Contracting Parties will assist in the wide use of cooperation opportunities in the education of young athletes, in organising sport competitions for children and youth cooperatives. They will also promote the exchange of experience in performance and peak sport.
The High Contracting Parties will, as part of their efforts to maintain peace and international security, support the active role of youth in ensuring the defence of both States and the friendship of young members of the armed forces of both States. They will also support the activities of the Association for Cooperation with the Army of the Czechoslovak Socialist Republic and the Society for Sport and Technology of the German Democratic Republic in the field of political and professional sports education, pre-military youth training and in the popularisation of the various types of sport developed by these organisations.
The High Contracting Parties will support the activities of the Czechoslovak Union of anti-fascist fighters and the Committee of Warriors of the anti-fascist resistance of the German Democratic Republic in the upbringing of the young generation. To this end, they will assist in meeting the youth collectibles of both states, who carry the names of anti-fascists and personalities who have made a significant contribution to the establishment and development of the Czechoslovak Socialist Republic and the German Democratic Republic.
The High Contracting Parties will assist the development of cooperation in the field of primary, secondary and higher education in order to further strengthen friendly links between pupils, apprentices, students and young teachers of both countries, to enhance their knowledge of life in the second state, as well as to enrich this cooperation with new content, forms and methods.
The High Contracting Parties will focus their attention on deepening direct contacts between primary, secondary and higher schools, especially in border regions.
The High Contracting Parties will promote cooperation in the preparation and further training of students, young teachers and university scientists. They will create the conditions for further improvement of all-round training of bohemistika, verb and germanic students.
The High Contracting Parties will encourage joint participation in the management of scientific research and development tasks in science, technology and production, industry, construction and agriculture in national student competitions, the organisation of joint student conferences, as well as exchange collective and individual student brigade.
The High Contracting Parties shall facilitate scientific cooperation in the field of research activities on youth issues on the basis of agreements between the relevant scientific institutes of the two States.
The High Contracting Parties will promote close cooperation between youth in the fields of culture and art, as part of the participation of young cultural workers, individuals and cultural exchanges between the Czechoslovak Socialist Republic and the German Democratic Republic, in particular in implementing cultural days between the two states. They will support the joint creative activities of young artists and talented young people.
The High Contracting Parties will promote direct contacts between artistic universities and professional schools as well as in the framework of cooperative contacts between cultural houses, youth clubs and other cultural facilities for youth.
The High Contracting Parties will help to ensure that mass media coverage of the life of second-country youth is systematic and content-rich. They will promote direct cooperation between the editors of youth newspapers and magazines, in particular the regular exchange of journalists and information, press and photographic materials. They will also support the development of direct cooperation between the youth editors of both states' radio and television, as well as the exchange and joint production of radio and television programmes for young people.
The High Contracting Parties will seek greater involvement of young journalists in cooperation between the mass media of both states. They will support the cooperation of book publishing for children and youth.
The High Contracting Parties shall establish the friendship Council as a joint coordinating body. The Council will evaluate the state of implementation of this Treaty and make recommendations to national authorities, institutions and social organisations for the development of cooperation between the youth of the two States.
The Council will be composed on the basis of equality from representatives of the Socialist Youth Union, state institutions, institutions and other social organisations of the Czechoslovak Socialist Republic and the German Democratic Republic, which are affected by this Treaty. Each of the High Contracting Parties shall appoint a co-chair of the Council. Council meetings will be held alternately each year in the Czechoslovak Socialist Republic and the German Democratic Republic.
In the relevant contractual documents, which will be concluded by the competent authorities, organisations and bodies of both States in order to ensure the obligations arising from this Treaty and from other contracts affecting its competence, the financial and material security issues of the various areas of cooperation will also be covered by the respective contractual documents.
This Treaty shall not affect the rights and obligations arising from other international agreements in force between the two States.
This Treaty shall be subject to ratification and shall become effective on the date of the exchange of instruments of ratification.
This contract shall be concluded for a period of 10 years. Its validity shall be extended by no more than five years, unless one of the High Contracting Parties notifies in writing at least six months before the expiry of its intention to terminate the contract.
