on the publication of magazines and the Union of Czechoslovak Journalists.
The National Assembly of the Czechoslovak Republic decided on the following Act:
Publishing magazines.
(1) The mission of the press is to assist the building effort of the Czechoslovak people and their fight for peace and to work together to bring them up to socialism.
(2) Publishing of newspapers, journals and other periodicals (hereinafter referred to as "magazines") cannot be a subject of private business.
The publication and dissemination of magazines are managed by the Ministry of Information and Information; if they are specialised, in agreement with the central authorities involved.
(1) Authorisations for the issue of magazines may be granted:
1. the National Front political parties,
2. State bodies,
3. unified trade union organisation,
4. the highest cultural, economic, interest, social and physical organisations.
(2) In addition, it is only possible to authorise the issue of magazines to national and communal undertakings, undertakings authorised to conduct foreign trade, folk cooperatives and other legal persons if they prove that the publication of magazines is necessary for the performance of their tasks of important general interest.
(3) The authorisation provided for in paragraphs 1 and 2 is granted by the Ministry of Information and Information; In agreement with the participating central authorities, it is for specialised journals.
If the publisher infringes the conditions under which he has been authorised to issue magazines or does not comply with the regulations on the issue of magazines, the Ministry of Information and Information may withdraw that authorisation.
(1) In order to establish a magazine publishing firm, the publisher needs a special authorisation from the Ministry of Information and Information.
(2) Only publishers of magazines which are eligible for the establishment of a publishing firm may receive such authorisation to guarantee the proper execution of such authorisation.
(3) The manner in which the journal is issued, managed and sent is always decided by the publisher.
The authorities, organisations and legal entities referred to in Article 3 (1) and (2) which issue magazines or operate a publishing firm on the date of the entry into force of this Act may, within 3 months of that date, apply for the necessary authorisation, otherwise their right to issue a journal or to operate a publishing firm shall cease to exist. Until the application has been completed, the magazine may continue to issue the publishing firm in accordance with the provisions of this Act.
Responsibility for the contents of the journal, which has so far been the responsibility of the representative of the sheet, shall be transferred to the editor or the person responsible for the management of the editorial work on a date to be determined by the Ministry of Information and Information in the Official Gazette. In this decree, the Ministry of Information and Information also sets out the conditions which the person in charge of the editorial director must fulfil.

To ensure the mission of the press pursuant to Paragraph 1 (1) is also for the Union of Czechoslovak Journalists, which declares itself to be a voluntary organisation under Act No. 68 / 1951 Coll., on voluntary organisations and gatherings.
Final provisions.
(1) All provisions which contravene this law, in particular Law 6 / 1863, on the Press, Act XIV / 1914 on the Press, as well as the Regulations amending and supplementing it and Act 101 / 1947 Coll., on the status of editors and on the Union of Journalists shall cease to apply.
(2) The provisions under which other authorities or bodies exercise their competence in matters of periodical printing remain without prejudice.
This Act shall take effect on the day of its publication; It shall be carried out by the Minister of Information and Information in agreement with participating members of the Government.
