DECLARATION
Ministry of Health
of 16 July 1998
amending Decree of the Ministry of Health of the Czech Republic No. 49 / 1993 Coll., on technical and material requirements for medical equipment, as amended
The Ministry of Health provides, pursuant to § 18b and § 70 (1) (c) of Act No. 20 / 1966 Coll., on the Care of People, as amended by Act No. 548 / 1991 Coll., and pursuant to § 4 (2) (b) of Act No. 160 / 1992 Coll., on Health Care in Non-State Health Facilities:
Čl. I
Decree No 49 / 1993 Coll., on technical and material requirements for medical equipment, as amended by Regulations No 51 / 1995 Coll. and No 225 / 1997 Coll., is amended as follows:
1. In the annex to the Decree in Part I. Medical centres of outpatient care in point 1. The following paragraph 6 is added:
"(6) Medical outpatient care facilities, which also use narcotic and psychotropic substances when providing healthcare, shall be equipped with a safe for compulsory storage of 4a) such substances.
(4a) Paragraph 37 (3) of Decree No. 192 / 1988 Coll., on poisons and certain other harmful substances, as amended by Decree No. 182 / 1990 Coll. '
2. In the annex to the Decree in Part I. Medical centres of outpatient care in point 2. The requirements for the minimum areas of the offices (professional offices) and their necessary medical technology and furniture shall be added to the following point U:
"U - first-aid medical services
(a) areas of operating rooms:
ordinace15 m2
Emergency room for staff including WC and shower
contact workplace equipped with telephone line to receive the patient's request and radio connection to the ambulance
Motor vehicle positions
(b) equipment:
a table for doctors and two chairs,
table with a minimum height of 60 cm with a flashlight and a mobile table,
weight,
table and one chair for nurse's administrative work,
the working area for the preparation of medical material and an indicative laboratory examination,
a steriliser where there is no possibility of contractual supplies from central sterilisation or the supply of disposable material;
medicine cabinet and refrigerator and medical supplies,
sink,
wash basin,
disposable paper towels,
a strip with a seat and a rack,
neck spine fixation collar,
Fixation splints;
pressure portable container for O2 containing 2 litres with accessories,
hand-held breathing apparatus with masks for children and adults with oxygen connection,
fonendoscope, tonometer, thermometer,
front reflector and scope for children and adults,
help for effective bleeding (Martin's tourniquet, sterile bandages, surgical sterile and non-sterile gloves),
disinfectant solution,
burn kit,
a childbirth kit,
medical devices for the effective provision of venous entry through a plastic cannula, for maintaining free airway and suction, for intubation of all age groups, for treatment and bandages of wounds,
an emission bowl,
sheet,
a blanket,
infusion solutions and 40% glucose for intravenous use,
Ophtal, Ophtalmo-septonex eye drops and ointment,
tetanus and antitetanus globulin vaccines,
medicines for use in acute illness or injury in a minimum composition:
analgesics and antipyretics,
anaesthetics,
antiasthmatic,
antibiotics and chemotherapy,
antiemetics and antivertiginosa,
antihistamines;
antihaemorrhagic agents;
anticonvulsants;
antithrombotic agents;
diuretics
cardiotonics;
corticosteroids,
myolaxantia
opiates,
parasympatholytic agents;
psychopharmaceuticals,
spasmolytics
sedatives,
sympathomimetics,
vasodilatantia;
Uterotonics. '
3. In the annex to the Decree in Part II. Medical care facilities in point 1. The following sentence shall be added at the end of paragraph 4: "As part of a pharmacy of a basic type and a pharmacy of professional offices (departments), a separate department may be established for the supply of medicines and medical devices in a municipality or in an urban area where no medical care is provided and where there is an outpatient care facility. '
4. In the annex to the Decree in Part II. The following paragraph 7 is inserted after paragraph 6:
"(7) The premises and rooms referred to in paragraphs 5 and 6 (a) and (b) are also used for the preparation of medicinal products for separate dispensation of medicinal products and medical devices."
Paragraph 7 shall become paragraph 8.
5. In the annex to the Decree in Part II. The requirements for the minimum areas of the operating rooms of the pharmacy facilities and for their necessary equipment in pharmacy technology and furniture shall be the following:
"D - Separate department for dispensing medicines and medical devices
(a) the area of the operating rooms for:

1. dispensation of medicines with waiting room patients, storage cabinet, safe for mandatory storage of narcotic and psychotropic substances, 4a) refrigerator, computer (cash register), chairs for patients,
2nd room for diluting pharmaceuticals desk work, sink, sink,
3. delivery desk income. '.
6. In the annex to the Decree in Part III. Medical emergency services and transport of wounded, sick and parents in point 3 (b). A - medical vehicles in point (b) (bb) are inserted after the words "professional manager" the words "containing groups of drugs with the possibility of being administered intravenously in a minimum composition";

Čl. II
This decree shall take effect on the day of its publication.
